Annual Monitoring Report 2008-09 Fenland District Council December 2009 Page left blank intentionally Annual Monitoring Report 2008-09 - Page 3 Fenland District Council December 2009 Introduction The Town and Country Planning (Local Development) (England) Regulations 2004, Regulation 48 requires Local Planning Authorities to submit an Annual Monitoring Report (AMR) to the Secretary of State each year. The AMR seeks to: • establish a picture of the District • measure the performance of the adopted plan policies through the use of a comprehensive set of indicators and by gathering information from a wide variety of sources. The information is collected on a yearly basis, which enables the identification of trends. • charts the progress that has been made with implementing the documents that will make up the Local Development Framework (LDF), as set out in the Local Development Scheme (LDS), • Where policy is not being achieved this report will try to highlight the reasons why and identify any revisions that may be required. The current Fenland District-Wide Local Plan adopted in August 1993 is to be replaced by the Local Development Framework, which will comprise of a collection of documents individually referred to as Local Development Documents (LDDs). This Annual Monitoring Report has been written with regard to: • The Town and Country Planning (Local Development) (England) Regulations 2004; • Planning Policy Statement 12: Local Spatial Planning (2008); • Planning Policy Statement 3: Housing (2006); • Local Development Framework Monitoring - A Good Practise Guide (2005); • Local Development Framework Core Indicators - Update 2/2008 Period Covered This AMR covers the period 1 April 2008 to 31 March 2009. Page 4 - Annual Monitoring Report 2008-09 Fenland District Council December 2009 Spatial Portrait of Fenland This section of the report aims to provide a description of the District including its people, facilities and a list of issues which have arisen from developing the evidence base for the Local Development Framework. The issues listed in this section have been broken down into topic areas such as population, housing, and employment. Location Fenland is a predominantly rural district located in the north part of Cambridgeshire and to the east of Peterborough. The district covers an area of 546 sq km (211 sq miles). It contains four market towns, Chatteris, March, Whittlesey and Wisbech and a large number of villages and smaller settlements Figure 1 - Fenland and its surrounding area Reproduced from OS material with permission. Table 1 contains population estimates for both 2001 and 2008.
