A single point of contact for the Avon Ōtākaro Network and Ōpāwaho Heathcote River Network Groups; b. 8. Update on Approach to River Bank Management

Committee Comment

1. Tim Joyce, Operations Team Leader for the Christchurch City Council, provided a power point presentation to the Committee on a river bank cutting trial being undertaken by the Council. The trial is to:  Filter run-off  Reduce bank erosion  Improve riparian habitat  Increase inanga spawning  Reduce vegetation falling into rivers  Discourage waterfowl

The presentation outlined areas covered in the trial, and included trial results. Mr Joyce thanked the Zone Committee for its support in relation to the trial, and responded to queries.

2. Mr Joyce updated the Committee about litter booms, 40 tonne of mainly organic waste and tyres had been collected. The litter booms are beneficial to assist water quality.

3. Discussion was held about various watercourses and about the removal of raupo along Kerrs Reach. The cost to remove the raupo under the Council’s consent conditions, which require the use of cofferdams to prevent sediment discharge, is outside any budget in the Council’s current Long Term Plan.

9. 2017 Water Quality Monitoring Report

Committee Comment 2 Item

1. Dr Margetts responded to questions of clarification, and discussion was held about the water quality results (e.g. increased nitrogen at Ōtukaikino at Omaka Scout Camp and the use of a new Water Quality Index). She advised that report cards for each catchment are also currently being developed that incorporate information on the water quality index and ecological data.

10. Quarterly Report - Canterbury Water Management Strategy Zone Delivery

Committee Comment

1. Steve Firth and Shelley Washington provided a power point presentation on the Quarterly Report for the Canterbury Water Management Strategy Zone Delivery. 2. This included information about a Mobile Stormwater education resource (built on a trailer) that would be available to community river care groups, schools and other organisations in Christchurch West Melton and Banks Peninsula to use throughout the year. 3. Annabelle Hasselman of the Ōpāwaho Heathcote River Network attended the meeting in relation to the Strengthening Ecosystems through Community Guardianship project. 4. Additional events were noted as:  Mt Vernon event – 25 August 2018  Cashmere Stream Planting Day – 8 September 2018  Styx Living Laboratory Trust AGM – 17 September 2018

11. Working Group Updates - 23 August 2018 Urban Contaminant The report was taken as read.

Groundwater and Drylands

The Working Group met with the Waimakariri Zone Committee, on 20 August 2018, about proposed 2 Item nitrate targets and reductions for the groundwater that flows under the Waimakariri River into the Christchurch zone. Helen Caley updated the Committee on the meeting with the following information:

 There were four members of the Working Group at the joint meeting  A presentation was given by farmer groups  Discussion was held on whether the suggested nitrogen reductions could be met  Feedback provided by the Working Group was; we agree with the suggested 25% nitrogen reductions above Good Management Practice, an agreed approach that would mean water quality in Christchurch, drinking water and spring fed streams, would be at 95% protection of species, and up to 99% over time. Based on our knowledge we think those nitrogen reductions are achievable. We also suggested that other emerging contaminants that might move under the Waimakariri River be investigated. We suggested that a drop-in workshop be held in Christchurch so residents can learn about the issues.

Further information on this matter will be available to the Zone Committee in due course.

Communication and Engagement Jackie Curtis spoke to the report and advised that a package of material on stormwater would be available for the Meet in the Middle event on 7 October 2018, e.g. pull up banners, brochures and recyclable bags. The group meet monthly with CCC Communications staff regarding stormwater in the urban area.

Biodiversity and Immediate Steps Lance Kenyon spoke to the report. The group will be meeting shortly with Helen Greenep, Biodiversity Officer.

Recreation The report was taken as read.

Regional Committee Les Wanhalla reported the following points:

 Hugh Logan has been appointed as the new Chair of the Regional Committee  The Christchurch Regional Working Group has discussed three waters, clear drinking water, stormwater and sewage  A group has been formed on the topic of stormwater  Where to from here – consider if ZIPs are relevant, their purpose is met, and if any new ZIPs are required

At the conclusion of the meeting Councillor Cotter reported that the Christchurch City Council had given its approval for the installation of a UV disinfection system on the central zone for wells. The reduction of water use was an important message to emphasise.

Purpose of Report 1.1 The purpose of this report is for the Christchurch West Melton Water Management Zone Committee to confirm the allocation of Immediate Steps funds to the five projects outlined in the table below as discussed by the Christchurch West Melton Water Management Zone Committee Biodiversity Sub-group.

