Assistant Professor Mrs. Suneeta .K.Ganguly POSITIVE MENTAL HEALTH Positive Mental Health refers to the presence of positive emotions and good functioning in both individual and social environment. It is a state of physical, mental, social and spiritual wellbeing and not merely the absence of disease or infirmity. Physical and mental health are closely associated and it is proved beyond doubt that depression leads to heart and chronic diseases. Mental disorders also affect persons health and behavior like eating sensibly ,regular exercise ,adequate sleep, alcohol and tobacco use adhering to medical therapies thus increasing the risk of physical illness etc. IMPORTANCE OF MENTAL HEALTH 1. Increases productivity of individual 2. Emotional Strength in low life condition 3. Ability to handle stress 4. Easy adaptation to changes It will be incomplete to talk about positive mental health without making a mention of resilience. Build ing resilience is the key towards tackling mental health problems. Resilience is often discussed as that aspect of mental health and coping which is permanent to the ability to spring back during adverse circumstances. The mention of positive health necessarily recounts on the ability to withstand and cope with stress adaptively. Resilience refers to overall physical and psychological health, and has been described as the ability to “bounce back from adversity”. BY-SHARIN CHOUDHURY 5TH SEMESTER Mahatma Gandhi once said "It is health that is real wealth and not pieces of gold and sliver. The investment on healthcare sector services by the Indian government has been commendable but to the contrary when millions of people are suffering from mental health issues,the meagre funds allocated also gets reduced. The National Mental Health Programme saw a reduced allocation from Rs 50 crore the previous year to Rs 40 crore for 2019-20 (sources - thequint). Mental health itself is an epidemic which has gripped millions of people. For its proper diagnosis, funds allocated should be increased . Unlike the Covid-19 virus where physiological symptoms can be monitored and the patients can be cured, the mental health malfunctioning is more psychological in nature and needs in-depth analysis, study,diagnosis, and then resort to treatment. The Mental Healthcare Act (MHCA) passed by the government in 2017 was seen as a welcome step in the direction of catering to the millions of Indians needing assistance. It looks to protect, promote, fulfil the rights of persons with mental illness (PMI) and puts the onus on the state to provide affordable mental healthcare to its citizens. (4) However, there has been little attempt to implement these progressive policies. A review article ‘Cost estimation for the implementation of the Mental Healthcare Act 2017’, published in the Indian Journal of Psychiatry, estimated the conservative annual estimated cost on the government to implement MHCA to be Rs 94,073 crore rupees compared to the allocated Rs 40 crore.(sources:thequint). The amount spent is comparable with what Indian billionaire Mukesh Ambani makes in just 3 hours, or a day’s expense of a trip abroad by Indian Prime Minister Narendra Modi, or barely the cost of a Rolls Budget documents Royce car. Despite the unused funds set aside in its budget for mental health, the government hasn’t organized any major awareness programs even on World Mental Health Day, even while aggressively celebrating International Yoga Day, spending about 345 million rupees ($4.5 million). (sources: the diplomat). Mental health correlates positively with a country’s economic growth. With malfunctioning and unproductivity in rise, an individual's mental health directly affects the country's economy. (5) As of April 1, there were over 1,600 confirmed coronavirus cases in India with the death toll standing at 38. Migrant labourers left jobless by the lockdown were walking thousands of kilometres back to their villages, struggling for food, water and shelter along the way. Health workers, on the other hand, are battling crumbling infrastructure and shortage of protective gear as cases surge. These developments have resulted in many people worrying about the uncertainty and what's next.
