The public session of the Property Management Committee meeting was held at 4:30 p.m. in Room 200 at the Aurora Education Centre on Tuesday, November 20, 2012 with Committee Chair D. Giangrande presiding and the following trustees present: P. Adams-Luchowski, L. Carruthers, C. Chan (via audio conference), N. Elgie, S. Geller, J. Hertz, M. Van Beek and A. Yeung.

DRAFT OFFICIAL PLAN – PART 1 CITY OF MARKHAM

BACKGROUND:

The City of Markham is currently undergoing its five-year Official Plan review. This provides an opportunity to review the municipality’s planning goals and policies that will guide future growth in Markham to 2031.

The Official Plan will be issued in three volumes. Part 1 forms the general text and policies of the Plan that apply across the City. This Part has been circulated to the Board for comment. Part 2 consists of Secondary Plans and Part 3 consists of site specific policies; both Part 2 and 3 will be released at a later date.

RATIONALE:

The purpose of this report is to provide information to trustees about the City of Markham’s plans for new growth through intensification in existing urban areas and new communities in future urban areas as identified in Part 1 of the Official Plan.

More detailed plans will be brought forward at a later date when Parts 2 and 3 are released. At that time the Board will have an opportunity to designate new schools to accommodate growth as required.

PLANNING FOR GROWTH:

The Official Plan projects significant growth in the next twenty years for the City of Markham. Population is projected to grow to approximately 421,600 people and 138,600 units by 2031. The following table provides a summary of population and housing units to the year 2031.

Markham plans to accommodate 60% of future residential growth through intensification within the urban area. This is 20% higher than the York Region Plan and Provincial Growth Plan density targets of a minimum of 40%. The remainder of growth in Markham is planned in the future urban area, as shown in Appendix A.

INTENSIFICATION:

Markham’s priority intensification areas are within the Regional and Local Centres and Corridors, as identified in Appendix B.

1. Regional Centres include Markham Centre located along Avenue 7 Rapid Transit Corridor, and the Langstaff Gateway Centre located along the Yonge-Steeles Rapid Transit Corridor. These centres are planned to accommodate the highest concentration and greatest mix of uses and activities in Markham, as well as providing a range of housing, employment, live-work, cultural, entertainment and government functions, supported by a range of mobility choices.

2. Regional Corridors / Key Development Areas are identified along the and Avenue 7 Rapid Transit Corridors. Key development areas include intensification areas where rapid transit services intersect with major nodes or hubs of retail and commercial development, and where opportunities exist for redevelopment of large land parcels supported by transit-oriented development.

3. Local Centres and Corridors will accommodate activities similar to Regional Centres and Corridors, but at a smaller scale to serve the surrounding community, serviced by existing and planned public rapid transit.

FUTURE URBAN AREA:

The largest area of new growth will occur in the area north of Major Mackenzie Drive and east of . There are smaller future urban areas located north of Highway 407 and east and west of Reesor Road, as well as an area north of Steeles Avenue, east of Ninth Line. The future urban areas are intended to be designed as compact communities and will be subject to a future secondary planning process.

TRANSPORTATION:

Key improvements to Markham’s transportation network have been proposed to support new growth. This includes the Yonge Subway extension, enhancements to the VIVA rapid transit system along Yonge Street and Highway 7, as well as new GO stations, and proposed Highway 404 Interchanges and mid-block crossings. In addition, Markham is developing a more active transportation plan to increase travel modes for walking, cycling, carpooling and increasing transit ridership. Each of these initiatives is dependent on funding solutions.

NEXT STEPS:

Board staff has reviewed the Part 1 policies of the Draft Official Plan. Certain policies related to the concept of “urban” schools will require further discussion with City staff.

As the Region shifts to more compact, mixed-use communities, the municipalities are looking for smaller school site sizes, smaller building footprints, multi-storey school buildings (over two storeys), and underground or structured parking.

Board staff has informed the City of Markham, that in order to achieve the intent of the urban schools concept, there needs to be some mechanism to address costs which exceed the Ministry benchmark.

City of Markham staff will continue to review and revise the Part 1 document this year, and then prepare a final version which will be presented to Council. Following adoption from Markham Council, it will be forwarded to the Region of York for approval.

As stated in the background section of this report, Parts 2 and 3 will be circulated to the Board for review and comment at a later date. The Board will then have an opportunity to designate new schools to accommodate future growth. Board staff will report back to trustees on Parts 2 and 3 when they become available.

TIMELINE:

The City of Markham has recently circulated the Draft Official Plan – Part 1 for comment. Board staff has sent correspondence regarding land use and policy language in the Draft Official Plan (see Appendix C).

RATIONALE:

A. Application:

D01-12012 / D02-12041 by 1857481 Ontario Inc (Times Group: Hashem Ghadaki) Agent: Malone Given Parsons Ltd. (Attention: Nick Pileggi)

B. Location:

The proposed application is located north of Highway 7 and west of Leslie Street, Town of Richmond Hill. The proposed Official Plan and Zoning By-law Amendments have been submitted for a high-density mixed-use residential/commercial development comprised of two 11-storey residential apartment buildings connected by a podium with retail use and 22 townhouse units. The proposed application is located east of the railway tracks and south of 16th Avenue, Town of Richmond Hill. The proposed Official Plan and Zoning By-law Amendments and Site Plan Application have been submitted for a high-density residential development comprised of two condominium apartment buildings (16 and 18 storeys) connected by a three-storey podium. Please see attached map (Appendix A).

BACKGROUND:

The purpose of this report is to request approval of the comments that are to be submitted to the Town of Aurora concerning the Board’s requirement for a school site within a proposed development application.

The subject development application is within the Yonge Street South Secondary Plan. The Secondary Plan provided for growth of approximately 1,200 residential units at build-out, of which approximately 340 remain to be built. It is located in the Oak Ridges Moraine in south Aurora as shown in Appendix A. Existing uses include estate housing, Beacon Hall Golf Course, the Aurora Cemetery and other institutional uses.

A report was brought forward to trustees at the June 19, 2012 Property Management Committee meeting recommending the release of an elementary school site within the Yonge Street South Secondary Plan. The reduction in units since the initial site designation, as a result of the Oak Ridges Moraine Conservation Plan and the Greenbelt Plan, meant a threshold for a new school would not be reached and pupil places in existing schools could accommodate students generated.

RATIONALE:

The schedules for the 2013 to 2014 New Elementary and Secondary Schools are presented in this report in Appendix A and Additions to Schools are shown in Appendix B.

ESTIMATED COST:

The total estimated project cost for each of project will be presented to the Property Management Committee after tendering.

Funding for these projects will be generated by the capital funding model.

TIMELINE:

Timelines are contingent on receiving required approvals and permits from all authorities having jurisdiction prior to construction start dates.
