April 15: Chief Minister Vijay Bahuguna held meeting with the MPs from Uttarakhand and representatives of various political parties and discussed issues relating to Hydro-Power Projects in the state at Uttarakhand Niwas on Sunday. A unanimous view was expressed in the meeting that state ought to take its own decision in the matters concerned to Hydro-power projects like requirements of power, local development, employment and environment security etc. Emphasis was laid on the need of a Commission with the representation of public representatives, scientists and experts of various institutions. Chief Minister Bahuguna said that stopping of hydro-power projects started after receiving environment and other technical approval, just due to said public sentiments, was not justified. He said that experts could take decision on how much water to be discharged as per the public requirement and how to maintain the flow of river. CM said in future a state level policy had to be chalked out for power projects in the state. He revealed that state has a potential of 27,000 MW hydro-power out of which only 3600 MW power was being produced. Despite having enormous potential the state was depended on external resources for power. He said that power production could be interrupted during religious occasions but just for the sentimental reasons water projects could not be shelved forever. Looking into the global warming, hydro-projects are the best option for safety of environment, he said. Chief Minister Bahuguna said that as far as Hydro-power projects were concerned, the Centre should prepare policy not only for Uttarakhand but a universal policy for all the Himalayan States.

Born in October, 1933, at Singampunari in Sivaganga District of Tamil Nadu, Shri S. Madhavan was educated at the Thiagrajar College, Madurai; the Alagappa College, Karaikudi and the Law College, Chennai. A lawyer by profession, Shri Madhavan was actively involved in organizing sports and propagating Tamil literature in villages. Shri S. Madhavan started his legislative career as a Member of the Tamil Nadu Legislative Assembly in 1962 and was its Member for four terms- from 1962 to 1967, from 1967 to 1971, from 1971 to 1976 and again from 1984 to 1987. He also served as a Cabinet Minister holding different portfolios in the Government of Tamil Nadu from 1967 to 1976. Shri S. Ruwali The relationship between caste and politics may be analyzed at two levels: (1) how caste affects politics? And (ii) how politics influence caste? As the caste and politics both are interrelated therefore both influence each other. As at one hand all political parties calculate caste support at the time of distribution of tickets and the political behaviour influences the caste people the other side caste reserves its votes for its own members, people prefer to vote for a candidate of their own caste irrespective of the merits/demerits of the candidates and the leader of a particular caste prefers to select his own caste people in different posts. As caste provides leadership to the political structure, politics provides prestige and power, economic benefits and administrative patronage to the caste people. Consequently the leaders mobilise politics and its principles through their caste ideologies and they are bound to give importance to the caste opinion. Caste and politics were always related, but the relationship was manifested differently at different periods of time. This research paper discusses some aspects of relationship between caste and politics in India particularly in Uttrakhand. Rajini Kothari (1970) examined the relationship between caste and politics by analyzing the issue as to what happens to political system because of the vote of castes. He found that three factors- education, government patronage, and slowly expanding franchise (including 18-21 year old young persons in electorate)- have penetrated the caste system because of which it (caste system) has come to affect democratic politics in country.
