THE CAMPUS POLICE CHIEF The safety and well-being of our students, faculty, and staff have always been paramount at MassArt. As a small college, MassArt has an opportunity to provide all members of its community with a secure environment in which to learn, live, and work. It has become increasingly evident that issues on college campuses are more complex today than they have ever been. Therefore, the demand for professional, highly trained, Campus Police Officers and Institutional Security Officers, has increased. The Campus Police have the sworn duty to directly apply and execute the law, rules, and regulations fairly and objectively for the benefit of the entire college community. Institutional Security Officers help support the entire department and are our front line for providing excellent customer service while assisting with keeping the campus secure. We are committed to providing community-oriented professional police services, protecting constitutional rights, preserving peace, reducing fear, promoting teamwork, and making continuous improvements to the MassArt community. Maintaining a safe environment on our campus requires the continuing support of all members of the MassArt community. GEORGE H. MCCAFTREY. The history of Boston police administration goes back only to 1854, when the first body of uniform police was established. This estab- lishment was modeled on the Metropolitan Police of London and con- sisted of about two hundred and fifty men. During the years prior to 1854, police administration had been in the hands of a body known as the City Watch, which traced its beginnings back to the founding of Boston. The Watch was a semi-voluntary body, notable for its sleepiness and inefficiency in any sort of emergency. It was fortunate that a change was made in 1854, for the troubles of the Civil War period were soon at hand and the work of the police greatly augmented in consequence. All appointments to the police force were made at first by the mayor and aldermen, the patrolmen being paid two dollars a day and holding office simply during the pleasure of those who appointed them.

Despite the difficult economic climate, the BPD was able to make remarkable strides in combating violence in Boston. Boston Police DepartmentBoston Police In 2009, Boston’s homicide rate decreased by 22% and our overall Part I crime rate was down by 8%. The BPD also made encouraging progress in our efforts to stem firearm violence. The BPD made 828 illegal gun arrests and took 560 illegal guns off the streets. These numbers are a true testament to the men and women of the Boston Police Department who are dedicated to making our streets safer for those who live, work, and visit this great city.

Upon arrival, Officers spoke with the caller, Stanley Francis. Francis stated that earlier in the evening, his roommate, Steven Ertel, had returned to the residence after being away for two weeks. Francis stated that Ertel is in the process of finding a new residence; however, he did not believe he was allowed to be in the residence. Francis stated that earlier in the evening there was an argument with Ertel that was strictly verbal and not physical in nature. Officers spoke with the roommate, Ertel, who stated that he was about to go to sleep for the night.

Lawyers for Civil Rights (LCR) and our diverse client communities very much look forward to this new chapter in Boston history, as you become our first Black woman Mayor. For many years, LCR has tirelessly advocated for the City to make critical changes to improve widespread access to equal opportunities, to eliminate discriminatory practices, and to address a lack of transparency between the City and its diverse constituencies. Unfortunately, much of this racial justice advocacy has remained unaddressed and unresolved by prior Administrations. We would welcome an opportunity to work with your Administration to finally address these long-standing race and equity issues. We respectfully urge your Administration to prioritize the following issues in your first 100 days: Take bold steps to dismantle entrenched “old boys networks” that for decades have unfairly and unlawfully deprived minority-owned businesses of equal contacting opportunity; Reform police practices, including increasing transparency and de-coupling policing from mental health services in light of Terrence Coleman’s fatal shooting; Create a municipal ID program to help integrate and empower vulnerable communities – as the City promised to study back in 2017; Take concrete steps to ensure diversity in public employment, so that our public institutions – including but not limited to the Boston Police Department and Boston Fire Department – truly reflect the communities they serve; and Resolve civil rights lawsuits – some of which the City has been fighting for years including Coleman v.
