(vii) INTRODUCTION I, the Chairperson of the Committee on Government Assurances (2016-2017), having been authorized by the Committee to submit the Report on their behalf, present this Fifty-Second Report (16th Lok Sabha) of the Committee on Government Assurances. 2. The Committee (2014-2015) at their sitting held on 25 November, 2014 took oral evidence of the representatives of the Ministry of Petroleum and Natural Gas regarding 15 pending Assurances from the 5th Session of the 14th Lok Sabha to the 6th Session of . The Committee (2015-2016) at their sitting held on 17 June, 2016 further took evidence of the representatives of the Ministry regarding pending Assurances from the 7th Session of the 15th Lok Sabha to the 8th Session of the 15th Lok Sabha. 3. At their sitting held on 06 April, 2017, the Committee (2016-2017) considered and adopted their Fifty-Second Report. 4. The Minutes of the aforesaid sittings of the Committee form parts of this Report. 5. For facility of reference and convenience, the Observations and Recommendations of the Committee have been printed in bold letters in the body of the Report.

(ix) REPORT I. Introductory The Committee on Government Assurances scrutinize the Assurances, promises, undertakings etc. given by the Ministers from time to time on the floor of the House and report to the extent to which such Assurances, promises, undertakings etc. have been implemented. Once an Assurance has been given on the floor of the House, the same is required to be implemented within three months. The Ministries/Departments of the Government of India are under obligation to seek extension of time, if they are unable to fulfil the Assurance within the prescribed period of three months. Where a Ministry/ Department are unable to implement an Assurance, that Ministry/Department are required to move the Committee for dropping it. The Committee consider such requests and approve dropping, if they are convinced that the grounds cited are justified. The Committee also examine whether the implementation of Assurances has taken place within the minimum time necessary for the purpose and the Committee also look into the extent to which the Assurances have been implemented. 2. The Committee on Government Assurances (2009-2010) took a policy decision to call the representatives of the various Ministries/Departments of the Government of India, in a phased manner, to review the pending Assurances, examine the reasons for pendency and analyze the operation of the system prescribed in the Ministries/Departments for dealing with Assurances. The Committee also decided to consider the quality of Assurances implemented by the Government. 3. The Committee on Government Assurances (2014-2015) decided to follow the well established and time tested procedure of calling the representatives of the Ministries/Departments of the Government of India, in a phased manner and review the pending Assurances. The Committee took a step further for expeditious implementation of pending Assurances and decided to call the representatives of the Ministry of Parliamentary Affairs also as all the Assurances are implemented through them. 4. In pursuance of the ibid decision, the Committee on Government Assurances (2014-2015) called the representatives of the Ministry of Petroleum and Natural Gas and the Ministry of Parliamentary Affairs to render clarification with respect to delay in implementation of 15 Assurances given during the period from the 2

5th Session of 14th Lok Sabha to the 6th Session of the 15th Lok Sabha. The Committee examined the following pending Assurances at their sitting held on 25 November, 2014:—

The Committee further took evidence of the Ministry of Petroleum and Natural Gas and the Ministry of Parliamentary Affairs to examine/discuss the issues relating to delay in implementation of some of the Assurances given during the period from the 7th Session of the 15th Lok Sabha to the 8th Session of the 15th Lok Sabha. The Committee examined the following six Assurances at their sitting held on 17 June, 2016:—

The Extracts from Manual of Practice and Procedure in the Government of India, Ministry of Parliamentary Affairs laying guidelines on the definition of an Assurance, the time limit for its fulfillment, dropping/deletion and extension, the procedure for fulfillment etc., besides maintenance of Register of Assurances and periodical reviews to minimize delays in implementation of the Assurances are reproduced at Appendix-XXII. 7. During evidence, the attention of the representatives of the Ministry were primarily drawn to the abysmal delay in fulfillment of the Assurances. The Committee also enquired about the system in place in the Ministry for reviewing the pending Assurances, the compliance with the provisions of the 'Manual of practice and Procedure in the Government of India' and coordination with the Ministry of Parliamentary Affairs in this regard. The Secretary, Petroleum and Natural Gas elucidated as under:— "It is our regular agenda to review the working of the Ministry as to how many Assurances we have and how quickly these are going to be fulfilled. Such reviews are usually conducted twice a month." 8. Subsequently, 19 Assurances mentioned at Sl. Nos. 1 to 15, 17 to 19 and 21 in the above Tables have since been implemented while the Assurance mentioned at Sl. No. 16 has been partly implemented as detailed in para 29 of this Report. 4

Observations/Recommendations 9. The Committee note that out of 21 Assurances (given by the Ministry during the period from the 5th Session of the 14th Lok Sabha to the 8th Session of the 15th Lok Sabha) which were reviewed by the Committee, 19 Assurances mentioned at Sl. Nos. 01 to 15, 17 to 19 and 21 have since been implemented after delays ranging from more than three years to nine years while the Assurance mentioned at Sl. No. 16 was partly implemented after a lapse of more than five years but is yet to be fully implemented. This leaves that out of the aforesaid 21 Assurances, two Assurances are still pending for implementation. The inordinate delays in implementing the Assurances and the submission made by the representatives of the Ministry during evidence indicate that monitoring, reviewing and follow up action taken needs to be further toned up. The Committee are fully aware that implementation of some of the Assurances especially those pertaining to policy matters and contentious issues require more time and may be difficult to be executed within the prescribed time period. However, proactive and sustained efforts need to be made to implement Assurances, which are solemn parliamentary obligations. The Committee, therefore, desire that in addition to the present arrangement of Assurances review mechanism instituted by the Ministry, the cases of implementation of Assurances may also be more effectively monitored and reviewed at the highest level at periodic intervals. II. Review of Pending Assurances 10. In the succeeding paragraphs, the Committee deal with the pending Assurances pertaining to the Ministry of Petroleum and Natural Gas. A. Investment by ONGC in New Gas Discoveries 11. In reply to the USQ No. 2468 dated 10.03.2011 regarding 'Investment by ONGC in New Gas Discoveries' (Appendix-XVI), it was inter alia stated that Oil and Natural Gas Corporation Limited (ONGC) plans to develop its hydrocarbon discoveries in G1 and GS-15, Vashista and S1, G4 and GS-29 and also in Northern Discovery area of NELP Block KG-DWN-98/2 in the Eastern Offshore KG Basin. Proposal for Declaration of Commerciality (DOC) for the discoveries in the Northern Discovery area of NELP Block KG-DWN-98/2 along with discoveries in G4 and GS-29 (in adjoining nomination blocks) is under consideration. It was further stated that discoveries in Vashista and S1 Fields and KG-DWN-98/2 Block are currently under appraisal. 12. Apprising the Committee of the further developments in the implementation of the Assurance, the Ministry in their Status Note stated the following position as on 18.11.2014:— "ONGC drilled additional 8 wells and submitted a revised DOC for 11 discoveries (2 discoveries in Cluster-I, 8 discoveries in Cluster-II and 1 discovery in Cluster-III) in KG-DWN-98/2 along with G-4 field (in nomination acreage) on 26.12.2013. 8 discoveries of Cluster-2 have been reviewed by Management Committee on 25.09.2014. 5

