[email protected] [email protected] uk Agenda Item No. 5 Report to Belle Vale, Hayley Green and Cradley South Community Forum Wednesday 24 June 2015 Report of Lead Officer Community Forum – Love Your Local Community Fund Purpose of Report 1. To consider the allocation of expenditure from the Community Forum Funding budget for the municipal year 2015/16. Background 2. The ten Community Forums are responsible for allocating expenditure from the delegated Community Forum Funding Budget. The guidelines against which allocations from the delegated budget should be considered are set out in Appendix 1. These are corporate guidelines only and it is ultimately for each Community Forum to decide on individual applications. 3. The two Community Forums in Halesowen – Halesowen North & Halesowen South and Belle Vale, Hayley Green & Cradley South – have tended to make reference to one another with regards to decisions on allocations of funding for projects local to the Halesowen area. 4. Copies of applications referred to in this report have been sent to Members prior to the meeting. Applications for Consideration at this Meeting 5. Halesowen Carnival The organisers of Halesowen Carnival have requested a grant of £5,000 towards the estimated £9,500 cost of staging the Carnival. The costs are in association with hire of equipment, fees for road closures and insurance. It is proposed to raise the remainder of the funds through fund raising activities such as auctions and raffles and by submitting other grant applications. The Halesowen Carnival committee is a recently established organisation and is therefore unable to submit accounts. The organising committee has made banking arrangements and established an account. At the Forum meeting in March 2015 a similar application was refused and this was confirmed in writing to the Carnival organising committee. 6. Shell Corner Youth Company Shell Corner Youth Company provides youth and family support activities through a network of volunteers. The Company works to build confidence, improve interpersonal skills and social interaction, promote healthy lifestyles and encourage participants to learn new skills. The Company has requested a grant of £5,000 towards a total cost of £8,000 which includes room hire for detached youth work, a programme of summer holiday activities including offsite visits, hire of equipment, materials, insurance cover, DBS checks and volunteer expenses. In March 2015 Halesowen North & Halesowen South Community Forum made an allocation of £971.53 to Shell Corner Youth Company. 7. Church of God, Long Lane, Halesowen The Church of God is a registered charity based in Long Lane, Halesowen which seeks to advance the Christian faith, and to relieve sickness and financial hardship both in the UK and overseas. The request is for funding towards the cost of creating a parking facility within the Church grounds in order to ease congestion caused by parking on the road adjacent to the Church. This will benefit both the congregation and neighbours and will also provide off road parking for Age Concern vehicles. The total project cost has been confirmed as £5,900 and the specific amount of support requested is 50% of the cost - £2,950. The lead applicant confirmed the financial details in an e-mail dated 8 June 2015 which has been circulated to Elected Members. 8. Dudley Borough Business Crime Partnership The Crime Partnership is a non profit organisation established in 2003 with a remit to tackle retail crime. Two applications have been received from the Crime Partnership: Application one: £650 to provide crime bulletins for 10 stores in Halesowen for a 12 month period. Application 2: £636 (inc. vat) for the provision of 3 radios to be shared by 10 charity stores. The applicant has requested that one application is heard by one forum in Halesowen and the second by the other Forum. 9. Rotary Club of Halesowen and Rowley Regis The Rotary Club of Halesowen and Rowley Regis is part of Rotary International and seeks to make a difference to the lives of people. The Club is involved in many community activities and events in Halesowen. An application has been submitted for £5,000 for signage within Halesowen in support of Halesowen in Bloom and the general promotion of the town centre. 10. Fatherless Barn 60+ Luncheon Club Fatherless Barn 60+ Luncheon Club provides activities for members of the community aged over 60 years. Membership is approximately 40 people. An application has been submitted to cover the cost of coach travel to and from, and admission to, Bodenham Arboretum on 28 July 2015. The request is for £1,000 towards the total project cost of £1,080. Finance 11. Each Community Forum receives £10,000 per Ward to allocate in the financial year. 12. Taking account of all previous commitments from this Community Forum, the current balance of funding available from the General Fund for distribution by the Belle Vale, Hayley Green and Cradley South Community Forum is £22,180.86. Details have been forward to Members prior to the meeting. 13. The Empty Shops/High Street Innovation Grant allocation for the Belle Vale, Hayley Green and Cradley South Community Forum stands at £11,946.75. Details have been forward to Members prior to the meeting. Law 14. The Localism Act 2011 gives the Council a power of general competence to act in the interests of the community. 