As a general rule, every active member nation in CISM may participate in the MWCF / MWFC. The MWCF / MWFC consist in general of a preliminary round (continental qualification) and a final round (world championship).

President / Secretary / Members of Sports Committee Football (7)  CISM Sport authorities, oversee the technical conduct of a championship,  supervising general preparations,  Preparing and liaise drawing of lots for championships,  Pre-site visit to help host nation to prepare the championship,  appointing a Head Referee,  help replacing member nations (in liaison with continental Vice Presidents) that have withdrawn from the championship,  deciding on rescheduling of matches due to extraordinary circumstances,  settling cases of force majeure,  dealing with all aspects of Military World Championships or World Football Cups.
