Minutes of the 180Th EXIM Committee Meeting for Export and Import Of Minutes of the 180th EXIM Committee meeting for export and import of seeds and planting materials held under the Chairmanship of Additional Secretary (AKS), DAC, on 30th September, 2013 at 12.00 noon in Mahalanobis Room, Krishi Bhawan, New Delhi. The 180th meeting of the EXIM Committee for export and import of seeds and planting materials was held on 30th September, 2013 under the Chairmanship of Additional Secretary (AKS), Department of Agriculture & Cooperation, Government of India. The list of participants is at Annexure-I. Item No.1: Action Taken Report for the 179th meeting of the EXIM Committee for export and import of seeds and planting materials held on 29th August, 2013. Follow up Action: (a) The minutes and recommendation letters in respect of 179th meeting of the EXIM Committee held on 29th August, 2013 were issued to all concerned on 5th September, 2013. (b) Import of 120 Pcs of Stella Cherry self Pollinating Stella Root Stock – colt from UK by Smt. Preneet Kaur, V&PO, Kandiali, Tehsil Kumarsain, District Shimla (HP). Based on the comments of PPA for conducting the Pest Risk Analysis for import of stella Cherry from UK, the EXIM Committee considered and recommended for import of 120 Pcs of Stella Cherry self Pollinating Stella Root Stock – colt from UK by Smt. Preneet Kaur, V&PO, Kandiali, Tehsil Kumarsain, District Shimla (HP) subject to follow of all stipulations mentioned in the PRA report and also completion of all requirements of the Plant Quarantine (Regulation of import into India) Order, 2003 and amendments made therein. (c) Proposal for export of 3000 Cashew plants c.v. Sree (100), Dharasree (700), Sulabha, Dhana, Akshaya and Madakkathara-1 (500 each) and Anakha (200) to USA by M/s. Ames India Mercantile Private Limited, X/558, 1st Floor, Ames Complex, Kinfra Park, Nellad P.O., Muvattupuzha, Kerala, Pin 686721. The EXIM Committee observed that the National Biodiversity Authority, Chennai has sought some clarification on export of 3000 Cashew plants c.v. Sree (100), Dharasree (700), Sulabha, Dhana, Akshaya and Madakkathara-1 (500 each) and Anakha (200) to USA from the concern firm i.e. M/s. Ames India Mercantile Private Limited, Kerala. The Committee, therefore, deferred the proposal till clarification are furnished and no objection of NBA is obtained. (d) Nomination of a representative from National Biodiversity Authority, Chennai in the EXIM Committee - reg. The EXIM Committee noted the inclusion of Secretary, National Biodiversity Authority, Chennai as a member in the EXIM Committee. Item No.2 Proposal for export of 50 MT Onion seeds c.v. Bombay Red to Pakistan by M/s. Hoshiarpurian Di Hatti, Old Subzi Mandi, Amritsar-143 001 (Punjab). Item No.3 Proposal for export of 100 kg Onion seeds c.v. Indam Marshal (OP) to Kenya by M/s. Indio American Hybrid Seeds (I) Pvt. Ltd., P.O. Box No.7099, 17th Cross, 2nd “A” Main, K.R. Road, BSK – 2nd Stage, Bangalore-70. The EXIM Committee Considered the proposals and based on the comments from ICAR, Horticulture Division of DAC and NHRDF, Nasik approved item No. 2 and 3 for export of Onion Seeds subject to condition that the concerned firms have to complete the export of seeds within a period of six months. Item No.4 Proposal for import of 10,000 plants of Grapes c.v. Superior seedless from Italy by M/s. Vilas Vishnu Shinde, Sr.No.1102/8, A/P – Adgaon, Tal & District Nashik-422 003. The EXIM Committee considered and approved the import of 10,000 plants of Grapes c.v. Superior seedless from Italy by Vilas Vishnu Shinde, Nashik subject to the Plant Quarantine (Regulation of import into India) Order, 2003 and amendments made therein. The import of the planting materials is also subject to condition that the firm shall provide 15 plants to NRC for Grapes, Pune for maintenance of germplasm. Item No.5 Proposal for import of total 45,000 plants of Strawberry c.v. Winter Dawn (15,000 plants), Festival (5,000 plants), Camarosa (10,000 plants) and Sweet Charlie (15,000 plants) from USA by M/s. K.F. Bioplants Pvt. Ltd., S.No.129/1 to 3C Manjri (BK), Tal: Haveli, District. Pune-412 307. The EXIM Committee considered and approved the import of total 45,000 Plants of Strawberry c.v. Winter Dawn (15,000 plants), Festival (5,000 plants), Camarosa (10,000 plants) and Sweet Charlie (15,000 plants) from USA by M/s. K.F. Bioplants Pvt. Ltd., Pune subject to the Plant Quarantine (Regulation of import into India) Order, 2003 and amendments made therein. Item No.6 Proposal for import of total 100 kg seeds of Alfalfa seed samples c.v. L-1 to L10 @ 10 kg each