15. Section111 of the Local Government Act 1972 enables the Council to do anything that is calculated to facilitate, or is conducive to or incidental to the discharge of its statutory functions. Equality Impact 16. This report complies with the Council’s Equality and Diversity Policy. Some of the applications include facilities which are available to children and young people. Recommendation That the Community Forum considers the applications referred to in this report and makes recommendations to the Strategic Director (Resources and Transformation) on each individual application. ………………………………………….. Appendix 1 Community Forums Guidelines for considering funding applications Every funding application will be considered on its own individual merits by Community Forum Elected Members, who will take into account the funding available and make recommendations on each application to the Council’s Director of Corporate Resources. Applications will be considered only from voluntary and community organisations that are based in Dudley borough. Applications should be submitted through a parent organisations e.g. a sports club rather than an individual team within a club. Applications are to be submitted at least 21 days before a Community Forum meeting in order to be considered at that meeting. Later applications will be considered at the next available Forum meeting. Elected Members can make recommendations on genuinely urgent applications between Forum meetings. A decision on an individual application will not be seen as setting a precedent for the consideration of any other applications received by the Council or another Community Forum. All expenditure must be in accordance with the Council’s Standing Orders and Financial Regulations, be subject to the Council’s legal powers and demonstrate good value for money. Quotations must be provided in line with the Council’s procedure rules. Details are set out in the application form. Guidelines for considering applications The following guidelines are to assist Elected Members in considering funding applications. Individual Community Forums reserve the right to make exceptions to these guidelines depending on the circumstances of each individual application. 1. Funding may be spent on “capital” and/or “revenue” schemes. (Capital: one- off expenditure on buying, constructing or improving land, buildings, equipment or vehicles; revenue: expenditure on running costs of projects or activities, including staff costs and the purchase of consumables and services from third parties. Priority will be given to one-off, time-limited, or start-up spend, rather than ongoing running costs which should normally be funded by the organisation itself).

    WELCOME TO LUTLEY PRIMARY SCHOOL We are delighted to welcome you to our school through the pages of our school brochure! Lutley Primary is a successful school with an excellent reputation within the borough of Dudley. It is a three-form entry school, having three classes of approximately 30 children in each year group. The school achieves an ethos of family care despite it being one of the largest primaries in the borough. In March 2010 our school was judged to be outstanding by OFSTED. The teaching, leadership and management were all judged to be outstanding. Our parents and children are very supportive and enjoy being part of our school community. In January 2012 Lutley Primary School joined forces with Lapal Primary School to become the first Federation in Dudley MBC. Our official title is „The Federation of Lapal Primary School and Lutley Primary School‟. Our Federation has one Governing Body across the two schools and is led by one Executive Headteacher. Each school is led, on a day by day basis, by the Head of School. Each Head of School is supported by an Assistant head of School. At Lutley the Head of School is Mrs Cox and the Assistant Head of School is Miss Smith. Our children enter the school in Foundation Stage from supportive, interested homes. Our induction programme into Reception enables parents to maintain an active partnership in their child‟s learning throughout the vital early primary years. We welcome parents into school and endeavour to keep positive communication channels open so that all our families feel able to share hopes, dreams and concerns with us.

The Worcestershire Stour Catchment is one such pilot catchment, and SWQO proposals for the catchment were contained in the consultation document. The Worcestershire Scour Catchment: Proposals for Statutory Water Quality Objectives. This document sets out the recommendations of the Agency to the Secretaries of State for the Environment and for Wales (the SoS) for Statutory Water Quality Objectives (SWQOs) for stretches of river in the Worcestershire Stour Catchment. To aid interpretation of the Agency’s recommendations, the general structure of this document is modelled on the predecessor SWQO proposal document. The primary differences are: • A new appendix, Appendix III; Digest o f Responses to Consultation, has been added to provide a summary of responses to our consultation and the actions that we have subsequently taken; and • Further clarification, in some cases, of the likely costs and benefits associated with proposed water quality maintenance or improvement schemes.
