Dear Sir, 1. Your kind attention is invited towards Forest Right Act, 2006 as specified in GOI Circular No. 17593/SL/F&E dated 24/10/2009 where in it is mentioned that FRA is required for diversion of Forest Land for any development project- under forest conservation Act 1980. NHAI is entrusted with work of preparation of DPR for rehabilitation & Up-gradation of Baharagora to Sambalpur section of NH-6 from km. 200.00 to km 566.00 passing through sambalpur district (from km 503.000 to 566.000). Total area has been proposed for diversion is 61.714 HA and FRA is required for the same. 2. FRA certificate along with the linear plan is being attached. So kindly issue the FRA certificate for the same for submission to Ministry of Environment Govt. of .

To WHOWSOEVER IT MAY CONCERN

In compliance of the Ministry of Environment and Forests (MoEF), 's letter No.11- 9/98-FC (pt.) dated 3rd August 2009 wherein the MoEF issued guidelines on submission of evidences for having initiated and completed the process of settlement of rights under the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Right) Act, 2006 ('FRA', for short) on the forest land proposed to be diverted for non-forest purposes read with MoEF's letter dated 5th February 2013 wherein MoEF issued certain relaxation in respect of linear projects, it is certified that 22.363 of revenue forest land and 39.351 hectare of Reserved forest land in Bamra wildlife and Sambalpur south forest divisions proposed to be diverted in favour of National Highway Authority of India for 4 laning of existing 2 lanes NH-6 from Bharagora () to Sambhalpur (Odhisa) in district Sambalpur falls within jurisdiction of villages in tehsils attached an annexure.

It is further certified that:

a) the complete process for identification and settlement of rights under the FRA has been carried out for the entire 61.714 hectares of forest area proposed for diversion. A copy of records of all consultations and meetings of the Forest Rights Committee(s), Gram Sabha(s), Sub-Division Level Committee(s) and the District Level Committee are enclosed as Annexure___ to Annexure____ b) the diversion of forest land for facilities managed by the Government as required under section 3 (2) of the FRA have been completed and the Grama Sabhas have given their consent to it; c) the proposal does not involve recognized right of Primitive Tribal Groups and Pre-agricultural communities.
