Using k-means, an unsupervised clustering algorithm, we identified two attitudinal groups per country. Respondents with pos- itive attitudes towards English, regardless of nationality, tended to be younger, urban, better educated and more proficient in English than their compatriots with more negative views of English. These within-country differences outweighed between-country ones, for example, that Germans were more confident in the status of their L1, whereas Dutch showed signs of ‘English fatigue’. The findings thus appear to confirm the previously identified divide between elite ‘haves’ versus ‘have-nots’ of English. 1 INTRODUCTION English is becoming increasingly entrenched in continental Europe, especially in Western and Northern European countries. Grand Park will light up the civic center skyline with a new, first-ever rooftop fireworks display set to iconic American music. The block party will be spread over eight city blocks, from Temple Street to 2nd Street, and from Grand Avenue to Main Street. Grand Park’s Fourth of July Block Party is supported by the County of Los Angeles, City Councilmember José Huizar, Bank of America and KCRW. Received: 8 May 2020; Accepted: 18 June 2020; Published: 22 June 2020 Abstract: Binge-watching is a relatively new behaviour pattern whose popularity has been increasing since 2013, ultimately to become one of the most popular ways of spending free time, especially among young people. However, there is still a dearth of research on this phenomenon. The aim of this study is to present the current understanding and psychological conditions of binge-watching, as provided in the research papers published between 2013 and 2020. This systematic review, including 28 articles, addresses different approaches to defining this behaviour, diverse motivations, personality traits, and risks of excessive binge-watching. Its results imply that there are two perspectives in understanding binge-watching. The first is related to entertainment, positive emotions, cognition, and spending free time. However, the second perspective emphasises the negative outcomes of excessive binge-watching and symptoms of behavioural addiction. There is undoubtedly a need for further research to be conducted on diversified populations to reach more profound understanding of binge-watching behaviour patterns. In Broadcasting Public Notice 2006-55, the Commission announced that it would periodically issue public notices setting out revised lists of eligible satellite services that include references to all amendments that have been made since the previous public notice setting out the lists was issued. 2. Accordingly, in Appendix 1 to this regulatory policy, the Commission sets out all amendments made to the revised lists since the issuance of Broadcasting Regulatory Policy 2010-57. In addition, the lists of eligible satellite services approved as of 31 December 2010 are set out in Appendix 2. 3. The Commission notes that, as set out in Broadcasting Regulatory Policy 2010-839, it approved a request by TELUS Communications Company for the addition of 17 new language tracks to Baby TV, a non-Canadian service already included on the lists of eligible satellite services for distribution on a digital basis. INTRODUCTION 1. Jovon Broadcasting Corporation (“Jovon”), licensee of television broadcast station WJYS-TV (Ind. Ch. 62), Hammond, Indiana (“WJYS-TV”), has filed a must carry complaint and request for declaratory ruling pursuant to Sections 76.7 and 76.61(a)(3) of the Commission’s rules, claiming that RCN Communications Corporation (“RCN”) has failed to commence carriage of WJYS-TV on its cable systems serving Chicago and Skokie, Illinois (the “Communities”), as required by the Commission’s rules.1 RCN filed an Opposition to the Complaint and Jovon filed a Reply. For the reasons stated below, we grant the relief Jovon seeks. II. BACKGROUND 2. Under Section 614 of the Communications Act of 1934, as amended, and implementing rules adopted by the Commission in Implementation of the Cable Television Consumer Protection and Competition Act of 1992, Broadcast Signal Carriage Issues (“Must Carry Order”), commercial television broadcast stations, such as WJYS-TV, are entitled to assert mandatory carriage rights on cable systems located within the station’s market.2 A station’s market for this purpose is its “designated market area,” or DMA, as defined by Nielsen Media Research.3 The term DMA is a geographic market designation that defines each television market exclusive of others, based on measured viewing patterns.