Development of GS-29: Appraisal of GS-29 field has been completed. Development of Vashista and S-1 Fields: Appraisal drilling of Vashista and S-1 fields has been completed. KG-DWN-98/2: Appraisal of the discoveries in block KG-DWN-98/2 has been completed." 13. As reasons for delay, the Ministry submitted that DOC was under consideration in the Management Committee. 14. During evidence, the Committee enquired about the evaluation report especially the time required, expenditure to be incurred and the quantum of gas to be extracted. In reply, the Secretary, Petroleum and Natural Gas deposed as under:— "We have given report for fulfillment of the Assurance in which it was stated that declaration of these discoveries was under consideration. The appraisal of Vashista Gas field and KG-DWN Gas Block has been completed." 15. As Regards the above details sought by the Committee, the Secretary assured that the same would be furnished in writing. 16. Subsequently, the Ministry informed that the Implementation Report of the Assurance had been laid on 04.03.2015. On scrutiny, the Committee found certain lapses/shortcomings in the Implementation Report especially absence of appraisal reports of oil blocks/wells and decided to treat the Assurance as partly Implemented. Observations/Recommendations 17. The Committee are concerned that even after a delay of more than six years, the Ministry have not been able to fully implement the Assurance given in reply to USQ No. 2468 dated 10.03.2011 regarding "Investment by ONGC in New Gas Discoveries” The Committee have been informed that ONGC drilled additional eight wells and submitted a revised DOC for eleven discoveries in KG-DWN-98/2 along with G-4 field on 26.12.2013. Out of these, eight discoveries have been reviewed by the Management Committee on 25.09.2014. Further, it has been stated that appraisal of GS-29 field, appraisal drilling of Vashista and S-1 fields and appraisal of the discoveries in KG-DWN-98/2 Block have been completed. Subsequently, the Ministry stated that they have fulfilled the Assurance and laid its Implementation Report on 04.03.2015. The Committee, however, found that there were certain lapses/shortcomings in the Implementation Report especially absence of appraisal reports on oil blocks/wells and decided to treat the Assurance as Partly Implemented. Thus, it is wrong on the part of the Ministry to claim that they have implemented the Assurance. The Committee feel that the Ministry ought to have taken due cognizance of the importance of the Appraisal Reports to address the pressing need for developing indigenous hyderocarbon fields to meet the ever increasing demand for fossil fuels and help save outflow of huge foreign exchange from the country on their imports. The Committee do not find any justification for 6 inordinate delay of more than six years in fulfilling the Assurance. While directing the Ministry to work on this line, the Committee desire that full Implementation Report of the Assurance alongwith the Appraisal Report be laid in the House without further delay. B. Setting up of CNG Stations 18. In reply to USQ No. 2882 dated 18.08.2011 regarding 'Setting up of CNG Stations' (Appendix-XX), it was stated that Petroleum and Natural Gas Regulatory Board (PNGRB) has given authorization to Mallavaram-Bhopal-Bhilwara-Vijaipur natural gas pipeline, which will pass through Madhya Pradesh and City Gas Distribution (CGD) projects in the cities of Madhya Pradesh including Sagar, can be considered for development. 19. In their status Note submitted in June, 2016 the Ministry appraised the position regarding implementation of the Assurance as under:— "Mallavaram-Bhopal-Bhilwara-Vijaipur natural gas pipeline project is not yet commissioned and is still under implementation stage." 20. During evidence, the Committee pointed out that the Assurance is long pending and needs to be expedited. In reply, the Secretary submitted as under:— "The pipeline has not yet been laid." 21. In this regard, the representative of the contracting company, GITL explained as under:— "We have taken all the permissions. We have even obtained 100 per cent right of exhibition which is required for laying pipeline. We will now issue notice for giving engineering and construction contract in July (2016). Thereafter, we will award the contract in December (2016). The pipeline will be operationalised by July, 2018." 22. On being enquired about the inordinate delay in the matter, the representative of GITL elucidated as under:— "There were 4/5 issues in this regard. Firstly, ROU exhibition is required to be obtained from the State Government. For this, the State Government has to appoint a competent authority, without which there cannot be ROU exhibition. The State Governments of and Andhra Pradesh did not appoint the competent authority for 16 to 18 months, because of which even the initial procedure of the exhibition could not be completed. Secondly, we require to take forest clearance." 23. The Committee specifically asked as to what follow up action was taken by the Ministry when the State Governments concerned did not give response for 18 months and who look after such matters in the Ministry. The Secretary replied that the matter is looked after by the Joint Secretary and the Director in the Ministry. 24. To a pointed query as to why there had been a delay of 18 months if the matter was/is reviewed by such officials in the Ministry, the Secretary stated that they would furnished a report in this regard. 7

