During his Division I coaching career, Roberts- assisted teams compiled an overall record of 215-76 for an impressive .739 winning percentage. At Kansas, Roberts’ primary duties included recruiting and scouting, as well as perimeter player development. Reputed as one of the top recruiters in the nation, Roberts was the driving force behind a Top 10 recruiting class in 2002 that included McDonald’s All-American Dee Brown, James Augustine, Aaron Spears, Deron Williams and Kyle Wilson. At Tulsa, Roberts was part of two NCAA Tournament teams, including the 1999-2000 squad that posted a 32-5 record and made an improbable run to the NCAA round of eight. The award, which recognizes athletic achievement as well as the academic performance and overall character of its recipient, distinguishes Jeff as the nation’s best high school football player. The Gatorade National Advisory Board, a group of sportswriters and sport-specific experts from around the country, selected Jeff from the more than one million high school football players nationwide. Rated by many scouting services as the country’s top center, Jeff paved the way for Loveland’s running attack and did not allow a sack in three years as a starter. Defensively, he recorded 203 tackles in his senior season, 97 of them solo and 55 of them for a loss. In addition, he racked up 10 sacks and forced 14 fumbles, one of which he returned 75 yards for a touchdown in Loveland’s 50-0 state semifinal victory.     PART I THE BUDGET BY FUNCTIONAL AREA EDUCATION, LABOR AND FAMILY ASSISTANCE COUNCIL ON THE ARTS MISSION The primary responsibility for oversight and administration of the State’s artistic and cultural resources is assigned to three existing entities — the Council on the Arts, the Empire State Plaza Performing Arts Center Corporation and the New York State Theatre Institute. The 2003-04 Executive Budget proposes the establishment of the New York Institute for Cultural Education to administer a variety of statewide cultural education programs and important cultural institutions. Working together, these agencies expand access to the performing and fine arts, preserve the State’s cultural resources and promote greater public awareness of New York’s rich cultural heritage. ORGANIZATION AND STAFFING The Council on the Arts is headed by a Chair and a Vice Chair and consists of 20 members nominated for 5-year terms by the Governor with confirmation by the Senate. The Council’s staff, headed by an Executive Director, is organized into an Administrative Division and a Program Division, both located in New York City. The Council has expertise in several major artistic disciplines (including dance, theater and music) and provides advisory services and financial assistance to New York’s arts community. During 2003-04, the Council on the Arts will have a workforce of 52 for the review, processing and administration of arts grants and loans to nonprofit organizations. The Empire State Plaza Performing Arts Center Corporation (the “Egg”) was established in 1979 as a public benefit corporation to administer a performing arts center in Albany that offers a diverse array of cultural and artistic programming.
