Note 1: Local 290: No work may be performed unless permission is given in writing from business manager, unless in the case of danger to life and property. Employees ordered to work on President’s Day or the day after Thanksgiving Day shall be paid eight (8) hours pay at the straight time rate, plus one (1) day’s holiday pay. In the Beginning, There was the Road … The history of the Long Island Contractors’ Association is the history of modern Long Island. Formed in the 1920s as the Nassau-Suffolk Sand and Gravel Association, the group was instrumental in shaping and building the infrastructure that allowed Long Island to grow and prosper. As the World War II veterans returned, married and wanted homes and a patch of grass to raise their children, homebuilders such as William Levitt quickly saw a need and moved to fill it. And good roads, bridges and sewer systems helped to stitch together these new communities with New York City and the more established local communities of Hempstead, Rockville Centre, Mineola, Great Neck, Huntington and Riverhead. The members of the renamed Nassau-Suffolk Contractors’ Association played key roles in the construction of the Long Island Expressway, the state parkway system that allows motorists to move easily east and west and north and south while avoiding crowded local roads, and the sewer systems in Nassau and Suffolk counties that helped protect the environment and permit orderly development of more than one million homes for residents moving here from New York City and elsewhere. In the beginning and even to this day, many of the Long Island heavy construction firms are family-owned and operated, tying them and their families intricately to the successful development of Nassau and Suffolk counties. The organization changed its name to the Long Island Contractors’ Association in the mid-1990s and became a strong advocate locally, in Albany and in Washington for efficient and safe road networks. It continues that role today. For its members, LICA also represents an important resource for road construction safety programs; for establishing industry contract specifications that permit fair competitive bidding that saves taxpayers money; for labor contract negotiations; and for a rich source of camaraderie and cooperation among its members, their employees and affiliated labor unions. LICA is also affiliated on the state level with the New orkY Road Improvement Coalition (NYRIC) and on the federal level with the American Road and Transportation Builders Association (ARTBA). As Long Island grows throughout the 21st Century, a vigorous and effective Long Island Contractors’ Association will play a central role in the redevelopment of an aging infrastructure by working cooperatively with local organizations and state and local governments to assure that Long Islanders continue to prosper and enjoy a high quality of life.