from Australia by M/s. Advanta India Limited, 3rd Floor, Krishanama House, 8-2-418, Banjara Hills, Road No.7, Hyderabad-500 034. As per New Policy on Seed Development, 1988, before bulk import, small quantity of seed is allowed for multi-location trials, therefore, the Committee approved the import of 10 kg seeds of each cultivar namely L-1 to L-10 of Alfalfa seed (i.e. 4 kg for ICAR trials and 6 kg for importer for in house trials) from Australia by M/s. Advanta India Limited, Hyderabad subject to the Plant Quarantine (Regulation of import into India) Order, 2003 and amendments made therein. Item No.7 Proposal for import of 11.50 kg seeds of Sunflower c.v. Croaderp and 22 kg Corn seeds c.v. Experimentales N 199 from Chile by M/s. Maharashtra Hybrid Seeds Co. Ltd., Resham Bhawan, 4th Floor, 78, Veer Nariman Road, Mumbai- 400 020. As per New Policy on Seed Development, 1988, before bulk import, small quantity of seed is allowed for multi-location trials, therefore, the Committee approved import of 11.50 kg seeds of Sunflower c.v. Croaderp (i.e. 4 kg for ICAR trials and 7.50 kg for importer for in house trials) and 22 kg Corn seeds c.v. Experimentales N 199 Croaderp (i.e. 10 kg each for ICAR trials and 12 kg for importer for in house trials) from Chile by M/s. Maharashtra Hybrid Seeds Co. Ltd., Mumbai subject to the Plant Quarantine (Regulation of import into India) Order, 2003 and amendments made therein. Item No.8 Proposal for import of 2 kg Papaya seeds c.v. 709 from Taiwan by M/s. Navbharat Seeds Pvt. Ltd., 8-2-293/82/A/714/1, 3rd Floor, Silver Square, Road No.36, Jubilee Hills, Hyderabad-500 033. The EXIM Committee considered and approved the import of 2 kg Papaya seed c.v. 709 from Taiwan by M/s. Navbharat Seeds Pvt. Ltd., Hyderabad-500 033 subject to the Plant Quarantine (Regulation of import into India) Order, 2003 and amendments made therein. The import of seeds is also subject to condition that the firm shall provide 50 gm seeds of each cultivar to IIHR, Bangalore for maintenance of germplasm. The importers must further certify that imported materials is not a Genetically Modified material. Item No.9 Proposal for import of 10,000 Nos. of Banana Tissue Cultures c.v. Dwarf Cavendish from the Netherlands by M/s. L.J. International Ltd., Plot No.10 & 11, Cochin Special Economic Zone (CSEZ), Kakkanad, Cochin-37. The EXIM Committee considered and approved the import of 10,000 Nos. Banana Tissue Cultures c.v. Dwarf Cavendish from the Netherlands by M/s. L.J. International Ltd., Cochin subject to the Plant Quarantine (Regulation of import into India) Order, 2003 and amendments made therein. The import of the planting materials is also subject to condition that the firm shall provide 25 plants to NRC for Banana, Trichy for maintenance of germplasm. Item No.10 Proposal for import of 1200 kg Sweet Corn seeds c.v. TSY6TH6881 from Thailand by M/s. Monsanto Holdings Pvt. Ltd., Ahura Centre, B Wing, 5th Floor, 96, Mahakali caves Road, Andheri (East), Mumbai-400093. As per New Policy on Seed Development, 1988, before bulk import, small quantity of seed is allowed for multi-location trials, therefore, the Committee approved the import of 25 kg seeds of Sweet Corn seeds c.v. TSY6TH6881 (i.e. 10 kg each for ICAR trials and 15 kg each for importer for in house trials) from Thailand by M/s. Monsanto Holdings Pvt. Ltd., Mumbai subject to the Plant Quarantine (Regulation of import into India) Order, 2003 and amendments made therein. Further, the firm must certify that the imported material is not Genetically Modified material. Item No.11 Proposal for import of 800 kg Papaya seeds c.v. Red Lady (786) from Taiwan by M/s. Known-You Seed (India) Pvt. Ltd., S.No.87, Pimple-Jagtap Road, Bhima Koregaon, Tal: Shirur, Distt. Pune -412 216 (Maharashtra). The EXIM Committee considered and approved the import of 800 kg Papaya seed c.v. Red Lady (786) from Taiwan by M/s. Known-You Seed (India) Pvt. Ltd., Pune subject to the Plant Quarantine (Regulation of import into India) Order, 2003 and amendments made therein. The import of seeds is also subject to condition that the firm shall provide 50 gm seeds of each cultivar to IIHR, Bangalore for maintenance of germplasm. The importers further certify that the imported material is not Genetically Modified materials. Item No.12 Proposal for import of total 20 kg Barley seed c.v. KWS Thessa, KWS 10/310, KWS 107545 W / KWS Spectra, KWS 11/228 – KWS Fabienne and KWS 11/251 –KWS Eileen @ 4 kg each from Germany by M/s. Godrej Seeds & Genetics Limited, Villa No.14, Kushal Serene, Dever Yamjal Village, Medchal Mandal, RR Distt.-500 014, Andhra Pradesh.

