This article provides a conceptual lens for and a thick interpretation of the emergent regional constellation in the Middle East in the first decade of the 21st century. It starts out by challenging two prevalent claims about regional politics in the context of the 2006 Lebanon and 2008–09 Gaza Wars: Firstly, that regional politics is marked by a fundamental break from the ‘old Middle East’ and secondly, that it has become ‘post-Arab’ in the sense that Arab politics has ceased being distinctly Arab. Against this background, the article develops the understanding of a New Arab Cold War which accentuates the still important, but widely neglected Arab dimension in regional politics. By rediscovering the Arab Cold War of the 1950–60s and by drawing attention to the transformation of Arab nationalism and the importance of new trans-Arab media, the New Arab Cold War perspective aims at supplementing rather that supplanting the prominent moderate-radical, sectarian and Realist-Westphalian narratives. By highlighting dimensions of both continuity and change it does moreover provide some critical nuances to the frequent claims about the ‘newness’ of the ‘New Middle East’. In addition to this more Middle East-specific contribution, the article carries lessons for a number of more general debates in International Relations theory concerning the importance of (Arab-Islamist) non-state actors and competing identities in regional politics as well as the interplay between different forms of sovereignty.

  • The Question of 'Race' in the Pre-Colonial Southern Sahara
    The Question of ‘Race’ in the Pre-colonial Southern Sahara BRUCE S. HALL One of the principle issues that divide people in the southern margins of the Sahara Desert is the issue of ‘race.’ Each of the countries that share this region, from Mauritania to Sudan, has experienced civil violence with racial overtones since achieving independence from colonial rule in the 1950s and 1960s. Today’s crisis in Western Sudan is only the latest example. However, very little academic attention has been paid to the issue of ‘race’ in the region, in large part because southern Saharan racial discourses do not correspond directly to the idea of ‘race’ in the West. For the outsider, local racial distinctions are often difficult to discern because somatic difference is not the only, and certainly not the most important, basis for racial identities. In this article, I focus on the development of pre-colonial ideas about ‘race’ in the Hodh, Azawad, and Niger Bend, which today are in Northern Mali and Western Mauritania. The article examines the evolving relationship between North and West Africans along this Sahelian borderland using the writings of Arab travellers, local chroniclers, as well as several specific documents that address the issue of the legitimacy of enslavement of different West African groups. Using primarily the Arabic writings of the Kunta, a politically ascendant Arab group in the area, the paper explores the extent to which discourses of ‘race’ served growing nomadic power. My argument is that during the nineteenth century, honorable lineages and genealogies came to play an increasingly important role as ideological buttresses to struggles for power amongst nomadic groups and in legitimising domination over sedentary communities.

According to the literature (Cutler 2006), an IPI may be defined as an international institution that is a regular forum for multilateral deliberations on an established basis of an either legislative or consultative nature, either attached to an international organization or itself constituting one, in which at least three states or trans-governmental units are represented by parliamentarians, who are either selected by national legislatures in a self-determined manner or popularly elected by electorates of the member states. Their origin dates back to the creation of the Inter- Parliamentary Union (IPU) in 1889, but they mushroomed after the Second World War, especially after 1989-1991 (new regionalism, also known as open regionalism especially in literature on Latin America), and today their presence is established almost everywhere in the world. However, they display sensibly different features in terms of institutional and organizational patterns, rules and procedures, legal status, membership, resources, functions and powers.

    Nisan / The Levantine Review Volume 4 Number 2 (Winter 2015) Identity and Peoples in History Speculating on Ancient Mediterranean Mysteries Mordechai Nisan* We are familiar with a philo-Semitic disposition characterizing a number of communities, including Phoenicians/Lebanese, Kabyles/Berbers, and Ismailis/Druze, raising the question of a historical foundation binding them all together. The ethnic threads began in the Galilee and Mount Lebanon and later conceivably wound themselves back there in the persona of Al-Muwahiddun [Unitarian] Druze. While DNA testing is a fascinating methodology to verify the similarity or identity of a shared gene pool among ostensibly disparate peoples, we will primarily pursue our inquiry using conventional historical materials, without however—at the end—avoiding the clues offered by modern science. Our thesis seeks to substantiate an intuition, a reading of the contours of tales emanating from the eastern Mediterranean basin, the Levantine area, to Africa and Egypt, and returning to Israel and Lebanon. The story unfolds with ancient biblical tribes of Israel in the north of their country mixing with, or becoming Lebanese Phoenicians, travelling to North Africa—Tunisia, Algeria, and Libya in particular— assimilating among Kabyle Berbers, later fusing with Shi’a Ismailis in the Maghreb, who would then migrate to Egypt, and during the Fatimid period evolve as the Druze. The latter would later flee Egypt and return to Lebanon—the place where their (biological) ancestors had once dwelt. The original core group was composed of Hebrews/Jews, toward whom various communities evince affinity and identity today with the Jewish people and the state of Israel.

