1.0 INTRODUCTION

This Flood Hazard Management Plan (FHMP) has been commissioned by FPMC Property No 1 Pty Ltd and compiled to generally satisfy Condition 35 of the Council Approval MCU16/0303 for the proposed, multi-unit residential development at 26 & 28 Picnic Point Esplanade, & 208 Duporth Avenue, Maroochydore.

This FHMP is to be finalised for use in consultation with building and disaster response personnel (QLD). Please note that high water levels are concurrent with high tide information to be confirmed against storm tide stations monitored by Coastal Impacts Unit Science Division.

2.0 STREAM/TIDE GAUGE

The stream gauge is located at Maroochy River at Picnic Point (Station No. 540094) and is to be used to determine the flood level and action response at the Multi-Unit Residential Complex. The following is an example flood warning issued by the Bureau of Meteorology.

Minor flood levels to ease at Picnic Point with the high tide.

No significant rainfall has been recorded across the Sunshine Coast catchments during the last 6 hours. Further showers and rain areas are forecast to gradually ease overnight.

MAROOCHY RIVER: River levels continue falling in the North Maroochy River and South Maroochy Rivers.

MOOLOOLAH RIVER: River levels have fallen below the minor flood level on the Mooloolah River at Mooloolah during Saturday afternoon. River levels continue rising downstream from Jordan St, with river levels at Tide easing with the receding

high tide.

COOCHIN CREEK: River levels continue falling along Coochin Creek. Predicted River Heights/Flows: MAROOCHY RIVER: PICNIC POINT: River levels are expected to ease with the receding high tide.

3.0 STAFF/MANAGEMENT TRAINING

It is the responsibility of the property owners to:  ensure they are aware or make tenants aware of the final FHMP.  Provide sufficient warning time to all residents, to enable a safe and timely evacuation of the site.

4.0 FLOOD WARNING MESSAGE

It is recommended that a flood warning message be sent to residents, and on-site managers via text message and/or email. The wording in the message could read:

FLOOD WARNING: THE IVY RESIDENTIAL COMPLEX, PICNIC POINT ESPLANADE, AND DUPORTH AVENUE MAY BE SUBECT TO FLOODING FROM MAROOCHY RIVER DURING PERIODS OF INTENSE RAINFALL. THE RESIDENTIAL COMPLEX IS TO BE EVACUATED ACCORDINGINLY WHEN INSTRUCTED BY STAFF.

It is also recommended that on-site management perform a door knock to alert residents when a flood emergency has been triggered. The message will alert the residents of a possible evacuation.

5.0 FLOOD LEVEL AND ACTION RESPONSE

The access road is Picnic Point Esplanade. This road becomes inundated in some flood events, which isolates the site. The following table lists action response procedures for the nominated flood levels.

The driveway level to the basement carpark is at 3.2m AHD, which is 0.51 m above the defined flood event level, as defined in the Flood Information Search issued on 02 December 2016.

The defined flood event level is 2.69m AHD for the 1% AEP design storm in the year 2100.

6.0 PLAN REVISION AND MAINTENANCE

It is the responsibility of the body corporate and property owners to ensure that the Flood Hazard Management Plan is maintained and reviewed on an annual basis and after major flood events to include new operating practices and improve the Flood Hazard Management Plan.

7.0 LIMITATIONS OF THIS REPORT

This FHMP has been tailored to report on issues in the area of interest, as detailed above. The information in this report is not to be used outside of the subject area.

We consider that this FHMP accurately considers conditions at the area of interest at the time the FHMP was developed, and based on information supplied to us by second and third parties. This FHMP is to be reviewed, if site conditions change in the future.

This FHMP has been undertaken for the specific purposes of FPMC Property No 1 Pty Ltd, as detailed in our correspondence to them, and is solely for their use.

This FHMP should only be used in full, and may not be used to support objectives other than those set out herein, except where written approval, with comments, are provided by Barlow Shelley Consulting Engineers.
