David R. Mandel The Obedience Alibi Milgram 's Account of the Holocaust Reconsidered "Unable to defy the authority of the experimenter, [participantsj attribute all responsibility to him. It is the old story of 'just doing one's duty', that was heard time and again in the defence statement of the accused at Nuremberg. But it would be wrang to think of it as a thin alibi concocted for the occasion. Rather, it is a fundamental mode of thinking for a great many people once they are locked into a subordinate position in a structure of authority." {Milgram 1967, 6} Abstract: Stanley Milgram's work on obedience to authority is social psychology's most influential contribution to theorizing about Holocaust perpetration. The gist of Milgram's claims is that Holocaust perpetrators were just following orders out of a sense of obligation to their superiors. Milgram, however, never undertook a scholarly analysis of how his obedience experiments related to the Holocaust. The author first discusses the major theoretical limitations of Milgram's position and then examines the implications of Milgram's (oft-ignored) experimental manipula tions for Holocaust theorizing, contrasting a specific case of Holocaust perpetration by Reserve Police Battalion 101 of the German Order Police. lt is concluded that Milgram's empirical findings, in fact, do not support his position-one that essen tially constitutes an obedience alibi. The article ends with a discussion of some of the social dangers of the obedience alibi. 1. The Silent Reich: Austria’s Failed Denazification Abstract Between 1945 and 1956, the Second Austrian Republic failed to address the large number of former Austrian Nazis. Due to Cold War tensions, the United States, Britain, and France helped to downplay Austria’s cooperation with the Nazi Reich in order to secure the state against the Soviets. In an effort to stall the spread of socialism, former fascists were even recruited by Western intelligence services to help inform on the activities of socialists and communists within Austria. Furthermore, the Austrian people were a deeply conservative society, which often supported many of the far-right’s positions, as can be seen throughout contemporary Austrian newspaper articles and editorials. Antisemitism, belief in the superiority of Austro-Germanic culture, disdain for immigrants, and desire for national sovereignty were all widely present in Austrian society before, during, and after the Nazi period. These cultural beliefs, combined with neglect from the Western powers, integrated the far-right into the political decision-making process. -

Nazi Germany and Anti-Jewish Policy The Nazi Party rose to power with an antisemitic racial ideology. However, the anti-Jewish campaign was not conducted according to a blueprint, rather it evolved. Before the outbreak of the war, political and economic factors, as well as public opinion both inside and outside Germany influenced the evolution of Nazi anti-Jewish laws and measures. The main purpose of the anti-Jewish policy between 1933 and 1939 according to the racial theory was to isolate German Jewry from German society. These laws sought to uproot and dispossess Jews economically from daily life in Germany and Boycott entries before Jewish department store, 1933 encourage them to leave their homeland. These laws limited and humiliated Jews on a daily basis. Anti-Jewish Policy (1933–1939) Divided Into Three Periods n The first period, 1933–1934, included boycotts against Jews and the Civil Service Law that dismissed Jews from government jobs. n The second period began in the spring of 1935 and was marked by the establishment of the racially based Nuremberg Laws. Jews were no longer German citizens. n The third period from 1937–1939 was a time of increasing anti-Jewish violence, confiscation of Jewish property, and the forbidding of Jewish ownership of business concerns. The turning point of this period was the Kristallnacht Pogrom. Anti-Jewish Policy by Year 1933 n All non-“Aryans” were dismissed from holding government jobs. This regulation applied to public school teachers, university professors, doctors, lawyers, engineers, etc. — all Jews who held government positions of any kind. Biography of Franz Stangl (1908-1971) Childhood and Early Life Franz Stangl was born on March 26, 1908 in a small town in Austria called Almunster. His father worked as a night watchman, and believed that Stangl was not his child (implying his wife cheated on him). Stangl was petrified of his father because he was continually beaten by him. When Stangl was eight years old his father died of malnutrition, and a year later his mother re- married. When he was fourteen, his step-father wanted him to leave school and work at a local steel mill. At fifteen, he left school and became an apprentice weaver. He finished his apprenticeship in three years and when he was eighteen and a half became the youngest master weaver in Australia. At twenty-three years old he discovered there was no further career advancement, so he applied for a job with the police force, as he was always attracted to the job of policemen, liking the safety and security it represented. Several months later he was told to report to the Kaplanhof (police training barracks in Linz) for training where he started out as a rookie for the Austrian police force, working as a traffic policeman and on the riot squad. He volunteered for ‘special duties’, which included in participating in street battles in Linz against socialists. He earned a silver medal for removing socialists from a local Cinema where they had been entrenched. In 1934, the Nazi’s assassinated the Chancellor of Austria, but it was clear that the Austrian police criticized this action. -