25. He further stated as under:— "Problems do arise in laying pipelines and the main cause for this is land issue. These people made lots of efforts." 26. Elaborating on the issue, the representative of GITL continued as under:— "I have told about the first issue. The second issue was that for obtaining forest clearance, we have to take consent of each Gram Panchayat concerned as per the guidelines of the Ministry of Environment, Forest and Climate Change. We submitted application in accordance with this provision but afterwards the Ministry of Environment, Forest and Climate Change informed that there is no requirement for consent of Gram Panchayats for linear projects. Then we withdrew/stopped all our applications. Subsequently, after 4/5 months, we got the information that we are required to take the consent. Then, we again modified our application. Thereafter, the Ministry of Tribal Affairs stated that even if the Ministry of Environment, Forest and Climate Change agree that it is existed, they will object to it. We placed all these issues before the Cabinet Committee of Investment and we issued lots of letters and conducted many meetings to resolve it." 27. When the Committee pointed out that the matter cannot be left to the contracting company alone and should be taken care of by the Ministry themselves, the Secretary submitted during evidence as under:— "We conduct regular reviews and officials of the State Governments are also called for such reviews. Recently, we conducted one such review meetings and the Resident Commissioner of Telangana attended it. He even gave assurance that all long pending issues would be resolved expeditiously. However, I will call another review meeting for this issue as desired by you. I will also write a letter to him.” Observations/Recommedations 28. The Committee find much to their consternation that the Assurance given in reply to USQ No. 2882 dated 18.08.2011 regarding 'Setting up of CNG Stations' which involves laying of Mallavaram-Bhopal-Bhilwara-Vijaipur national gas pipeline and development of City Gas Distribution Projects in the cities of Madhya Pradesh is yet to be implemented despite a lapse of more than five years. The Committee's scrutiny has revealed that lack of understanding and coordination amongst the Ministries of Petroleum and Natural Gas; Environment, Forest and Climate Change; Tribal Affairs and the contracting company, GITL as well as the States concerned (Madhya Pradesh and Telangana) has messed up the project. It is a matter of deep concern that the two States took 16 to 18 months to appoint their competent authorities who could approve the project. Consequently, the contracting company, GITL had to put in extra efforts and place the matter before the Cabinet Committee of Investment. In these situations, the Ministry of Petroleum and Natural Gas were found wanting to intervene and deliver the much needed coordinating, 8 mediatory and reconciliatory roles as the nodal Ministry. The Committee feel that such impediments and obstructions will not have happened, had there been regular reviews of the project at senior officers' levels conducted in the Ministry. As the present arrangement of reviewing the proejct has not shown the desired results, the Committee desire that the projects should be regularly reviewed at the level of the Secretary, Petroleum and Natural Gas, who is in a better position to deal with the Government machinery. This assumes greater significance as the Assurance was given by the Ministry themselves and the same cannot be left to the contracting company alone but should be taken care of by the Secretary and the Ministry themselves. The Committee further recommend the Ministry to convene a meeting with the Chief Secretaries of the States concerned at the highest level to expedite implementation of the Assurance. Since it has now been informed that the project would be completed by July, 2018, the Committee hope and trust the Ministry will make earnest efforts and coordinate with all concerned in a far better manner with a pragmatic approach to stick to the timeline. (Not recorded) SHRI MANI SHANKAR AIYAR: Sir, I have stated in my original statement that it is only after getting the view of this House that I will make my final determination about the nature of the high level inquiry that I propose to order. I had the privilege of getting the advice of Shri Mohan Rawale. I have not really had the privilege of getting the advice of the other sections of this House. But perhaps informally, I could sound them out on this. There are incidents of both types of actions—either to get the matter inquired into by experts or ot establish a judicial inquiry. It seems to me that in this matter, important thing really is to get the facts as quickly as 18 possible. By definition, an inquiry committee will submit its report far more quickly than a judicial inquiry. We need immediate action. So, I will be receiving the Report of the Manglik Inquiry by the month of October, and I will initiate action immediate on those findings. In the meanwhile, having sounded by different sections of this House, I will make my determination as to whether we should have a judicial inquiry or not. Shri Mohan Rawale has raised a number of questions. I do not wish to bring the same charge against him as he is bringing against me. That is an attempt to mislead. I presume that Shri Rawale is not attempting to mislead this House but has himself been misled by his informers. A large number of points that he has made here are really without a true foundation. Let me take them one by one. It is entirely possible—although I am not in a position to certify until we have issued tenders in this regard—that a new platform at the site would be more expensive than what we are able to realise as a result of the insurance of the destroyed platform. The point is this. Is a new platform really required there because the genius of our ONGC, the engineers have shown that by looping the pipelines on to the N.Q. platform, we have been able to restore 70 per cent of the production, and bring it onshore? May be with a few more modifications there, it might be possible for us not to have to replace the destroyed platform. But I do not think that it is a very great revelation to this House as Shri Rawale seems to believe that a new platform that is bought in the year 2005 will quite clearly cost more than a platform that has been destroyed sometimes previously which is why you have an insurance policy which will at least cover your losses even if it does not entirely cover the replacement cost. But even there I must enter a caveat. I do not know what the replacement cost would be; I do not know whether we would need a replacement. So, we would see at that time. Suddenly, attached to this question of buying a new platform, Mr. Rawale came back once again with the charges that he repeatedly makes whenever he gets the opportunity of doing it, as to what happened to the ONGC's investment. He says, "I do not see oil anywhere." I have repeatedly given to Shri Rawale the figures which show that whereas in the normal course there would have been a decline in ONGC's production, as was 20 indeed taking place in the period of the late 1990s, through the improved oil recovery and the enhanced oil recovery techniques, we have been able to restore the production that was in a process of decline. That is why the ONGC is responsible for approximately 30 million of the 33 million tonnes of oil that are being produced in this country. In this situation, to needlessly denigrate ONGC's performance is not acceptable. ...(Interruptions) MR. SPEAKER: Please allow him to finish. You may not agree with him but you have to give him a hearing. ...(Interruptions) SHRI MANI SHANKAR AIYAR: When it comes to the quantitative loss caused by the total destruction of the platform, I would plead with the hon. Member that he applies the correct mathematics to his calculations. If the loss of 1,23,000 barrels a day were sustained over an entire year, he would get the dramatic figure that he has obtained. Thanks to the genius of our ONGC engineers—it has nothing to do with my abilities and I know nothing about oil technology—70 per cent of this output is going to be restored within about one month. Therefore, of the 15 per cent production that would have been lost annually, we are only going to get one-twelfth of that loss in the first month; one-twelfth of 15 per cent comes to a little over one per cent. A little over one per cent of the entire production from that area is totally lost to us. Over the next couple of months, we are likely to suffer some further loss. It would be in the region of about 0.4 per cent or so, per month. So, altogether, I would imagine that we are going to lose about two per cent of the production that was going on, of the crude that was being processed on that platform. This, as I said in my original statement, is a small enough quantity for us to compensate by purchasing from abroad and thus ensuring that there is no diminution in our energy security. I was asked by the hon. Member, Mr. Rawale, why an MSV was used in order to undertake this medical evacuation. An MSV is distinct from an OSV. An operational supply vessel is distinct from a multipurpose support vessel by the fact that all the tasks that could be done and are being done by an OSV could also be done by an MSV but the MSV however has the special characteristic that its thrusters which are located at the four ends of the boat are controlled by a computer and could therefore ensure far better than an OSC could that the vessel remains stationary. This remaining stationary is an extremely important function of the MSV for its divers who have to go into the deep sea after plunging from the vessel in order to ensure that the vessel remains at exactly the point where the plungers dived so that when they come up there is the vessel available for them to be taken to the decompression chamber. These thrusters are highly sophisticated mechanisms which hold the MSV in its position and that is precisely why in circumstances where the sea was extremely rough and the weather was extremely bad it was decided that for this medical evacuation—which involved somebody in the kitchen having cut his fingers by putting it into a mixie—he should be taken to the nearest 21 available medical facility by an MSV and not by an OSV. I think, if we had taken him in an OSV, the officers concerned could have been faulted but by taking him in an MSV we were attempting to ensure that the security of all concerned would be enhanced and not diminished. Now, the hon. Member has repeated a completely misleading statement that has been repeatedly made in the Media ...(Interruptions) v/;{k egksn;% jkoys th] ;g lgh ugha gSA ---¼O;o/kku½ Jh eksgu jkoys ¼eqEcbZ nf{k.k&e/;½% eSa tkudkjh ds fy, iwN jgk gwaA---¼O;o/kku½ MR. I have seen this statement in the Press. The fact of the matter is that the MSV routinely could go to either side of the platform. There are special arrangements made for any MSV to go alongside either on the northern or the southern side of the platform. As he was showing photographs to me, I would be delighted to hand over to him and indeed to make available to the House if you so desire, the designs of the platform which show that it is routinely possible for the MSV to come on either side. In this particular case, which was on the southern side of the platform, there were two rubber poles on either side of the rubber protection that there is on the platform, alongside which this particular vessel came. Now, the Inquiry Committee is going to tell us exactly what happened. ...(Interruptions) MR. SPEAKER: Let us wait for the Report of the Inquiry Committee. SHRI MANI SHANKAR AIYAR: May I just explain, if you do not mind? I think, it is very necessary for us to clear these misconceptions. We do not know whether it was the thrusters that failed. It is highly unlikely that all of the four thrusters would have failed simultaneously but it is something to be looked into. What appears to have happened is that there was a sudden rise and unexpected swell, which threw this vessel totally unexpectedly and totally unprecedentedly. It went out of the range and it was the lower part of the MSV which seems to have smashed against the platform, thereby hitting the risers. This is not normally planned for because the railings that there are, which are around the platform, are sufficiently high to prevent any such thing from happening in the normal course. 22

