We have met the somewhat mild winter head-on, seen the wonders of early spring and through it all our delightful national bird, the robin encourages us with its glorious song. Even the daffodils are rewarding us with colour in this still rather bare time. This year will be quite a momentous year for us all. TOTTERNHOE PARISH COUNCIL NEWSLETTER PAGE 2 OTHER PARISH NEWS Council tax 2016/17 We mentioned in our last newsletter that the Parish Council may have to raise its part of the Council tax for the first time for several years. At its budget meeting in January this regrettably proved to be the case. The Parish Council had to contribute £8000 towards the costs of the heavy goods vehicle ban in Totternhoe, and this money had to be met from reserves and by virement from other budget headings. In order to build up our reserves for the future, which are used to meet unexpected or urgent expenses, and to enable the Council to continue to provide the services it is responsible for in the village, the PC’s precept for the next financial year will increase from £21.75 per annum to £37.81 for a band D property. This equates to an increase of 30p per week, up from 42p per week to 72p per week. Traffic calming –Totternhoe and Dunstable The new chicanes in Dunstable Road Totternhoe and Totternhoe Road Dunstable have proved very controversial with lots of critical comments from local people being made to the Council. At our February meeting the Chairman and Vice Chairman gave a report on the situation. The Council has been concerned for some time regarding speeding in Dunstable Road. The Community Speedwatch team have undertaken several speed monitoring sessions at this location and results confirmed the extent of the problem. The worst case recorded was 67mph in a 30mph limit. The Parish Council wrote to Central Beds Council, as the Highways Authority, asking them to design a traffic calming scheme to resolve the problem. At the same time a group of Dunstable residents were campaigning for similar measures. Speeding was a problem for them too, and there had been an accident at the junction of Marina Drive resulting from excessive speed. In December 2015 we heard from Central Beds that funding had been allocated for a scheme and draft plans would be circulated shortly for comment. The draft was issued on 6 January 2016. The Council had concerns about the design and set up a meeting for 29 January with the Highways Dept. On 21 January residents in the affected roads received a mailing from Central Beds advising them that the road would be closed on 28 and 29 January for repairs, followed two to four weeks later by a further closure to install traffic calming measures. We were therefore shocked to see that the work on the chicanes started on 28 January. To make matters worse the person we were due to meet on 29 January failed to turn up. There followed an exchange of emails and letters with the Highways authority, setting out residents concerns, and a further meeting has been planned with the senior staff member to try to obtain improvements. The main issue is with the location of the chicane in Dunstable. Sight lines are poor in both directions and despite the fact that we have been told that a high traction tarmac has been used, we can see serious difficulties for vehicles in icy or snowy weather. As far as the chicane in Totternhoe is concerned, residents have complained that they find it difficult, and in one case almost impossible, to turn out of their properties to travel towards Dunstable in the mornings, and the bus stop is too close to the traffic restriction. Needless to say the residents of Dunstable are very pleased with the resulting reduction in speed outside their properties. Totternhoe Parish Council however is responsible to the people of Totternhoe and will be doing what it can to achieve improvements to the situation regarding both chicanes. It has been suggested in some comments received that money would have been better spent on speed cameras on the hill. We have been informed that such systems are extremely expensive-costs in excess of £80,000 have been mentioned- and that this would not have been an option. We will keep you informed on any progress. It comprises observations from walking around the village and an analysis of data from the Bedfordshire Historic Environment Record. The main focus is on defining the character of the Conservation Area (designated in 1993) and its setting, but it also considers the character of Moor End (designated as an ‘Area of Special Character’ in the current Local Plan) and of the village setting within the broader landscape. 2.0 General Observations • Wide variety of materials and boundary treatments • Generally large, detached building forms in large rectangular plots fronting on to main roads • Singles, pairs and pockets of small, very domestic scale and appearance terraced houses or cottages • Later, cul-de-sac housing schemes have prevented glimpse views from main roads out to countryside with two exceptions – Church Lane and The Meads from High Street • The mature trees and hedges along the western end of High Street and around the village green especially play a significant role in defining the

PROGRESS UPDATE FROM LAST MEETING CBC housing department have investigated the complaint regarding occupant living in a caravan on driveway in Bury Rise. After inspection by the Estates Management Officer, permission was given for the tenants to keep their 2 berth caravan on the property; on the understanding that it was not used for people to sleep in. The tenant’s agreed and have removed the second motor-home. The tenants are no longer in breach of their Tenancy Agreement, as they now have permission to keep the 2 berth caravan; on the proviso that it is not used for the purpose as mentioned above. 5. PUBLIC PARTICIPATION Resident asked why there were surveyors on Dickens Lane. Councillors unaware and not received any information. Anonymous letter has been received by some residents and has been passed to the Police to deal with. 6. POLICE REPORT Clerk had circulated Police crime data spreadsheets link to Councillors. There were 6 incidents in February and 7 in January.

Wildlife Trust; the old quarry and the railway cutting are managed by the Wildlife Trust. Quarrying has taken place here since medieval times. From the top of Castle Knoll at Totternhoe, there are commanding views in all directions. Wide chalky ditches surround you because this was the site of a medieval fortified castle. It is the most northerly of the Chiltern butterfly sites and well worth visiting. The rocky chalk outcrop on which the castle was built is the largest of many smaller knolls in an undulating area of chalky downland, near the village of Totternhoe, just west of Dunstable and slightly north of the main Dunstable Downs site (see Bison Hill). There is a working quarry next to the Knolls with an old, disused chalk quarry nearby. Totternhoe Knolls and the Old Quarry and their surroundings provide many good sites for butterflies that like chalky grassland. Provided that scrub invasion is kept under control, conditions are ideal for many species, particularly Skippers and Blues, and the increasingly rare Duke of Burgundy. There is also a disused railway track through Sewell Cutting which provides easy access to its steep banks where many different species of flowers and grasses flourish and the same range of butterflies has been recorded.