2. Staff Recommendations That the Christchurch West Melton Water Management Zone Committee: 1. Receive the information in the Immediate Steps Biodiversity Projects report. 2. Support the five Immediate Steps project applications with the 2018/2019 fund: 2.1 Cashmere Stream Enhancement – Stage 3 $11,887 2.2 Otukaikino Stream Enhancement – Clearwater Section $27,574 2.3 Albert Stream Enhancement – Stage 2 $10,000 2.4 Dry Grasslands Park – First Steps $19,350 2.5 Wairarapa Stream – Te Tuna Taone $1,500 3. Agree to either: 3.1 allocate years two and three of the Otukaikino Stream and Dry Grasslands projects now (staff recommendation); or 3.2 prioritise funding the second and third years of the Otukaikino Stream and Dry Grasslands projects in 2019 and 2020 respectively.

3. Background

3.1 The Immediate Steps (IMS) funding programme was launched in 2010 as part of implementing the Canterbury Water Management Strategy. Alongside planning and other measures, this funding is used to contribute to aligning or reversing the decline in indigenous biodiversity associated with the increasing use of the water resources in Canterbury. 3.2 The Christchurch West Melton Zone Committee has $100,000 of Immediate Steps funding per year to spend on projects to protect and restore biodiversity.

4. 2018/2019 Project Applications

4.1 This financial year there is total of $100,000 available and there are five projects for consideration totalling $70,311 for consideration:

9. Canterbury Water Management Strategy Fit for the Future Project

1. Purpose of Report 1.1 The purpose of this report is for the Christchurch West Melton Water Management Zone Committee to be updated about the Fit for the Future project.. 2. Staff Recommendations That the Christchurch West Melton Water Management Zone Committee: 1. Receive the information in the Canterbury Water Management Strategy Fit for the Future Project report.

3. Report 1. The Fit for the Future project is looking to develop goals for 2025 and 2030 for the ten target areas in the Canterbury Water Management Strategy (CWMS).

2. Zone Committees are an important part of delivering the CWMS. They are heavily involved in both sub-regional plan-making and in championing the actions that will lead to the Strategy and the plans being achieved.

3. The Regional Water Management Committee wants Zone Committees to provide input into the draft goals for 2025 and 2030 that have been developed by Task Groups and the Goals Working Group. There is an opportunity for your Zone Committee to reflect particular zonal implementation needs, thoughts about the draft goals and your Zone Implementation Programme (ZIP), and priorities.

4. In particular, given the Zone Committee’s role, we are interested in any thoughts or advice on:

 Are the draft goals on-the-mark, over-ambitious, or too easy? What changes should be made to them? Are there any gaps?

 To what extent are the goals relevant to your Zone – do they provide an opportunity for local changes to be made that will make a real difference? Should there be greater recognition of sub-regional differences, and how might that happen? What would need to happen in your Zone to achieve the goals? What are the barriers and what could be done to enable more progress on the CWMS goals and targets?

 What are the actions and work programmes that will be needed to help achieve the goals. Will your ZIP need to be refreshed?

5. The attached paper and its Appendix set out the process for developing the 2025 and 2030 goals, some issues that you might want to consider, and the draft goals developed so far in the process. The draft goals are very much ‘work in progress’. Not all of the draft goals are fully developed and will need refinement by stakeholders as the engagement process advances. Many of the draft goals need sharpening. You can help shape the advice that the Regional Water Management Committee will provide to the Canterbury Mayoral Forum on the goals, and what needs to happen to achieve them.

10. Update on the Waimakariri Draft Zone Implementation Programme

Item 10 Item 1. Purpose of Report 1.1 The purpose of this report is for the Christchurch West Melton Water Management Zone Committee to be updated on the Waimakariri Draft Zone Implementation Programme (ZIP) Addendum. 2. Staff Recommendations That the Christchurch West Melton Water Management Zone Committee: 1. Receive the update on the Waimakariri Draft ZIP Addendum 2. Note the upcoming opportunities to provide feedback on the Draft ZIP Addendum.

3. Report

3.1 On behalf of the Christchurch West Melton Zone Committee, Kevin Brown attended the Christchurch City Council’s Infrastructure, Transport and Environment (ITE) Committee on 12 September to provide an update on the interzone nitrate issue. Kevin discussed the issues and the initial solutions for managing groundwater quality in the interzone area.

3.2 The Waimakariri Zone Committee have now completed a Draft ZIP Addendum which includes recommendations for managing water quality and quantity in the zone, including the interzone groundwater. The draft recommendations are informed by community feedback that was obtained through various rounds of community engagement. A copy of the Draft ZIP Addendum is now available on the webpage www.ecan.govt.nz/waimakariri-water and some hard copies will be available at the Zone Committee meeting.

3.3 The Waimakariri Zone Committee are now seeking community feedback on the Draft recommendations – please refer to the attached advertisement for a list of opportunities to provide feedback. It is anticipated that feedback will be collated and considered by the Zone Committee in October/November and the ZIP Addendum finalised in November (refer to attached timeline). Once finalised, the ZIP Addendum will be presented to the relevant Councils and the implementation phase will begin.