Something major is being made of the fact that the basked was being lowered from the platform in order to take this injured patient. It is the normal standard procedure and I just do not see what is wrong in doing that. He was saying that there was helicopter stationed on the platform. Of course, there was and it is precisely because these risers got hit and all hydrocarbons are extremely combustible that it went on fire. Now, when it went on fire, we know that the Pawan Hans helicopter was destroyed. But was it destroyed because the flame directly lit the helicopter or because it hit the Aviation Turbine Fuel barrel, which was stored near the helicopter is something that will be examined. ...(Interruptions) MR. SPEAKER: Then, you should have asked for a discussion under Rule 193 instead of a Calling Attention. ...(Interruptions) MR. SPEAKER: There cannot be a running commentary. In the West Bengal Offshore, Government of India has contracted one exploration block namely WB-OSN-2000/1 to M/s ONGC under the second round of NELP in the Bengal offshore region in Bay of Bengal, where one exploratory well has been drilled so far. No oil and gas discovery has been made in the block. ONGC has sought fresh extension for completion of drilling in the Block which is under consideration of the Government.

During the period when the marker system was in vogue with legislation in place the marker system was more successful in detecting adulteration of Motor Spirit (MS)/High Speed Diesel (HSD) with SKO than the traditional method. In the recent past, tests conducted by the Oil Marketing Companies (OMCs) in their labs. have shown that marker supplied by M/s. Authentix can be laundered with certain chemicals in lab. conditions. The marker supplied by M/s Authentix was discontinued from 31st December, 2008. The OMCs are in the process of calling for a Global Expression of Interest for another marker which meets the specifications. (c) to (e) Independent agencies are inquiring into the matter. The State-wise details are at Annexure. OMCs have finalized a common industry marketing plan convering 1340 locations in the country including 41 in the State of Gujarat for setting up of new LPG distributorships, mainly in rural and urban-rural (semi-urban) locations. The advertisements for all the locations have been released and selection for the same is in progress as per poncy. In order to increase rural penetration and to cover remote as well as low potential areas a new scheme is proposed to be implemented Details of the scheme will be notified shortly. (b) Government have given freedom to OMCs to set up LPG distributors in accordance with their commercial assessment and locations are identified by them on the basis of available refill sale potential for sustaining an independent distributor. The criteria and the procedure for selection of LPG distributors are published by OMCs from time to time in various Newspapers at the time of advertisement/selection.

SHRI JOSEPH TOPPO ( TEZPUR): In may area of Tezpur, we have 100 tea gardens. There are about fifty thousand most socially backward and illiterate tea garden and ex-tea garden workers in that area. I would like to know whether your Ministry has made some policy to establish Computer Training Centres for their children as you have done in coal field areas/localities. You have done so many good things like construction of bridges, roads, etc. in those areas. Can you do similar favour for this area also? SHRI JITIN PRASADA: As far as tea gardens in Assam are concerned, the Petroleum Ministry supply gas at APM rates which are very low and in fact, it is a loss to the petroleum companies. As far as this question relating to CSR activity is concerned, a lot of money has been spent by Oil India and ONGC in the North-East and in Assam. A lot of proposals are there with regard to education, with regard to health and with regard to hospitals. If he is talking about computer centres, there have been computer centres which have been set up in Nazira and Guwahati in Assam. So whatever companies can do with regard to CSR activities, they are doing it in that area. SHRI JOSEPH TOPPO (TEZPUR): What is the percentage of State's share given from the revenue earned from explorated-commercial crude oil? What is the total number of people displaced or shifted from their land during this exploration work in Assam? Had the affected people been given sufficient compensation or permanent jobs by the concerned companies?

