The activity, organized by the Agricultural Training Institute (ATI) 4A, was conducted in response to the request of the island farmers during the consultation series conducted by Agriculture Secretary Proceso J. Alcala last year. According to ATI 4A, the activity aimed to provide the participants with knowledge and skills on the latest technologies on rice production. Revenue district officer Carlos S. Salazar welcomed a hundred representatives of NGAs based in the province during the briefing held at BIR Region No. 9 located at Maharlika Highway in Barangay San Nicolas, this city. eFPS is a system developed and maintained by the BIR for electronically filing tax returns, including attachments, if any, and paying taxes due through the internet. Payment is made through e-payment or with the process of electronically paying tax liability through the internet banking facilities of authorized agent banks (AABs). With eFPS, transactions are made faster and convenient, a paperless tax filing and can also pay their taxes online through the convenience of an internet-banking service via debit facility from their enrolled bank account. Taxpayers can file and pay anytime and anywhere as long as there is a computer with internet connection. In addition, eFPS is interactive, one can have immediate information and feedback from the system when enrolling, e-filing or performing e-payments.

The Reproductive Health bills, popularly known as the RH Bill , are Philippine bills aiming to guarantee universal access to methods and information on birth control and maternal care. The bills have become the center of a contentious national debate. There are presently two bills with the same goals: House Bill No. 4244 or An Act Providing for a Comprehensive Policy on Responsible Parenthood, Reproductive Health, and Population and Development, and For Other Purposes introduced by Albay 1st district Representative Edcel Lagman, and Senate Bill No. 2378 or An Act Providing For a National Policy on Reproductive Health and Population and Development introduced by Senator Miriam Defensor Santiago.     ISSUE: 2019 No. 27 ISSN 2335-6677 RESEARCHERS AT ISEAS – YUSOF ISHAK INSTITUTE ANALYSE CURRENT EVENTS Singapore | 11 April 2019 Philippine Mid-term Elections: A Duterte Double Malcolm Cook* EXECUTIVE SUMMARY • On 13 May, the Philippines will hold elections for all local and provincial positions, all seats in the House of Representatives, and half of the 24 seats in the Senate. • If the current opinion polls prove accurate (as they have in the past): o President Rodrigo Duterte and his daughter Sara Duterte, even though neither is running for national office, will be the biggest winners nationally; o the composition of the new Senate will be more favourable to President Duterte and his campaign for a new federal constitution; and o the new Hugpong ng Pagbabago (HNP) party coalition led by Sara Duterte will be well placed for the 2022 presidential and legislative elections. *Malcolm Cook is Senior Fellow at ISEAS-Yusof Ishak Institute. 1 ISSUE: 2019 No. 27 ISSN 2335-6677 INTRODUCTION The 13 May mid-term elections in the Philippines, with over 18,000 elected positions to be decided, will be the second largest exercise in democracy in Southeast Asia this year after the 17 April elections in Indonesia. To the chagrin of drinkers and bettors, on Monday 13 May, the “selling, furnishing, offering, buying, serving, or taking intoxicating liquor” will be prohibited across the Philippines as will the “holding of fairs, cockfights, boxing, horse races or any other similar sports.1 The coverage of Philippine mid-term elections in the post-Marcos era invariably focusses more on the Senate than the House of Representatives or sub-national positions and are seen as a partial referendum on the serving president even though their name does not appear on the ballot.
