Joan Burton TD NAVAN ROAD the Navan Road District Is Now Part of the Dublin West Constituency, with Tánaiste Joan Working with Burton As Labour’S Local TD Joan Burton TD NAVAN ROAD The Navan Road district is now part of the Dublin West constituency, with Tánaiste Joan Working with Burton as Labour’s local TD. Joan Burton TD Cllr. Brendan Carr Joan Burton was brought up in Stoneybatter and went to primary school, first to St Gabriel’s in Cowper Street and then Stanhope Street convent. She attended Stanhope Street as well for secondary school and won a scholarship from that school to UCD, where she took a Commerce degree. Afterwards she qualified as a chartered accountant. She worked in this profession for some years before joining DIT as a lecturer, a job she held until she was first elected to the Dáil for Dublin West . In politics, Joan has served as a TD, a Minister of State and now Minister for Social Protection. Last July she became Leader of the Labour Party and Tánaiste. Joan had a high national profile as Labour spokesperson on Finance in Opposition. She took the leading role in demanding reform to the reckless tax shelters for property developers that ultimately caused the banking crash. She was first to challenge the misguided Bank Guarantee in September 2008, a viewpoint that has been vindicated by events and the massive costs that led to the Troika intervention in Irish affairs. As Minister she has persistently defended core welfare spending, including the State pension and benefits such as free travel. Now that an Irish economic revival is underway, Joan is pursuing an active job creation agenda aimed principally at creating work and training opportunities for young people. As a result of these policies, there are tens of thousands more people at work now and unemployment has fallen month after month for no less than 38 successive months.     Introduction: Parties and policy making in Ireland C o n t i n u i t y One of the most remarkable aspects of post-Treaty Ireland was how well the political institutions established by the British colonial administration survived. This is not altogether surprising when one considers that the Irish struggle for independence ended in ‘a compromise with the former coloniser which denied true emancipation’. 1 Many members of the new elite ‘found nothing better to do with their freedom than to duplicate the British system’ while ‘a new use was found for the Irish language as a kind of green spray-paint to be coated over the remaining British pillar boxes, systems and titles, in order to conceal the ever-growing similarity with the British way of life’. 2 Kevin O’Higgins ’ s conviction that they ‘were probably the most conservative-minded revolutionaries that ever put through a successful revolution’ 3 gives some idea of the limitations and parameters within which the Free State would take shape. The survival of the British civil service, based in Dublin Castle, provides a striking example of the basic continuity that followed the Treaty. ‘Independence’, Basil Chubb notes, ‘did not much aff ect the well-established and powerful departments’ and for the former British civil service ‘life went on much as before’. 4 Under the Treaty, the position of former colonial administration employees was protected and most managed to exchange political masters with equanimity. A small number (about one hundred) voluntarily transferred to Belfast to serve the Northern Ireland administration. The transition from colonial power to a native administration did not, therefore, impinge greatly on the civil service.

    How Have Irish Parliamentarians Adapted to the Age of Web 2.0? Neil Collins University College Cork, Ireland/ Nazarbayev University, Kazakhstan Yu-Wen Chen University of Helsinki ABSTRACT This study explores the engagement of members of the Irish lower parliamentary chamber, the Teachta Dála (TD), with Web 2.0 technologies. Content analysis is employed to evaluate TDs’ websites. While conducting the website-feature analysis, the authors look at three dimensions of each TD’s website: information content, interaction tools and politician’s activities on the web. The authors find that Irish parliamentarians embed themselves online mainly to catch up with the trends in the cyber age. Websites allow them to market themselves and increase visibility. But given that the offering of information is the prime aim, their usage of the Internet is still largely based on the paradigm of Web 1.0. A more accurate way to depict this phenomenon is that Irish politicians’ Internet usage is actually in the mode of Web 1.5 in which some interactive and participatory space is generated with the idea that the cyberspace should encourage citizen participation. On the nomination of the new Government Friday 11th July 2014 Building the social recovery Many individuals, families and communities have experienced the worst of times since the economic crisis first struck. But I am optimistic that the best of times are still ahead of us, because a window of opportunity has opened for this country. And today, this Government is setting out how it will avail of that opportunity to ensure that the recovery improves living standards for every person, every family and every community. In other words, we will deliver a social recovery to accompany the economic recovery now firmly under way – to ensure that the recovery works for the many and not just the few, and that the burden borne by the people of this country has not been in vain. This means an unrelenting focus on jobs, increased living standards and affordable homes for our people. I look forward to working with the Taoiseach and our coalition partners to make that social recovery happen. When this Government took office, the economy was on the brink of collapse and threatened to bring down social cohesion with it. Now it is clear that huge progress has been made on the job of economic repair. The economy grew by a healthy 2.7% in the first quarter of the year. Unemployment has fallen for 24 months in a row, and is down to its lowest level since 2009. Exports are at an all-time high and Government borrowing is falling rapidly.

We write to urge you to support the Bill currently before the Argentinian Senate proposing to decriminalise abortion up to 14 weeks of pregnancy and thereby guarantee women’s access to safe abortion services. We note with interest that, following two months of public and participatory parliamentary hearings, on 14 June the Argentinian Chamber of Deputies took a historic step forward for the human rights of women and girls by voting in favour of this Bill. Now that it has passed to the Senate, the Bill’s final approval - and the lives of women and girls in Argentina - hinge on your votes. We note with concern that Argentina’s criminalisation of abortion forces hundreds of thousands of women each year to undergo clandestine and unsafe abortions, putting their lives and health at risk. By continuing to criminalise abortion, your State is violating women and girl’s human rights. Even in the limited circumstances where abortion is lawful - when the pregnancy is the result of a rape, or if the woman’s life or health is in danger - women and girls continue to face multiple obstacles to accessing legal abortions. According to official information from the Ministry of Health, half a million women undergo clandestine abortions every year in Argentina. In 2013 alone, 49,000 women were admitted to public hospitals for abortion-related health complications. Criminalising abortion therefore forces women and girls to make a cruel choice: put their health and lives at risk, or go to jail.