SHRI JITIN PRASADA: The policy of upstream companies is wherever there has been any sort of disruption to people, property and crops, adequate compensation from time to time in consultation with the State Governments is given. There is no such problem at the moment. In fact, the local sentiments in the North-East is that at times when there are rumours that ONGC is pulling out of that area, they do not want it. I want to put to rest that there is no programme of ONGC coming out of Assam. In fact, people do want our upstream companies to work in Assam because of the kind of CSR activities that they do and the kind of employment that they do generate in that area. So, I think it is for the benefit of that area and whatever problems that are being faced by any person will be handled separately and all issues will be sorted out. 36

SHRI K.C. VENUGOPAL (ALAPPUZHA): I would like to know from the hon. Minister whether the exploration of oil in Cochin from the Arabian sea is over. If so, what was the outcome of exploration? SHRI JITIN PRASADA: Madam, we have got this question relating to North-East and exploration in North-East but this is specifically regarding Cochin. I can send him the details. Off hand, I can tell him that there have been exploration and drilling activities but as far as commercial viability is concerned, at the moment that has not come to light. SHRIMATI BIJOYA CHAKRAVARTY (GUWAHATI): I have gone through the reply of the hon. Minister. He has simply brushed aside the pin-pointed question asked by the hon. Member. The hon. Minister has stated that by 3D-a process of seismic survey— nearly 86,000 kilometres have been surveyed. I want to know whether the hon. Minister is aware of the fact as to how much seismic survey can he do on the river Brahmaputra. According to the Geological Survey of India, if seismic survey is carried out in the river Brahmaputra, there will be collateral demage as it is an earthquake prone zone. I would like to know as to how much care has been taken by the Ministry in this regard. Secondly, regarding the social activities, the hon. Minister has mentioned about the social activities. MADAM SPEAKER: You are allowed to ask only question. SHRIMATI BIJOYA CHAKRAVARTY (GUWAHATI): Madam, I may mention that there are no social activities that have been taken up by the companies under the control of the Ministry of Petroleum and Natural Gas. The hon. Minister may kindly check this. SHRI JITIN PRASADA: Madam, as far as the hon. Member's question regarding the Brahmaputra river and the basin is concerned, I would like to say that there had been an initiative by the Ministry and our upstream companies to do a seismic survey in that river basin but because of a lot of NGOs and environmental issues with regard to dolphins in the Brahmaputra river, we have put a stop to that. Various committees and with the involvement of the Ministry of Environment. ...(Interruptions). SHRIMATI BIJOYA CHAKRAVARTY (GUWAHATI): Is the Minister aware that there is a collateral damage ...(Interruptions). SHRI JITIN PRASADA: We are not going in for any survey until environmental clearnance is obtained. A Multi-disciplinary Advisory Committee has been formed and they are reviewing the hindrances that are involved. They are looking at various consultants and they want to come out with a solution whereby no damage to the environment, to the dolphins, to the marine life there happens at all. So, only after a decision by the Multi-disciplinary Advisory Committee comes out, then only we will go ahead with the Brahmaputra Seismic Survey and other exploration activities. Until then there will be no activity with regard to this Brahmaputra River. 37

Madam, as far as CSR activities are concerned, the ONGC has spent to the tune of about Rs. 20 crore in the previous year in the CSR activities. Also, a lot of other activities have been looked at. ANSWER THE MINISTER OF STATE FOR PETROLEUM & NATURAL GAS (SHRI JITIN PRASADA): (a) Ministry of Petroleum & Natural Gas launched the 5% Ethanol Blended Petrol (EBP) Programme subject to commercial viability with effect from 1st November, 2006 in the entire country except for North Eastern States, J&K and Island Territories. The Programme was adversely affected due to shortfall in supply of ethanol and certain State specific issues. Due to this, the EBP Programme could be implemented only in 14 States and 3 UTs out of 20 States and 4 UTs notified for programme implementation. In order to remove hurdles in smooth implementation of the EBP Programme on a sustainable basis, a proposal is under consideration of the Government. (b) & (c) As per notification dated 20th September, 2006, Govt. has decided to sell 5% Ethanol Blended Petrol in 20 States and 4 UTs. North-Eastern States, J&K & Island Territories have been excluded from the notified areas for the implementation of the programme in view of logistical, commercial viability and technical problems.

(d) & (e) India imports about 82% of crude oil. The quantity of ethanol used for blending with petrol will substitute an equivalent quantity of petrol produced from crude oil. Thus by introducing 5% ethanol in petrol, Government will be off-setting the consumption of petrol by 5%. (f) & (g) 10% mandatory blending of ethanol is subject to successful implementation of the 5% EBP Programme and sufficient quantity of ethanol beign available to sustain that level of blending. ANSWER THE MINISTER OF STATE IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI JITIN PRASADA): (a) to (c) Under the Production Sharing Contracts (PSCs), the Government may undertake the conduct of the audit either through its own representatives or through a firm of chartered accountants, registered in India or a reputed consulting firm appointed for the purpose by the Government. The audit of the PSCs is generally done by a firm of Chartered Accountants appointed for the purpose. However, keeping in view the interests of Government in terms of Royalty, Profit Petroleum & other levies, the Government had requested Comptroller & Auditor General (C&AG) of India on 13.11.2007 to undertake a special audit of the eight blocks namely, Panna-Mukta, Mid & South Tapti, KG- DWN-98/3, RJ-ON-90/1, Rawa, Hazira, KG-OSN-2001/3 & PY-3 in addition to the regular audit. CAG intimated that they would take up the special audit of four blocks out of aforesaid 8 blocks namely Panna-Mukta, Mid & South Tapti, KG-DWN-98/3, and RJ-ON-90/1 for two financial years i.e. 2006-07 & 2007-08 with access to records of earlier years linked to transactions of these years. Further, it was also indicated that Audit might take up the remaining four blocks after completion of audit of the first four blocks. The audit of the four blocks is under progress.

A proposal for providing one time financial assistance to Below Poverty Line (BPL) families for acquiring new LPG connection is under consideration of the Government. Under the proposed scheme, the Government and the Oil Marketing Companies would provide one time assistance of ` 1400 for acquiring a new LPG connection to a BPL family. The ` 1400 would cover the present security deposit on a LPG cylinder and regulator. (c) to (e): The scheme would cover all eligible households in the BPL list of the State Government/Union Territory. Since LPG connections are beign made available to all on demand, there is no state-wise limit or quota. Annually about 80-100 lakh new LPG connections are released. If 40% of the new LPG connections are to the BPL households, the annual financial implication is estimated to be about ` 490 crore.