3.4 Committee members can have a discussion at the Zone Committee meeting about how they wish to provide feedback to the Waimakariri Zone Committee.

Urban Contaminant Working Group – Cr Pauline Cotter, Suzanne Furkert, Cr Tom Lambie, Helen Caley, Gareth Oddy, Andrew Congalton (co-opted) (supported by Jenny Watters and Nick Moody)

What are we trying to achieve in 5 years (2020)?  Addington Brook improve catchment health – contact recreation by 2020 and swimmable by 2030 (linking to ZIP’s). Meets agreed standards as set out by the 5 year ‘living’ Integrated Catchment Management Plan to be developed by June 2018.

 Riccarton Stream improve catchment health (linking to ZIP’s). Meets agreed standards as set out by the 5 year ‘living’ Integrated Catchment Management Plan to be developed by 2019.

 Haytons Stream improve catchment health (linking to ZIP’s). Meets agreed standards as set out by the 5 year ‘living’ Integrated Catchment Management Plan to be developed by June 2018. What have we done since we last met? The working group met on the 8th August. Key progress includes:  Stormwater focused zone committee meeting in October.  UNESCO Application was unsucessul however alternative funding options are been explored.  Ongoing proactive monitoring of sediment management on small sites on the Port Hills and continuing inner city monitoring.  Progressing the development of Hayton’s Stream Action plan document.

Next steps  Community Water Partnership workshop on October- the purpose of the workshop is to seek input from community groups on the key messages for a mobile storm water resource and to discuss the next steps with the community water partnership.

Groundwater & Drylands Working Group – Kevin Brown, Robert Wynn-Williams, Helen Caley, Carly Sluys, Gareth Oddy, Cr Tom Lambie, Cr Debra Hasson (supported by Zone Facilitator & Geoff Thompson)

What are we trying to achieve in 2 years?  Know how much water is available for use.

 Understand the landownership pattern within the protection zone.

 Understand the threats to Christchurch’s groundwater system.

 Identify how we can protect this resource for future generations.

What have we done since we last met?

 Kevin Brown attended the ITE Committee meeting on 12 September to provide an overview of the interzone groundwater issue and discussed the initial solution thinking.  IMS application submitted for funding for dryland projects. Next steps?

 Upcoming opportunities for feedback on the Waimakariri Draft ZIP Addendum.  Ongoing work to secure further resource for dryland work.

What are we trying to achieve in the next 5 years (2020)?  Waterways better provide for multiple recreation, relaxation and amenity uses

 Aquatic and adjacent land recreational values in the Lower Avon/Ōtākaro River are improved (between Fitzgerald Ave and Estuary).

 Engage with stakeholders; identify challenges and opportunities; develop strategy; and implement strategy to improve aquatic and adjacent land recreational values in the Lower Avon/Ōtākaro River (between Fitzgerald Ave and Estuary).

Regional Committee – Les Wanhalla (supported by Lesley Woudberg)

Liaison with community groups – Suzanne Furkert (supported by Shelley Washington, Nick, Jenny, Ashleigh)

What are we trying to achieve in 5 years (2020)?  Ensure we complement and build on each other’s work to improve the health of Christchurch’s water resources.

Some of the things happening:  Jenny, Shelley and Olivia are working with the rest of the project team on the Stormwater Superhero Mobile Resource project and organising the upcoming 19 October Stormwater Superhero and Community Water Partnership workshop.

 Cashmere Stream Care Group are discussing phase 4 of their restoration projects with landowners, CCC and ECAN. The group is planning Summer monitoring of the suitability of water quality and habitat in the restored areas for freshwater crayfish. Ken Rouse hosted a field trip for people who attend Tuesday Club. The Group held a planting day, spoke at the IECA Field Trip and completed their newsletter. The Cashmere Stream Care Group has sought information on compliance of various resource consents in relation to erosion and sediment control and received updates.

 Avon Heathcote Estuary Ihutai Trust held their AGM with guest speaker Rachel Teen speaking about her research on people’s perspective of “we cannot make an impact on waterway quality”.

Other topics included an update on the Ecological Management Plan, CCC stormwater consent application and Humphries Drive cycleway proposal.

 Avon Ōtakaro Network are planning upcoming events including Meet In the Middle, 7 October.

 Ōpāwaho Heathcote River Network held their Opawaho-Heathcote River Photographic 11 Item

competition on Sunday 23 September.

 Roimata Commons Trust is working closely with CCC about their food growing projects and have delivered in-class education as part of the Strengthening Ecosystems through Environmental Stewardship project. They are planning an event for the two schools at Radley Park as part of this.