    Trade and COVID-19 Guidance Note TRADE IN CRITICAL COVID-19 PRODUCTS 1 Alvaro Espitia, Nadia Rocha, Michele Ruta2 March 27, 2020 Public Disclosure Authorized The covid-19 pandemic is increasingly a concern for developing countries. Using a new database on trade in covid-19 relevant products, this paper looks at the role of trade policy to address the looming health crisis in developing countries with highest numbers of recorded cases. It shows that export restrictions by leading producers could cause significant disruption in supplies and contribute to price increases. Tariffs and other restrictions to imports further impair the flow of critical products to developing countries. While covid-19 is most virulent today in Europe and North America, many developing countries are experiencing increasing numbers of cases. The Economist warned that the pandemic could have devastating effects on developing countries. As the health crisis unfolds, some have argued that trade and trade policy can be part of the solution or part of the problem (Baldwin and Tomiura, 2020; Bown, 2020; Gonzalez, 2020; Evenett, 2020: Mattoo and Ruta, 2020; Posen, 2020). Based on a new database on covid-19 trade flows and policies (Espitia, Rocha, Ruta, 2020), we document how uncooperative trade policies can lead to shortages of critical medical supplies and higher prices in the 20 developing countries most hit by the crisis so far.3 Public Disclosure Authorized Developing countries depend on imports for critical covid-19 products The World Health Organization Covid-19 Disease Community Package (DCP) contains 17 products that are considered key to deal with the current crisis.

    U.S. - North Africa Partnership for Economic Opportunity Executive Summary During the 2010 U.S.-Maghreb Entrepreneurship Conference, the U.S. Department of State announced the launch of the U.S.-North Africa Partnership for Economic Opportunity (NAPEO), a new public-private partnership that exists to better link entrepreneurs and business leaders in the United States and North Africa (Algeria, Libya, Mauritania, Morocco, and Tunisia). NAPEO is the regional component of Partners for a New Beginning (PNB), a collection of public-private partnerships committed to broadening and deepening engagement between the United States and local communities abroad. These initiatives were founded in support of President Obama's vision for a New Beginning based on mutual interest and respect through efforts to advance economic opportunity, science & technology, education, and exchange. The essence of NAPEO is to be a network for entrepreneurs and business leaders from the United States and North Africa. This network will be the supporting backbone for both communities to identify, initiate and sustain projects at the Maghreb regional and local level that will foster entrepreneurship and job creation, especially for the youth. It is a meaningful, substantive and regionally-focused response to the vision laid out by President Obama at Cairo University where he called for “broader and deeper engagement” between the U.S. and Muslim communities worldwide. This partnership will focus on three overarching goals: 1) developing stronger people-to-people relationships between the U.S. and the Maghreb, 2) promoting start-ups and entrepreneurship in the Maghreb and 3) promoting inter-regional cooperation among entrepreneurs in the Maghreb.

Since its creation in 1989, the Arab Maghreb Union (AMU) has been in a lethargic state. We assume that reducing inter and intra-state conflicts would be a sound argument for the reactivation of the Arab Maghreb Union. In this paper, we will discuss trade flows between the Maghreb Union countries and highlight the pending political issues and conflicts. The results confirm that countries which are more likely to create regional blocks are naturally more open to trade and even more subject to interstate disputes. Elimination of all trade barriers and putting into effect multilateral trading systems would enable AMU countries the creation of a regional security framework that leverages diplomatic, political, economic and even military resources.