The Joint Statement issued during the visit highlighted the need to keep up the momentum of exchanging high level visits, expanding and deepening cooperation in power, environment, health infrastructure, biotechnology, information technology, engineering and transport, intensifying cooperation between universities and research institutions, expanding direct air- links between the two countries, condemning terrorism and a dialogue on UN related issues.

    India - Malta Relations India and Malta enjoy very friendly and cordial relations. India was one of the first countries to recognize independence of Malta in 1964 and in 1965 established diplomatic relations with it. India and Malta share a common heritage, being members of the Commonwealth. Use of English language is a common bond. Within the context of Commonwealth, Malta attaches high degree of importance to it, and had hosted the CHOGM Summit in November 2005. It again hosted the Summit in November 2015. On both the occasions, India was represented at senior political level. Minister of State (PK), Mrs Preneet Kaur, was the first foreign dignitary to visit Malta in April 2013, after the return of the Labour Government in Malta after a gap of almost 25 years. An Assistant High Commission of India at Malta was opened in 1993. However, on grounds of economy, the Government of India closed down the Post in 2002 and appointed an Honorary Consul in Malta. However, the Indian Mission to Malta has again been re-opened since January this year, and is in the process being fully functional shortly. Malta opened its High Commission in Delhi in July 2007 and has appointed a resident High Commissioner. It also has Honorary Consuls in Mumbai and Chennai. Bilateral Visits : India-Malta bilateral relations have been friendly, with a number of visits having been exchanged between the two sides. The high level visits have been as follows : From the Indian side: • President R. Venkataraman, visited Malta in 1990. • In November 2005, Shri Kamal Nath, Minister for Commerce & Industry, visited Malta as Head of Indian delegation to CHOGM.

    India – El Salvador Relations Political: The Embassy of India in Guatemala is concurrently accredited to El Salvador. India has an Honorary Consul General in El Salvador. El Salvador opened its Embassy with a resident Ambassador in New Delhi in 2008. El Salvador and India enjoy close and friendly relations. Visits: There have been several visits between the two countries. Shri Rao Inderjit Singh, MOS [EA] visited El Salvador in September 2004. Secretary (West) and JS (LAC) visited San Salvador in August 2012 to hold the first Foreign Office Dialogue between India and El Salvador and signed an Agreement on Science, Technology & Innovation between the two countries. An Indian delegation led by Mrs. Krishna Tirath, Hon’ble Minister of State (Independent Charge) for Women and Child Development (WCD) made an official visit to El Salvador, 1-4 June 2013. Salvadoran Minister of Foreign Affairs Maria Eugenia Brizuela de Avila visited India in February 2004. Vice President Ana Vilma de Escobar visited India in January 2008 to attend the CII Partnership Summit. Minister of Foreign Affairs Francisco E. Lainez visited India in March 2007. Salvadoran Vice Minister for Salvadorans Abroad, Ms. Margarita Escobar visited India in Dec 2007. Vice Foreign Minister Eduardo Calix visited India in June 2008 to attend the second India-SICA Foreign Ministers’ meeting. Salvadoran Minister of Foreign Affairs Hugo Martinez visited India during 27-29 March 2011.