PATIL: Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) whether Cairn Energy has sold its equity stake to Vedanta, in its Rajasthan Oil field Project at Barmer; (b) if so, whether the sale of equity by Cairn energy to Vedanta was in accordance with law and the various legal instrumentalities including the Production Sharing Contract signed with the Government of India; (c) if so, whether the prior/post facto approval of the Government of India required for the sale of equity by Cairn Energy to Vedanta; (d) if so, the details thereof; (e) whether Oil and Natural Gas Corporation (ONGC) a partner with Cairn Energy in the Barmer Oil Exploration venture was given the 'first right of purchase' exercise; (f) if so, the details thereof; (g) if not, whether this entails triggering of Pre-emption rights of the ONGC; and (h) if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI JITIN PRASADA): (a) to (d) Cairn Energy PLC through its subsidiaries has entered into Production Sharing Contracts (PSCs) with the Government of India for carrying out exploration and production of oil & natural gas under pre-NELP and NELP rounds for several blocks including Rajasthan Oil Field (RJ-ON-90/1). Cairn Energy PLC vide letter dated 16.8.2010 informed the Ministry of Petroleum & Natural Gas about the proposed disposal of their 51% shareholding in Cairn India Limited (CIL) to Vedanta Resources PLC. This Ministry advised Cairn Energy PLC and its subsidiaries that they have to seek the prior

43 44 consent of the Government for the proposed transfer as required under the provisions of the PSC. Accordingly, certain subsidiaries of Cairn Energy PLC have applied vide letters dated 9.9.2010 and 23.11.2010 seeking consent of the Government of India. The matter is under examination and a decision would be taken by the Government on the basis of the PSC provisions. (e) to (h): Cairn India Ltd. (CIL) through its affiliate/subsidiaries holds 70% of Participating Interest (PI) in the Pre-NELP Block RJ-ON-90/1 in Rajasthan and ONGC holds 30% of PI and is also the licensee of the block. Cairn Energy PLC which holds 62.4% interest in CIL, vide letter dated 16th August, 2010, has informed ONGC that it has announced the proposed disposal of its substantial shareholding in Cairn India Ltd. The ONGC viewed that it has pre-emptive rights in relation to Cairn's PI under Joint Operating Agreement (JOA) read with provisions of the PSC. ONGC requested Cairn Energy PLC to provide details in this regard to examine its rights. Cairn Energy PLC provided the share purchase deed for the proposed transaction and informed ONGC that pre-emptive rights have not been triggered as it is not a case of transfer of PI. SANJEEV GANESH NAIK: SHRIMATI SUPRIYA SULE: Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state: (a) whether Oil and Natural Gas Corporation has decided to initiate talks to acquire a 25% stake in Australia's Advent Energy; (b) if so, the details thereof; (c) whether ONGC has also announced plans to invest over $10 billion in the new gas discoveries off the East Coast of the country to start the exploration; (d) if so, the details thereof; (e) whether ONGC plans to produce 10,000-20,000 barrel of oil a day from G4-6, GS-29-I and G-4-5 by 2012-13; and (f) if so, the extent to which the country is likely to achieve the target set? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI R.P.N. SINGH): (a) & (b) No Madam, there are no talks as of now. (c) Oil and Natural Gas Corporation Limited (ONGC) plans to develop its hydrocarbon discoveries in G1 and GS-15, Vashista and S1, G4 and GS-29 and also in Northern Discovery area of NELP Block KG-DWN-98/2 in the Eastern Offshore KG Basin. The present status is as follows:—  Project G1 and GS-15 are currently under implementation.  For Vashista and S1, efforts for preparation of feasibility report are under progress.  Proposal for Declaration of Commerciality (DOC) for the discoveries in the Northern Discovery area of NELP Block KG-DWN-98/2 alongwith discoveries in G4 and GS-29 (in adjoining nomination blocks) is under consideration.

ONGC has envisaged an investment potential of US $9.75 billion in the conceptual plan in the DOC as well as investments in development of Vishista, S1, G1 and GS-15 fields. However, the extent of investment in these projects can be estimated only when DOC is approved and Final Development Plan (FDP) is prepared and approved. (d) to (f): ONGC has made various discoveries in deep water areas of Krishna-Godavari (KG) Basin. To accelerate efforts in monetizing oil and gas fields in KG Offshore, a separate Asset i.e. Eastern Offshore Asset (EOA) at Kakinada has been created by ONGC. Details of various schemes/projects being planned by ONGC to develop various oil and gas fields in the EOA are as under:— I. Integrated Development of G-1 and GS-15: Integrated development of these fields envisages production of 0.982 Million Metric Tonne (MMT) of Oil and 5.92 Billion Cubic Metre (BCM) of gas over a period of 15 years. GS-15 is expected to be completed by May 2011 and G-1 by May, 2012. II. Project Manik: In this project GS-29 and G-4 fields are proposed to be developed. GS-29 is presently under appraisal. One well has been completed and 2nd well is scheduled to be taken up for drilling in May 2011. III. Development of S1 and Vashishta Fields: The discoveries are currently under appraisal. IV. Development of KG-DWN-98/2: Few deepwater discoveries have been made in this block i.e., D, E, KT-1, U, W, A, Kanakdurga and Padmavati. The discoveries are currently under appraisal. Oil and Natural Gas Corporation (ONGC) has signed a Farm Out Agreement with Petrobras International Braspetro BV (PIB BV) on 27.09.2007 and with Hydro Oil and Energy India BV (HOEI) on 29.08.2007 for divesting 15% and 10% of its Participating Interest (PI) respectively in the Block-KG-DWN-98/2. Government has approved the assignment of PI to the two companies, effective from 22.07.2008 and after assignment, the PI distribution of the Block would be ONGC (Operator)—65%, Cairn Energy India Pty. Ltd. (CEIL)—10%, PIB BV-15% and HOEI-10%. However, both the companies have proposed withdrawal from the block. ONGC will execute documents for reassignment of PI and has informed that further divestment plans are being considered.

The Draft audit observations received from C&AG have been replied by this Ministry on 8th July, 2011 along with relevant comments received from the contractor in respect of KG-DWN-98/3 block. An exit conference was held by O/o C&AG on 12th July, 2011 with the contractors, with the Directorate General of Hydrocarbons (DGH) and also this Ministry. CAG would consider the replies

48 49 and discussions of exit conference before finalizing the audit report. As the report is yet to be finalized by C&AG, no comments can be made on the contents of the draft report. (d) to (e) No Madam, the price of natural gas produced by RIL is not linked to capital investment. Under the Production Sharing Contract (PSC), Article 21.6, the price is determined on the basis of formula approved by the Government. The contractor after discovering the price, proposed the price basis or formula for approval of the Government. Accordingly, the Empowered Group of Ministers (EGoM), after considering the price proposal submitted by the parties, has approved a price formula for the gas produced in the block KG-DWN-98/3 contracted RIL-NIKO Consortium, in its meeting held on 12.9.2007 for 5 years from the date of commencement of supply. The formula is as under: SP (USD/mmbtu)=2.5+(CP-25) to the power 0.15 Where SP = Selling Price CP = Crude Price The cap for CP in the formula has been frozen at US $ 60 per barrel. The price obtained from the formula comes to US $ 4.20 per Million Metric British Thermal Unit (MMBTU) for crude oil price equal to or greater than US $ 60 per barrel. (f) The prices at which gas was being sold by the public sector oil companies at the time the said prices were fixed:

Various important issues, viz., pricing of gas, delivery point of gas, project structure, payment of transportation tariff and transit fees for passage of natural gas through Pakistan, security of supply, amongst others are under discussion amongst the Participating countries.

