I do not know why Station at Manjeri which is a major project for this attempt is there to politicise this issue and try to Malappuram district of Kerala State. I therefore, urge find somebody to pin down the blame. Are the Shiv upon the Government for expeditious implementation of Sena leaders guilty of something? Are they afraid that this project. something would be found in this inquiry? I will now proceed to show how many different theories are there. 14.17 hrs. The first theory is that immediately after the police firing the Congressmen reached there. Shri Bhujbal MOTION RE: ATROCITIES COMMITTED ON went there immediately. Later on, the AICC delegation DALITS IN MUMBAI, NAGPUR AND OTHER led by our Deputy Leader Shri G. Venkat Swamy went PLACES IN THE STATE OF MAHARASHTRA there. Shrimati Meera Bhai went there. They were all AND IN OTHER PARTS OF THE welcomed. The dalits who-have been traumatised met COUNTRY— Contd. all these people but nobody from the Government, nobody from the BJP or the Shiv Sena was allowed to SHRI PRITHVIRAJ D. CHAVAN (Karad) : Mr. go there. They were not allowed to get down from their Deputy-Speaker S ir (Interruptions) cars. So, a theory is being propagated that because SHRI PC. Home Minister or the hon. be in league with somebody who had garlanded the Minister of State tor Home Affairs were present during statue. the discussion. Sir, I will now quote from a letter written by THE MINISTER OF RURAL AREAS AND Shri Sanjay Nirupam, a very respected and an EMPLOYMENT (SHRI KINJARAPPU YERRANNAIDU) : honourable Member of Parliament of Shiv Sena. He is Sir, I am present here. a very close associate of the Shiv Sena leader. He has written a letter on behalf of the North Indian population SHRI P.C. This is a ‘Congress conspiracy theory’. The Minister of State for Home Affairs is just coming within letter says: five minutes. He was just here. “We strongly feel that the whole act has been SHRI PRITHVIRAJ D. CHAVAN : Sir, I had begun engineered by the Congress. It is evident by my intervention yesterday and I had outlined the the initial investigations by police and important aspects of this whole controversy by saying circumstantial evidence, so far the identified that there were three important aspects to the events of suspects are known to be close associates the 11th and subsequently, the attack on Shri Bhujbal’s of the Opposition Leader.” house and trying to find somebody to frame-up in this I would like to know from the hon. Minister of Home Affairs the blame on somebody in the Congress, somebody in certain questions. Are there initial suspects? Does he know about initial suspects? The HOme Minister, in his the RPI or somebody in the Assembly. 291 Re: Atrocities JULY 31, 1997 Committed on Dalits 292 [Shri Prithviraj D. That is what SHRI RAM NAIK : Now you are quoting Shri Pramod the Union Home Minister says. Now, here we have a Mahajan. letter from the hon. Member of Shiv Sena saying that SHRI PRITHVIRAJ D. CHAVAN : Shri Pramod there are initial suspects, there is circumstantial Mahajan has given the figures. I am not quoting evidence and this points to somebody. The Home Shri Pramod Mahajan but I am quoting Shri Sanjay Minister should find out..(Interruptions) Nirupam’s letter. There is a very strange logic. It says SHRI BANWARI LAL PUROHIT (Nagpur) :The Home that the Baba Saheb’s statue was desecrated 184 times Mirister could have summoned the officers. Nobody during the Congress rule, 20 times during the Shiv has stopped him...(Interruptions) Sena rule and, therefore, these 20 times also it must SHRI PRITHVIRAJ D. CHAVAN : That is what I would have been done by Congressmen. I would like to ask like to know. You are absolutely right. I agree with you. him one question. Does it mean that these 184 times The Home Minister should have summoned the officers. also, it was done by somebody else? Who did that? He did not do that. He has said that nobody came to This kind of trying to point fingers wildly and trying to him. do a wild goose chase is not necessary. There is going to be a judicial inquiry. This is a ‘Congress conspiracy theory’. Now we come to a new theory. In the same letter, Shri Sanjay Nirupam contradicts himself. I again quote his letter : This is from the newspaper, Saamna, the “We draw your attention to the statement of mouthpiece of Shiv Sena of July 14th. It says ‘the RPI leader Shri Raja Dhale that the whole conspiracy to desecrate the statue was hatched in act was operated by some community Shri Pichad’s house. Shri Pichad is a Congress leader members staying in the colony itself.” of the Opposition. I will not go into the details. I have got a cutting here. So this is another theory. Now, it is some RPI person. There is yet another theory to which Shri Pramod Sir, this accusation about Shri Raja Dhale has been Mahajan also referred to, which is the speech of totally denied by Shri Raja Dhale. That is a different Congress MLA, Shri R.R. Patil during the debate on law point altogether. Interestingly, in this letter he says two and order in Maharashtra. He has furhter clarified the things. whole thing. He