GIOVANI BATISTA FELTES, Prefeito Municipal de Campo Bom, no uso de suas atribuições legais, tendo a Câmara Municipal de Vereadores aprovado, sanciona e promulga a seguinte Lei: CAPÍTULO I - DISPOSIÇÕES PRELIMINARES Art. 1º Fica reestruturado o Plano Diretor de Desenvolvimento Integrado do Município de Campo Bom, em atendimento às disposições da Lei Federal nº 10.257, de 10 de julho de 2001 - Estatuto da Cidade, e aprovadas suas diretrizes básicas para orientação e controle do desenvolvimento urbano e rural, de acordo com esta Lei. § 1º O Plano Diretor de Desenvolvimento Integrado do Município constitui-se no complexo de normas legais e diretrizes técnicas para o desenvolvimento global e constante do Município, sob os aspectos físico, social, econômico e administrativo. § 2º Todos os planos e projetos de urbanização, de iniciativa pública ou privada, ficam sujeitos às diretrizes e normas deste diploma. The article is based on both bibliographic and documentary research and also draws on biographical narratives of workers with links to the leather goods and footwear industry obtained using ethnographic method. It was found that contemporary environmental conflicts emerge from within a memory of work and an environmental memory in which the factories, the unplanned urbanization, and the utilization of water and other natural resources form a chain of significance. Significance that precludes any form of fragmented analysis that isolates any of these aspects from the others: the economic, socio-historic, cultural, political, or the environmental.

    Measuring Conurbation Ref 093 Decio Rigatti UFRGS, Urbanism, Porto Alegre, Brazil [email protected] Keywords conurbation; metropolitan areas; conurbation index; porto alegre metropolitan area; Brazilian cities Abstract As a socio/spatial/economic phenomenon conurbations seem to emerge according to, at least, two different logics: on the one hand, a local logic structures the everyday life, the individuality of each com- munity making it possible to understand to which place everybody belongs to. Local centralities ensure this part of the process. On the other hand, the global logic "glues" together every part of the system, structures a large-scale interdependency among the parts in terms of production/housing/consumption, which labels the territory through different kinds, volumes and levels of movement (people, goods, information) and global centralities are able to describe the way the entire system works. In this sense, a conurbation is much more than the sum of the parts but is where complex and dynamic processes take place. The role of every municipality in a conurbation depends on a series of aspects, namely its position within the system and the way it relates to each and every part of the whole. Regarding the Porto Alegre Metropolitan Area – PAMA – conurbation, considered as a spatial phenomenon, a deeper look into the spatial system reveals that there are different degrees of conurbation and interdependency among the constituent parts. Some spatial complexes - parts of the whole - seem to be better understood when seen together while others, in spite of belonging to the same conurbation, seem to keep their individuality regarding other neighboring areas both in terms of the space itself and the socio/economic features.

Marodin o municipalismo no Rio Grande do Sul teve início, quando as quatro povoações: Rio Grande, Porto Alegre, Rio Pardo e Santo Antônio da Patrulha foram estabelecidas como vilas da Capitania de São Pedro pela Real Resolução de 27 de abril de 1809 e formalizadas como tais pela Provisão Real de 7 de outubro do mesmo ano com a indi­ cação precisa das autoridades a nomear e das freguesias compreendidas em cada uma delas. A divis'ão do imenso território da Capitania em apenas 4 grandes circunscrições representava na realidade a criação dos 4 primeiros municípios rio grandenses (mapa 1) que iriam desdobrar-se com o decorrer dos anos nas muitas comunidades municipais que formariam, em seguida, a Província de São Pedro do Rio Grande do Sul e constituem, atualmente, os 232 municípios que integram administrativamente o Estado. (mapa 2). Com o desenvolvimento da antiga capitania o território que a configurava foi grada­ tivamente se fragmentando em novas circunscrições municipais. O mapa 3 dá uma visão da evolução municipal porque passou o Estado, de 1809 a 1965, apresentando os 4 primeiros municípios, os municípios que deles se desmembraram, assim como todos os sucessivos desmembramentos que destes municípios ocorreram. A formação dos municípios esteve condicionada essencialmente ao fator povoa- I mento que, no decorrer do tempo, comandou efetivamente o desmembramento muni- ~ cipal. , Primeiramente, foram povoadas as áreas de campo pelos lusos· brasileiros que ti­ nham na pecuária sua atividade econômica Umdamental. A pesquisa pretendeu conhecer e compreender como os primórdios do ensino público se constituíram nessa localidade, valendo‐se de documentos escolares deste professor. Trata‐se de mapas de frequência escolar, apostilas de docência, petições e ofícios localizados em dois fundos arquivísticos – Arquivo do Museu Histórico Visconde de São Leopoldo e Arquivo Histórico do Rio Grande do Sul. A perspectiva teórica orienta‐se pela História Cultural que considera as representações construídas em relação ao contexto de análise. A análise documental possibilitou identificar que as práticas nesse lugar agregaram usos e costumes à Cultura Escolar, além de, evidenciar a influência imigrante no processo de escolarização.
