About Haridwar Haridwar is a highly revered city in the state of Uttarakhand. The holy town is a major attraction for the pilgrims around the world.     UTTARAKHAND STATE PLAN AT A GLANCE INTRODUCTION The state of Uttarakhand was carved out of Uttar Pradesh on November 09, 2000. It is surrounded by U.P. on the south, Himachal Pradesh on the west, and international boundaries of Nepal on the east, China on the northeast. Uttarakhand is ranked 12th in the literacy rate in India. As per the 2011 census, the literacy percentage has improved to 79.6%.
