FIRE DEPARTMENT IMPROVEMENTS New Entrance Door, New Window And Flooring In Office The Fire Department improvements will also be wrapping up this Spring with the installation of a new entrance door and window in the office. The flooring in the office and training room has been replaced. COMMANDA LAKE BOAT LAUNCH IMPROVEMENTS Ramp, Parking Area, Dock, Solar Light, Signage We are happy to report that the Commanda Lake Boat Launch improvements were completed last fall. The ramp was repaired, the parking area was cleared and new gravel was added to the parking area and ramp access road. In addition, a new dock, a solar light stand and signage were also installed. The Commanda Lake Boat Launch will now be maintained by the Restoule Local Services Board on a go forward basis. PORTERS LANDING BOAT LAUNCH IMPROVEMENTS Concrete Pad The final phase of dock improvements at the Porters Landing boat launch was completed this past summer, with the pouring of a concrete pad to secure the docks at the landing. There continues to be significant parking area pressure at the Porters Landing Boat Launch and the Board is currently investigating possible options to address/resolve the issue in consultation with the Ministry of Natural Resources and Forestry (MNRF). ELECTRONIC COMMUNITY EVENTS DISPLAY SIGN Investigation In Progress The Board is currently investigating the feasibility of an electronic community events display sign. In our initial investigations we have come to realize that these display signs range significantly in quality and price. We will need to be diligent in finding the balance. It has also become clear that the location of the electronic sign is very important in order to maximize the return on the investment. Page 1 of 19 RESTOULE LOCAL SERVICES BOARD - COMMUNITY UPDATE –cont’d OIL LEAK LAW SUIT Refund To RLSB We are very happy to report that the law suit surrounding the oil leak that occurred at the Community Centre in 2010 has come to a close. As many of you may recall, our Community was held solely responsible for the cleanup costs. On a law suit initiated by our insurance company, the Board has been providing supporting documentation in building a case to demonstrate that multiple parties should have been held accountable for the leak and not only the Restoule Local Services Board as the owners of the property. At a mediation meeting that took place on September 26, 2018, a settlement was reached. Once the legal fees and insurance company share of the settlement award were paid, the RLSB received a cheque on November 22, 2018 in the amount of $181,316.62. We were pleasantly surprised as we did not anticipate receiving such an amount based on how long the legal case had dragged on. In light of receiving this unexpected sum of money, the RLSB was directed by motion at the November 20, 2018 Public Budget Meeting to place the funds in the bank until a Special Public Meeting was held this summer to discuss how the funds were to be utilized/distributed. The Board has set Saturday, July 27th, 2019 as the Special Public Meeting date. The special meeting will be held at 11:00 am at the Restoule Community Centre. All property owners are encouraged to forward their suggestions on how the funds could be utilized prior to the meeting to our Secretary/Treasurer, Jean Mohr and to mark their calendars as the decision on how the funds are to be utilized will be voted upon. MNRF FOREST MANAGEMENT PLAN The Ministry of Natural Resources and Forestry (MNRF) have released the approved version of the 2019-2029 Forest Management Plan for the Nipissing Forest. In addition, the 2019/2020 Annual Work Schedule has been approved for the period April 1, 2019 to March 31, 2020, reflecting harvest operations taking place west of Clear Lake and Bass Lake. The harvest operations will be accessed via Sand Lake Road with upgrades to Sand Lake Road starting later this spring. The forestry contractor for the harvest operations is Goulard Lumber from Sturgeon Falls. Page 2 of 19 RESTOULE LOCAL SERVICES BOARD - COMMUNITY UPDATE –cont’d 911 CIVIC ADDRESS SIGNAGE All properties must have a 911 civic address sign to direct emergency services to the property. Please contact Jean Mohr, LSB Secretary if there have been any alterations to your driveway entrance, additional entrances or you require a sign, etc. Please note the following information: It is the property owner’s responsibility to maintain the visibility of their sign. Brush and remove any debris that may be blocking the visibility of your sign. Do not move your sign without approval from the Restoule Local Services Board. There are Provincial guidelines that the RLSB must follow when installing the green 911 civic address signs. SEPTIC TANK REBATES The $40 rebate for having a septic tank emptied remains in effect for business, home and cottage owners. This rebate is allowed once every five years through the LSB. PATTERSON TOWNSHIP LOCAL ROADS BOARD The Ministry of Transportation and LRB trustees will be holding their annual budget meeting and spring road tour late in April to determine improvements & maintenance needed for the 2019-2020 year. The work program usually involves replacing a few culverts, ditching, brushing, graveling, grading and calcium throughout the township. The 2018 plan for surface treatment on Porter’s Landing Road and Limberlost Point Road was cancelled because the bids for tender came back doubled. When the tender goes out, it includes all Boards. At least one Board cancelled because of the high costs, therefore the tender changed, and it was too late to resubmit. This year we are hoping to be able to complete the surface treatment plans from 2018. Some ditching, the large culvert on Hawthorne Drive and several others were replaced. This past winter saw a heavy buildup of snow and ice on our roads. Accordingly, several extra times with the grader were required to remove the ice. Please note the following: If you require driveway sand, go to MTO yard at Farley’s Corner. Any entrances that are being constructed “must” have the approval of the Board and installed to MTO specifications. Applications are available by contacting a LRB Trustee or Secretary. Please, do not park in the snowplowing and grading “turn-arounds” located at the end of many of our roads. In addition, parking is not permitted on our roads during winter maintenance. Homeowners may be responsible for the cost of removing snow that has been pushed onto a roadway. Plowing of snow will not commence until there is 3 inches of snow.
