INTRODUCTION 1.1 Background 1.1.1 AECOM has been commissioned by West Lindsey District Council (WLDC) to prepare an Environmental Impact Assessment (EIA) Scoping Report to support the proposed Hemswell Cliff Local Development Order (LDO). 1.1.2 The Department for Food, Environment and Rural Affairs (Defra) designated land at Hemswell Cliff, Lincolnshire, as a Food Enterprise Zone (FEZ) in 2015. The land is currently arable farmland but was historically part of the airfield of the former Royal Air Force (RAF) Hemswell. The proposed LDO will grant outline planning permission for development of an ‘agri-food business cluster’ at the FEZ site, comprising business (Use Class B1), industrial (Use Class B2) and/or storage and distribution (Use Class B8) (see Section 2 for details). 1.2 Need for the Proposed Local Development Order 1.2.1 By granting outline planning permission for development within the FEZ site, the LDO will streamline the planning process for developers. This, together with the other financial incentives associated with the site’s designation as a FEZ, will help encourage businesses to the site and ultimately deliver regeneration objectives for Hemswell Cliff and provide socio-economic benefits to the local community and the wider area. 1.3 Environmental Impact Assessment 1.3.1 The need for EIA in accordance with the Town and Country Planning (Environmental Impact Assessment) Regulations 2011 (‘the EIA Regulations’) has been confirmed by a formal screening opinion from WLDC on the 12 th April 2016 (see Appendix A). The screening opinion concluded that the proposed LDO would be likely to have significant environmental effects, in particular: • due to the size of the proposed development on a greenfield site; • potential for significant cumulative effects with other proposed developments in the area; • potential for significant quantities of commercial waste to be generated; • potential for significant landscape and visual effects; • potential for significant effects on ecological receptors;

A settlement hierarchy ranks settlements according to their size and their range of services and facilities. When coupled with an understanding of the possible capacity for growth, this enables decisions to be taken about the most appropriate planning strategy for each settlement. 1.2. One of the primary aims of establishing a settlement hierarchy is to promote sustainable communities by bringing housing, jobs and services closer together in an attempt to maintain and promote the viability of local facilities and reduce the need to travel to services and facilities elsewhere. A settlement hierarchy policy can help to achieve this by concentrating housing growth in those settlements that already have a range of services (as long as there is capacity for growth), and restricting it in those that do not. 1.3. In general terms, larger settlements that have a higher population and more services and facilities are more sustainable locations for further growth. However, this may not always be the case. A larger settlement may, for example, have physical constraints that cannot be overcome and therefore restrict the scope for further development. Conversely, a smaller settlement may be well located and with few constraints, and suitable for new development on a scale that might be accompanied by the provision of new services and facilities.

    River Witham The source of the 8th longest river wholly in England is just outside the county, Lincolnshire, through which it follows almost all of a 132km course to the sea, which is shown on the map which accompanies Table Wi1 at the end of the document. Three kilometres west of the village of South Witham, on a minor road called Fosse Lane, a sign points west over a stile to a nature reserve. There, the borders of 3 counties, Lincolnshire, Rutland and Leicestershire meet. The reserve is called Cribb’s Meadow, named for a famous prize fighter of the early 19th century; at first sight a bizarre choice at such a location, though there is a rational explanation. It was known as Thistleton Gap when Tom Cribb had a victory here in a world championship boxing match against an American, Tom Molineaux, on 28th September 1811; presumably it was the only time he was near the place, as he was a Bristolian who lived much of his life in London. The organisers of bare-knuckle fights favoured venues at such meeting points of counties, which were distant from centres of population; they aimed to confuse Justices of the Peace who had a duty to interrupt the illegal contests. Every community and controlled school must apply the County Council’s oversubscription criteria shown below if they receive more applications than available places. Arrangements for applications for places in the normal year of intake (Reception in Primary and Infant schools and year 3 in Junior schools) will be made in accordance with Lincolnshire County Council's co‐ordinated admission arrangements. Lincolnshire residents can apply online www.lincolnshire.gov.uk/schooladmissions, by telephone or by requesting a paper application. Residents in other areas must apply through their home local authority. Community and Voluntary Controlled Schools will use the Lincolnshire County Council's timetable published online for these applications and the relevant Local Authority will make the offers of places on their behalf as required by the School Admissions Code. In accordance with legislation the allocation of places for children with the following will take place first; Statement of Special Educational Needs (Education Act 1996) or Education, Health and Care Plan (Children and Families Act 2014) where the school is named. We will then allocate remaining places in accordance with this policy. For entry into reception and year 3 in September we will allocate places to parents who make an application before we consider any parent who has not made one. Attending a nursery or a pre-school does not give any priority within the oversubscription criteria for a place in a school.

Introduction 1.1 Only a neighbourhood plan that meets the basic conditions can be put to a referendum and be made. One of the basic conditions is that the making of the neighbourhood plan does not breach, and is otherwise compatible with, EU obligations as set out in its relevant Directives including 2001/42/EC, 79/409/EEC, 92/43/EEC, and 2009/147/EC. These Directives necessitate that a neighbourhood plan be screened to determine whether it requires a Strategic Environmental Assessment and/or a Habitats Regulations Assessment. 1.2 A Strategic Environmental Assessment (SEA) is a process for evaluating, at the earliest appropriate stage, the environmental effects of a plan before it is made. The SEA screening determines whether the plan is likely to have significant environmental effects. If likely significant environmental effects are identified, an environmental report must be produced. 1.3 A Habitats Regulations Assessment (HRA) identifies whether a plan is likely to have a significant effect on a European site, either alone or in combination with other plans or projects. A HRA is required when it is deemed that likely negative significant effects may occur on protected European Sites (Natura 2000 sites) as a result of the implementation of a plan/project. The HRA screening will determine whether significant effects on a European site are likely. 1.4 This screening report determines whether the Hemswell & Harpswell Neighbourhood Plan requires a SEA and/or HRA.

As they were received in a plain text format I thought it would be better if they were presented in a more favourable way in this technological age, so I have spent some time converting the plain text files into this PDF book. I also have tried to add a little about the man himself, but I have been unable to find out much about Jack. What I have found is in the “About the Author” at the back of this book. I have not edited the entries so, while some of the calls may still be vaild, do not use the data here for contact purposes.