ANSWER THE MINISTER OF STATE IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI R.P.N. SINGH): (a) CNG is provided through City Gas Distribution (CGD) Projects, Government has enacted 'Petroleum and Natural Gas Regulatory Board (PNGRB) Act, 2006, which, inter alia, provides that authoriztion to undertake City Gas Distribution Projects (CGD) which supply CNG & PNG, will be granted by PNGRB. PNGRB awards authorization for development of CGD networks through bidding process. Once authorization is granted, it is the commercial decision of CNG entities to develop CNG stations as per the requirement in the area. (b) to (d) PNGRB has envisaged a roll out plan for CGD network in more than 300 cities, over the next five years including various Geographical Areas in Madhya Pradesh. At present, Avantika Gas Limited is already operating CGD network in Ujjain & Indore cities of Madhya Pradesh. Further, PNGRB has given authorization to Maallarvaram Bhopal-Bhilwara-Vijaypur natural gas pipeline, which will pass through Madhya Pradesh and CGD projects in the cities of Madhya Pradesh including Sagar, can be considered for development.

(b) if so, the details thereof for the last three years along with the number of such cases pending with the Government. (c) whether any steps were taken for speedy disposal of all such cases; (d) if so, the details thereof; and (e) if not, the reasons therefor? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF PETROLEUM & NATURAL GAS (SHRI R.P.N. SINGH): (a) to (e) the Government has formulated, from time to time, special schemes for direct allotment of dealership/distributorship of petroleum products to rehabilitate the families of defence/security personnel who sacrificed their lives while defending the country. 303 retail outlet (RO) dealership and 143 Liquefied Petroleum Gas (LPG) distributorship were allotted to the eligible and willing dependants of defence personnel killed in action during the 'Operation Vijay (Kargil)'. All the allotments made under the scheme have been commissioned. 9 RO dealerships have been allotted to the dependants of all the 9 Government/police personnel who were killed during the Parliament Attack in December, 2001. All the 9 ROs have been commissioned. 18. dealership/distributorship of petroleum products were allotted to the dependants of the martyrs who have sacrificed their lives while defending terrorist attack on the city of Mumbai in 2008. One beneficiary has opted out of the scheme. 8 RO dealerships, 2 LPG distributorships and 3 CNG filling station have been commissioned. The remaining 4 cases are under various stages of commissioning.

APPENDIX XXII (Vide para 6 of the Report) Extracts from the Manual of Practice & Procedure in the Government of India, Ministry of Parliamentary Affairs, New Delhi

Definition. 8.1 During the course of reply given to a question or a discussion, if a Minister gives an undertaking which involves further action on the part of the Government in reporting back to the House, it is called an ‘assurance’. Standard list of such expressions which normally constitute assurances and as approved by the Committees on Government Assurances of the Lok Sabha and the Rajya Sabha, is given Annexure 3. As assurances are required to be implemented within a specified time limit, care should be taken by all concerned while drafting replies to the questions to restrict the use of these expressions only to those occasions when it is clearly intended to give an assurance in these terms. 8.2 When an assurance is given by a Minister or when the Presiding Officer directs the Government to furnish information to the House, it is extracted by the Ministry of Parliamentary Affairs from the relevant proceedings and communicated to the department concerned normally within 10 working days of the date on which it is given. Deletion from 8.3.1 If the administrative department has any objection to treating the list of such a statement as an assurance or finds that it would not be in assurances. the public interest to fulfil it, it may write to the Lok/Rajya Sabha Secretariat direct with a copy to the Ministry of Parliamentary Affairs within a week of the receipt of such communication for getting it deleted from the list of assurances. Such action will require prior approval of the Minister. 8.3.2 Departments should make request for dropping of assurances immediately on receipt of statement of assurances from the Ministry of Parliamentary Affairs and only in rare cases where they are fully convinced that the assurances could not be implemented under any circumstances and there is no option left with them but to make a request for dropping. Such requests should have the approval of their Minister and this fact should be indicated in their communication containing the request. If such a request is made towards the end of the stipulated period of three months, then it should invariably be accompanied with a request for extension of time. The department should continue to

seek extension of time till a decision of the Committee on Government Assurances is received by them. Copy of the above communications should be simultaneously endorsed to the Ministry of Parliamentary Affairs. Time limit for 8.4.1 An assurance given in either House is required to be fulfilled fulfilling and within a period of three months from the date of the assurance. assurance. Parliament Unit of the department concerned in a register as at Annexure 4 after which the assurance will be passed on to the concerned section. 8.5.2 Even ahead of the receipt of communication from the Ministry of Parliamentary Affairs, the section concerned should take prompt action to fulfil such assurances and keep a watch thereon in a register as at Annexure 5. 8.5.3 The registers referred to in paras 8.5.1 and 8.5.2 will be maintained separately for the Lok Sabha and the Rajya Sabha assurances, entries therein being made session-wise. Role of Section 8.6.1 The Section Officer incharge of the concerned section will: Officer and (a) scrutinise the registers once a week; Branch Officer. (b) ensure that necessary follow-up action is taken without any delay whatsoever; (c) submit the registers to the branch officer every fortnight if the House concerned is in session and once a month otherwise, drawing his special attention to asurances which are not likely to be implemented within the period of three months; and (d) review of pending assurances should be undertaken periodically at the highest level in order to minimise the delay in implementing the assurances. 8.6.2 The branch officer will likewise keep his higher officer and Minister informed of the progress made in the implementation of assurances, drawing their special attention to the causes of delay. 55

