MINUTES OF ROXWELL PARISH COUNCIL HELD ON WEDNESDAY 12TH JULY, 2017 AT 7.30PM IN ROXWELL PRIMARY SCHOOL PRESENT:- Cllrs:- C. Pavitt, M. Wallace, F.Corkhill, Dr. V. Bradbury, M. Plom and Mrs D. Goodwin IN ATTENDANCE:- Mrs L. Green (Clerk) 4 Parishioners ECC John Aldridge Chelmsford City Cllr Nicolette Chambers 28. DEMOCRATIC 15 MINUTES A parishioner, Sally Farrow, reported that the Council had been in the village on a Sunday sweeping gullies and had cleared up horse muck from the road. Sally Farrow asked the Chairman to put up a Writtle Surgery Group newsletter onto the noticeboard. She advised that she had also put copies in the pub, school and shop. Sally Farrow reported that on 6th June loads of lorries had come through the village and asked what are the parameters surrounding this. They were big articulated vehicles who were struggling to get around the corner. A parishioner, Roy Cumbers, said they were delivering to the farms with human waste and have access if they are going to the farms. Sally said the flow of lorries was constant all day. The Chairman advised that it was probably just a one off and there will always be a few lorries in the village delivering. Sally stated that with cyclists in the village it is dangerous and there is no signage on the corner. The Chairman advised that the Parish Council were waiting for Highways to approve the scheme to get more signage. The Parish Council have been trying to get a decision for over 2 years. A parishioner reported that Jason at Broadgate House had complained about the barn next door being used for storage. The Chairman advised Planning Enforcement have been chasing the matter for years. A parishioner, Judith Woolley gave the Chairman a Rural Community Council of Essex Annual Review and asked for it to be circulated amongst the Councillors. The Chairman read out a letter from Judith Woolley. She reported that since Mr Parsons had passed away Warwicks, The Street, the ditch, the length of the property, had silted up and the run offs from the road had gone. Bishops Cottages had flooded and if the ditch had been operational this would have helped as a soakaway. Chairman to contact Highways. It was reported that the water pipe repairers had thrown their soil and rubble into the ditch. Chairman to ask Highways to check the drainage on the corner as Sally Farrow said it is not working. Cllr. Plom felt that the play area equipment in the Toddler Play area in St. Michaels Drive was not suitable for 2 year olds. The Chairman advised that there is not a lot of room to put anything additional in for this age group. The Chairman pointed out that the area was for supervised children only, and from experiences with his own grand children, once they have reached the age of 3 they will be tackling most items. The swing unit consisited of 2 cradle seats and 2 normal seats for older children. 29. APOLOGIES:- Apologies for absence had been received from Cllrs. Goodwin, Wallace and CCC Cllr Mrs Nicolette Chambers. 30. MINUTES OF THE MEETING HELD ON 10TH MAY 2017 Cllr. Wallace had requested that the sentence ‘Cllr. M. Wallace commented on the lack of action by Chelmsford City Council Planners in controlling the activities of J.G. Walker on the site and felt the Planning Officers were not acting strongly enough to stop the continued breach of conditions.’ be added to Item 10. The minutes of the Meeting held on 10th May 2017 were taken as read and the Chairman was authorised to sign them. 31. VACANCIES ON PARISH COUNCIL FOLLOWING ELECTIONS The Chairman advised that nobody had come forward so 2 vacancies still remained. 32. The bank balances were as follows:- Current Account - £ 1,559.73 Business Premium - £18,910.23 e) Audit of Accounts for 2016/17 and Appointment of External Auditor – All relevant documentation had been sent off to PKF Littlejohn but the Clerk had not heard anything from them regarding the audit yet. f) Any Other – The Chairman had been contacted by EALC who had been checking Parish Council websites to ensure the Transparency Code was being used for reporting correctly. The asset list should show any land owned by the Parish Council. The Chairman had updated the asset list to include the land for the Toddlers Play Area, and also The Recreation Field. No value was shown. This revised assets list had now been included on the PC Website. The Chairman asked the Clerk to send Cllr. Page a copy of the payments list for inclusion on the website which was another requirement of the Transparency Code. 38. PLANNING MATTERS & APPLICATIONS a) 1 VICARAGE CLOSE – Crown reduce T4 (Ash) by 1.5 m, Crown reduce T3 by 0.5m, Reasons: Overgrown and loss of light. The TPO's on these trees was part of transfer of TPO's from Old Vicarage when mature trees were removed. Ash and Hornbeam are and have the potential of being a large replacement tree when they reach maturity. The tree is nowhere near reaching this status and the reduction and thinning is trying to make a forest tree into a small garden tree. The proposed work will just cause issues and problems later on for the owner. If light is the main reason for the work, it is better to remove the lowest whirl of branches to increase light beneath the tree. Therefore this application is objected. No Decision Yet. b) SKREENS PARK FARM, SKREENS PARK ROAD – Proposed one agricultural building for the storage of an agricultural sprayer. No Objections, No Decision Yet, c) STORAGE YARD, ASH TREE FARM, BISHOPS STORTFORD ROAD – Retrospective application for the use of the vehicle storage compound as a scaffolders yard and demountable site office. The Parish Council have no objections. Comments: As with other operations on this site a strict control of vehicle movement should be logged. Amended Application Received: Retrospective application for the use of the vehicle storage compound as a scaffolders yard, demountable site office, five pole mounted flood lights and two building mounted floodlights. No Objections. APPROVED. d) MOUNTNEYS, ELM LANE – Two storey and single storey rear extensions with balcony. New garage block and pool house. No Objections. APPROVED. e) MOUNTNEYS, ELM LANE (LBC) – Two storey and single storey rear extensions with balcony. New garage block and pool house. No Objections. APPROVED. f) BOLDING HATCH BUSINESS CENTRE, BISHOPS STORTFORD ROAD – Two new buildings (B1 Office Use) and associated new access road, parking and refuse area. No Objections. APPROVED. g) SHERNOLD, VICARAGE CLOSE – Two replacement dormers to front of property. No Objections. APPROVED. h) SCOUT CAMP, SKREENS PARK ROAD – Construction of high ropes, low ropes and linear ropes course. No Objections. APPROVED. i) MACHINERY STORE, CHALK END FARM, FARMBRIDGE END ROAD – Conversion of existing machinery store into a new dwelling. Wildlife survey makes no mention of bats is this an oversight. Otherwise no objections. APPROVED. j) BUILDING AT ROXWELL QUARRY, ROXWELL ROAD – Siting of two containers and a small structure in association with the running of Boyton Hall shoot. No Objections. No Decision Yet. k) 41 STONEHILL ROAD – Raising the roof to accommodate first floor with a rear dormer, two storey side extension and a single storey side and rear extension linked to garage; repositioning of garage. No Objections. No Decision Yet. l) GLEBE COTTAGE, VICARAGE ROAD -Single storey rear extension. No Objections. No Decision Yet. m) CROSSWAYS, BOYTON CROSS LANE – Proposed single storey side and rear extension to link existing outbuilding with existing house; addition of a new stud wall; alterations to existing ground floor windows and doors.
