[email protected] Sample Course Description: JUS 384—International Human Rights, Transitional Justice, and Israel (Prof. Hammer) When it comes to discussing Israel, “human rights” is a term that tends to be bandied about quite a bit. What do human rights imply and what might be the impact of international human rights in Israel? Can international human rights assist with addressing Israel's pressing internal and external issues such as social divisions among the majority, minority rights issues, and how it deals with humanitarian issues? Can international human rights assist in providing an inroad towards some form of transitional justice that would benefit the region as well, presumably to lead towards stability and eventually peace? Understanding international human rights and transitional justice can assist the long term process of reconciliation between Israel and its neighbors, especially when accounting for past wrongdoings and working towards healing social ruptures. Transitional justice aspects like criminal prosecution, official investigation commissions, as well as memorialization efforts (among other things) rely on an international human rights framework and the grounds that human rights provide – and can play an important role for Israel. International human rights and transitional justice are important to Israel given the past traumas that went in to creating the state, internal divisions within Israeli society (especially when deriving from human rights conflicts), and the manner by which to apply human rights to its minority population and areas under its military control. As such, the course will explain how international human rights operate, how transitional justice fits in to that operation, and where Israel stands in relation to these different processes. .

    ISRAEL 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Israel is a multiparty parliamentary democracy. Although it has no constitution, the parliament, the unicameral 120-member Knesset, has enacted a series of “Basic Laws” that enumerate fundamental rights. Certain fundamental laws, orders, and regulations legally depend on the existence of a “state of emergency,” which has been in effect since 1948. Under the Basic Laws, the Knesset has the power to dissolve the government and mandate elections. The nationwide Knesset elections in March, considered free and fair, resulted in a coalition government led by Prime Minister Benjamin Netanyahu. Civilian authorities maintained effective control over the security services. (An annex to this report covers human rights in the occupied territories. This report deals with human rights in Israel and the Israeli- occupied Golan Heights.) During the year according to Israeli Security Agency (ISA, also known as Shabak) statistics, Palestinians committed 47 terror attacks (including stabbings, assaults, shootings, projectile and rocket attacks, and attacks by improvised explosive devices (IED) within the Green Line that led to the deaths of five Israelis and one Eritrean, and two stabbing terror attacks committed by Jewish Israelis within the Green Line and not including Jerusalem. According to the ISA, Hamas, Hezbollah, and other militant groups fired 22 rockets into Israel and in 11 other incidents either planted IEDs or carried out shooting or projectile attacks into Israel and the Golan Heights.     Karimeh Abbud The recent discovery of the studio portraits of Karimeh Abbud (‘Lady Photographer’ Early Woman as she used to identify herself) will Photographer undoubtedly compel us to re-evaluate the history of Palestinian photography. The (1896-1955) Abbud family is well known in Nazareth as a family of great learning. Her grandfather, Ahmad Mrowat Salim Abbud, studied pharmacy at the Syrian Protestant College in Beirut, and then later went on to become the senior pharmacist of the Nazareth English Hospital, founded in 1861 by the Armenian physician, Kaloost Vartan, and supported by the Edinburgh Medical Missionary Society (EMMS).1 Her father was Rev. As’ad Abbud, a well known Protestant minister who served in Jerusalem, Bethlehem, Haifa, and Nazareth.2 According to Rafiq Farah, an authority on the Protestant churches in Palestine, the family’s origin is from southern Lebanon. His name was Sai’ed and not As’ad, and he served as a lay preacher in Karimah Abbud and her camera, Haifa, Shefa Amr (1891-1899) and later joined the 1920s. Photo by C. Swaid.     ÅA Wars in the Middle East are almost an every day part of Eero Junkkaala:of Three Canaan Conquests our lives, and undeniably the history of war in this area is very long indeed. This study examines three such wars, all of which were directed against the Land of Canaan. Two campaigns were conducted by Egyptian Pharaohs and one by the Israelites. The question considered being Eero Junkkaala whether or not these wars really took place. This study gives one methodological viewpoint to answer this ques- tion. The author studies the archaeology of all the geo- Three Conquests of Canaan graphical sites mentioned in the lists of Thutmosis III and A Comparative Study of Two Egyptian Military Campaigns and Shishak and compares them with the cities mentioned in Joshua 10-12 in the Light of Recent Archaeological Evidence the Conquest stories in the Book of Joshua. Altogether 116 sites were studied, and the com- parison between the texts and the archaeological results offered a possibility of establishing whether the cities mentioned, in the sources in question, were inhabited, and, furthermore, might have been destroyed during the time of the Pharaohs and the biblical settlement pe- riod. Despite the nature of the two written sources being so very different it was possible to make a comparative study. This study gives a fresh view on the fierce discus- sion concerning the emergence of the Israelites. It also challenges both Egyptological and biblical studies to use the written texts and the archaeological material togeth- er so that they are not so separated from each other, as is often the case.

Prof. Fadia Nasser-Abu Alhija is professor at the School of Education of Tel Aviv University, where she heads the Department of Curriculum Planning and Instruction and the Program for Research, Measurement and Evaluation Methods. Previously, she was research coordinator for GRE testing at the Educational Testing Service (ETS) in Princeton, NJ (USA). Her main research topics are measurement and evaluation of gender- and culture-related achievements; evaluation of teachers and teaching, and the structural validity of testing methods. Prof. Nasser-Abu Alhija earned her Ph.D. in Research, Evaluation, Measurement and Statistical Methods from the University of Georgia (U.S.) in 1997. Prof. Nasser-Abu Alhija's areas of research are: research methods, measurement, evaluation and statistics. Her PhD thesis was: The Performance of Regression-Based Variations of the Screen Procedure for Determining the Number of Common Factors. In the last 30 years Prof. Nasser-Abu Alhija has taught and instructed mathematics at high school, college and university level. She has participated in various teams, in Israel and abroad, whose expertise has been the evaluation of students and staff members.