Procedure for 8.7.1 Every effort should be made to fulfill the assurance within fulfilment of an the prescribed period. In case only part of the information is assurance. available and collection of the remaining information would involve considerable time, an implementation report containing the available information should be supplied to the Ministry of Parliamentary Affairs in part scrutinize of the assurance, within the prescribed time limit. However, efforts should continue to be made for expeditious collection of the remaining information for complete implementation of the assurance at the earliest. 8.7.2 Information to be supplied in partial or complete fulfillment of an assurance should be approved by the Minister concerned and 15 copies thereof (bilingual) in the prescribed proforma as at Annexure 6., together with its enclosures, along with one copy each in Hindi and English duly authenticated by the officer forwarding the implementation report, should be sent to the Ministry of Parliamentary Affairs. If, however, the information being furnished is in response to an assurance given in reply to a question etc., asked for by more than one member, an additional copy of the completed proforma (both in Hindi and English) should be furnished in respect of each additional member. A copy of this communication should be endorsed to the Parliament Unit for completing column 7 of its register. 8.7.3 The implementation reports should be sent to the Ministry of Parliamentary Affairs and not to the Lok/Rajya Sabha Secretariat. No advance copies of the implementation reports are to be endorsed to the Lok/Rajya Sabha Secretariat either. The Committee then took oral evidence of the Ministry of Petroleum and Natural Gas and reviewed assurances from S.No. 1 to S.No. 15 as listed in Annexure III. Some of the assurances examined are as follows:— i. SQ No. 78 dated 19.12.2009 regarding Kerosene Marker System (S.No. 5) The Committee were informed that CBI has conducted preliminary enquiry and they did not find any criminality in the matter but they have recommended for disciplinary action. Chief Vigilance office of IOCL and HPCL are conducting disciplinary proceedings. On this, the Committee directed that an optional report indicating the progress made in the matter may be furnished to this Secretariat. ii. SQ No. 14 dated 11.11.2010 regarding LPG connections to BPL families (S.No. 14). The Committee were informed that under CSR scheme, Rs. 1600 are given to BPL families for acquiring new LPG connection. So far Rs. 90 crore have been incurred for the purpose and still about Rs. 400 crore are available. The Committee directed that a report may be furnished in this regard. iii. USQ No. 3779 dated 02.12.2010 regarding Cairn Energy Stake to Vedanta (S.No. 15). The Committee were informed that the assurance was regarding the proposed disposal of 51% share holding by Cairn Energy to Vedanta. According to the Ministry, Government of India has given its permission for sale of 40% share to Vedanta. However, the Secretary of the Ministry could not give satisfactory reply to the query raised by the Committee as to whether the share purchased by Vedanta is 40% or 51%. The Committee, therefore, directed the Ministry to give a detailed report in this regard. The Committee, then, adjourned. S-3/E/REPORT 2017/588LS/588LS_1

At the outset, the Chairperson welcomed the Members to the sitting of the Committee and apprised them regarding the day's agenda. *** *** *** *** *** *** 4. The Committee then took oral evidence of the representatives of the Ministry of Petroleum and Natural Gas regarding some of the pending Assurances from the 7th Session of 15th Lok Sabha to the 8th Session of 15th Lok Sabha. The Committee reviewed 06 Assurances (Annexure-IV) of the Ministry on the following subjects:—

I. Investment by ONGC in New Gas Discoveries USQ No. 2468 dated 10.03.2011 regarding 'Investment by ONGC in New Gas Discoveries' (S.No. 1). The Committee were informed that the appraisal of Vashista Gas field and KGDWN Gas Block has been completed and the Report for fulfillment of Assurance has been given. The Committee desired that Part Implementation Report of the Assurance should be prepared while the deficiencies/shortcomings in the matter would be taken care of later.

II. Divesting Stakes to Foreign Companies USQ No. 1953 dated 11.08.2011 regarding 'Divesting Stakes to Foreign Companies' (S.No. 2). The Committee were informed that Implementation Report of the Assurance has been sent laid on the Table of the House. The Ministry were only required to state whether ONGC has divested its interest/stakes in KGDWN 98/2 Block to foreign companies or not and that has been complied with by stating that 15 per cent Participating Interest (PI) of M/s Petrobras and 10 percent PI of M/s Statoil had been assigned to ONGC.

III. Capital Investment for Production in KG D6 Block SQ No. 255 dated 18.08.2011 (Shri Anant Kumar Dattatreya, MP) regarding 'Capital Investment for Production in KG D6 Block' (S.No. 3). The Committee were informed that CAG has finalised its Report on the subject and laid it on the Table of the House. Subsequently, Implementation Report of the Assurance has been laid on the Table of the House on 04.05.2016. 63

IV. Trilateral Meeting on IPI Pipeline USQ No. 2798 dated 18.08.2011 regarding 'Trilateral Meeting on IPI Pipeline' (S. No. 4). The Committee were informed that since 2009, there was no development on the issue because none of the three countries involved in the Joint Working Group for the purpose i.e., Iran, Pakistan and India was interested in taking the matter forward. The Committee were further informed that the Ministry have made an implementation statement in the House. The Committee were dismayed to find that the Ministry had gone directly to the House whereas the procedure is that whenever there is an Assurance, the Ministry are supposed to intimate the Ministry of Parliamentary Affairs that they have implemented the Assurance by furnishing an Implementation Report. The Ministry of Parliamentary Affairs then lays it on the Table of the House. Drawing attention of the Ministry to the fact that it is for the Committee on Government Assurances to examine whether that Implementation Report is right or wrong, the Committee informed the Ministry that as they had not gone through proper channel, the Assurance would be treated as partly implemented. The Committee directed the Ministry to take up the matter with the Ministry of External Affairs with a view to help achieve energy security of the country. The Committee also directed the Ministry of Parliamentary Affairs that wherever any Implementation Report comes to them, it should go through the Committee. The Ministry agreed to send a copy of the Implementation Report to the Committee before laying it on the Table of the House. V. Setting up of CNG Stations USQ No. 2882 dated 18.08.2011 regarding 'Setting up of CNG Stations' (S. No. 5). The Committee were informed that the implementation of the Assurance got delayed due to 2 reasons, one was the delay on the part of State Governments of Maharashtra and Andhra Pradesh to appoint a competent authority; the other was delay in getting forest clearances as it involved land issues/disputes with the Ministry of Tribal Affairs. The Committee directed the Ministry which happens to be the nodal Ministry to submit a date wise Part Implementation Report giving the reason for non-fulfillment of the Assurance. The Committee also desired that the Assurance should be taken care of by the Secretary and the Ministry themselves and it should not be left to the company concerned alone. The representative of the company stated that almost all clearances have been received and the work is likely to get completed by 2018. VI. Petrol Outlets to Terror Victims USQ No. 5765 dated 08.09.2011 regarding 'Petrol Outlets to Terror Victims' (S. No. 6). The Committee were informed that the 4 pending petrol outlets allotted to the families of security personnel martyred in terror attack have since been 64 commissioned. As such, the Assurance has been fulfilled and the Implementation Report thereof laid on the Table of the House. The Committee directed the Ministry to submit a detailed Report on the fulfillment of 8 percent quota for families of security personnel martyred in terror attack in the new allotments of petrol/gas outlets. 6. The representatives of the Ministry of Petroleum and Natural Gas thereafter withdrew. 7. A verbatim record of the proceedings has been kept. The Committee, then, adjourned.