did say while discussing the law and Shri Pramod Mahajan tried to give comparative order situation in Maharshtra. What else would a person figures of descration by saying so many during the from the Opposition say? He referred to the atrocities Congress rule, so many during the Janata Dal rule and on Harijans. He referred to the attacks on journalists. all that. He referred to the attacks on the elected representatives and on the social workers. I will come to that later as The letter written by Shri Sanjay Nirupam says one to what sort of a rule is going on. He referred to the thing interestingly. It says : murder which the Government is not investigating, the “During the regime of the Congress extortion racket, the forcible vacation of flats and all Government in the year 1994, Baba Saheb’s that. In that light, he said, ‘there is a Smashan Santata! statue was desecrated 184 times...” Now again somebody is trying to obliquely hint at it. Shri Sharad Pawar also has said this. May be, he knew. If he knew, why do you not arrest him? Why do you not find out that there is a conspiracy? It further says : Why all these oblique finger-pointing? “During the Shiv Sena-BJP regine, Baba Further, Sir, again quoting Shri Mahajan, he referred Saheb’s statue was desecrated 20 times and to the incident in Parbhani and gave some names of that also during the Assembly Session, which people who happened to be from a particular community. proves that these twenty times also, it has He further said that one of them was trained in Pakistan. been done by none other than Congress Very good, let the Government find out what it is. So men. there is always yet another theory. The ISI could have (Interruptions) tried to destabilise the country. It is a very convenient 293 Re: Atrocities SHRAVANA 9, 1919 ( Saka) Committed on Dalits 294 theory. All these red-herrings are being planted by [English] everybody.

  • D-Company and the 1993 Mumbai Bombings: Rethinking a Case of ‘Crime-Terror Convergence’ in South Asia
Mahadevan – D-company & 1993 Mumbai Bombings 54 The European Review of Organised Crime Original article D-Company and the 1993 Mumbai Bombings: rethinking a case of ‘crime-terror convergence’ in South Asia Prem Mahadevan* Abstract: In 1993, a transnational crime organization known as D-Company carried out mass-casualty terrorist bombings in Mumbai, India. The reasons for this action have been attributed to religious grievances. However, little attention has been given to the role played by Pakistan’s Inter Services Intelligence in supporting the bombings. Taking into account what has emerged in the public domain over the last 28 years regarding ISI links with D-Company and with international jihadist groups more generally, a re-assessment of the 1993 bombings is required. Hitherto regarded as an example of ‘crime-terror convergence’, it appears that D-Company might be more aptly considered an instrument of covert action. Keywords: Terrorism, heroin, gold, intelligence, covert operations. * Prem Mahadevan is Senior Analyst, Global Initiative Against Transnational Organized Crime. In what remains the bloodiest-ever terror incident on Indian soil, 257 civilians were killed by 12 near-synchronous explosions. The bombs had been assembled using military-grade explosive smuggled from abroad. The events of that day, Friday 12 March 1993, are considered by scholars as an example of hybridity between organized crime and political terrorism (Rollins, Wyler and Rosen, 2010: 14-16).

  • What Does the Haryana Election Results Mean for the BJP and the Congress?
What does the Haryana Election results mean for the BJP and the Congress? This is a Suno India Production and you are listening to The Suno India Show. Padma Priya(Host)- On Thursday, Haryana ended with a hung assembly with the ruling party BJP emerging with 40 seats but still six short of the halfway mark needed to form the next government. The split verdict triggered hectic political activity with two independents, the infamous Gopal Kanda and Ranjeet Singh boarding flights to Delhi for a meeting with the BJP leadership. By Friday afternoon, things had progressed quite a bit with the independents pledging their support to BJP thereby paving way for Khattar-led BJP party to stake claim to form the government again. The Congress won 31 seats, the Jannayak Janata Party won 10 seats in its maiden elections and the Indian National Lok Dal and Haryana Lokhit party one each. Aam Aadmi Party which contested 46 seats was completely decimated. Eight ministers of the state cabinet lost the elections and only 2 out of 10 ministers who were fielded by the BJP will be returning to the state assembly. The Suno India Show reached out to Ajoy Ashirwad, Deputy Editor of The Wire who has extensive political reporting experience to understand more what the Haryana results mean for the BJP and for the future of Congress party led by Bhupinder Hooda in Haryana. Hi I am Padma Priya, your host for this episode of The Suno India Show and you are listening to this on the one and only podcast platform for issues that matter Suno India.