PERSUADE OR PERISH Addressing Gaps in the U.S. Posture to Confront Propaganda and Disinformation Threats Dr. Haroro J. Ingram Program on Extremism Policy Paper February 2020 PERSUADE OR PERISH 1 INGRAM | PROGRAM ON EXTREMISM Abstract: The purpose of this policy paper is to assess the U.S. government’s posture to deal with malicious ‘influence activities’ (i.e. propaganda and disinformation) by state and nonstate actors. It argues that while the U.S. government has provided inconsistent support for its foreign policy and national security information sector for decades, since 2017 an effort has been made to lay the foundations for a rejuvenated U.S. posture to address propaganda and disinformation threats. However, significant gaps remain that will weaken those foundation building efforts if left unaddressed. This paper concludes with four recommendations focusing on (i.) the need to learn lessons from the institutions’ history, (ii.) the value of an overarching paradigm through which to understand a spectrum of threats, (iii.) the important role of overt attributed U.S government messaging, and (iv.) initiatives to strategically cohere interagency activities. The United States and its allies are facing a complex spectrum of propaganda and disinformation threats that are rapidly evolving strategically, operationally, and technologically. 1 The U.S. government’s ability to address these malicious ‘influence activities’ will depend on its adoption of an appropriately balanced, resourced, and legislatively empowered posture that will be as much a product of institutional history as contemporary strategic-policy decisions. This policy paper assesses the U.S. government’s posture to deal with these threats and outlines ways in which strategic-policy gaps, drawn from this analysis, can be tackled. -

RJHI 1 (1) 2014 Instrumentalising the Past: The Germanic Myth in National Socialist Context Irina-Maria Manea * Abstract : In the search for an explanatory model for the present or even more, for a fundament for national identity, many old traditions were rediscovered and reutilized according to contemporary desires. In the case of Germany, a forever politically fragmented space, justifying unity was all the more important, especially beginning with the 19 th century when it had a real chance to establish itself as a state. Then, beyond nationalism and romanticism, at the dawn of the Third Reich, the myth of a unified, powerful, pure people with a tradition dating since time immemorial became almost a rule in an ideology that attempted to go back to the past and select those elements which could have ensured a historical basis for the regime. In this study, we will attempt to focus on two important aspects of this type of instrumentalisation. The focus of the discussion is mainly Tacitus’ Germania, a work which has been forever invoked in all sorts of contexts as a means to discover the ancient Germans and create a link to the modern ones, but in the same time the main beliefs in the realm of history and archaeology are underlined, so as to catch a better glimpse of how the regime has been instrumentalising and overinterpreting highly controversial facts. GERr"1AN IDENT ITV TRANSFORNED 1. Is GePmany a SpeciaZ Case? German identity problems are usually viewed as a special case. I do not think it is necessary to argue this point with any elabor ation. It is argued that the Germans' obsessions about identity reached a peak of mental aberration in the Second World War, when in a fit of total national insanity they set about mass murdering most of Europe on the grounds of arbitrary and invented grades of approved and disapproved races, drawn from a misunderstanding of physical anthropology. The sources of the identity problem have been subjected to a great deal of analysis, but remain obscure. l Before I go on to look at how true it is that German identity poses special problems, let me briefly mention a recent example of the extent to which the attitudes drawn from the Second World War have permeated our consciousness. I enjoy science fiction, and last summer I watched a film on TV, made in America by a consortium of apparently largely Mafia money, which concerned the invasion of the earth from outer space. The invaders were lizards from another solar system. They were lizards who were able to make themselves look like people by wearing a synthetic human skin, but underneath were reptiles. Some clever people observed this from the beginning, but were disbelieved. The lizards seemed friendly, and quickly acquired what were called collaborators, drawn from the ambitious and weak elements in society. Lizards played on conservative instincts, such as a desire for law and order. -

Furthermore, the Allies agreed to reconstruct Germany so a regime like the Nazis could never come to power again. The Allied Powers met at three major summits at Teheran (November 28-December 1,1943), Yalta (February 4-11, 1945), and Potsdam (July 17-August 2, 1945) to discuss the occupation period and reconstruction of all aspects of German society. The policy of denazification was agreed upon by the Big Three, but due to their political differences, denazification took different forms in each occupation zone. Within all four Allied zones, there was a balancing act between denazification and the urgency to help a war-stricken population in Germany. This literature review focuses specifically on how scholars conceptualize the policy of denazification and its legacy on German society.
