Of all the disconnects between the economic ‘base’ and political ‘superstructure’ of Indian electoral alliances, none is more glaring than the tie-up between the Biju Janata Dal of Orissa Chief Minister Naveen Patnaik and the Left-inspired Third Front. For even as the Left has made the anti-people neo-liberal policies of the Manmohan Singh government at the Centre the target of its nationwide campaign, Mr. Patnaik remains firmly wedded to one of the most predatory forms of extractive capitalism anywhere in India. Three-cornered fight Here in Kalahandi, all the promises and pitfalls of this model are on open display, dividing its victims and hope-filled beneficiaries, suborning the institutions of the state and throwing an open challenge to those who speak of development as an inclusive process. Lanjigarh is today frontier country and what happens here tomorrow, after the elections and beyond, will likely determine the direction India takes. The election is essentially a three-cornered fight between the sitting BJP MP, Bikram Keshari Deo, Congress stalwart and former MP Bhakta Charan Das and Subhas Chandra Nayak of the BJD. But the polls mask a more bitter and fundamental contest. On one side is the political clout and financial muscle of a powerful business house — the Indian-owned MNC, Vedanta — which established a massive aluminum refinery here in 2006 and is pushing for the immediate commencement of bauxite mining in the picturesque and ecologically-fragile Niyamgiri hills which ring this small town.

It comprised portions of the then Bihar and Odisha Province, Madras Presidency and the Central Provinces. The province of Odisha was placed under the personal rule of the Governor till the end of March 1937. An Advisory Council consisting of 20 persons was formed to advise the Governor on the administration of the province. FIRST PRE-INDEPENDENT ASSEMBLY, 1937 (UNDER THE GOVERNMENT OF INDIA ACT, 1935) Under the Government of India Act, 1935, the strength of the Odisha Legislative Assembly was fixed at 60 including four nominated members, Election was held from the 18th to 23rd January 1937 under limited franchise. The party position in the Assembly was as follows : Congress . 36 United . 06 National . 04 No Party . 04 Independents . 06 Nominated . 04 Total : 60 2 Shri Biswanath Das was elected as the Leader of the Congress Party under the directive of the Congress High Command, Shri Das expressed his inability to accept the invitation to form the Ministry unless the Governor assures that "he would not use his special powers of interference or setaside the advice of Ministers in regard to constitutional activities". The Governor was not prepared to give such assurance in view of the consitutional provisions. As the leader of the majority party refused to form Ministry and the Government was bent upon inaugurating the new consitutional scheme for province on scheduled time, the Governor appointed Shri Krushna Chandra Gajapati Narayan Deo, the Maharaja of Paralakhemundi, the Prime Minister* of Odisha on the 1st April 1937.
