Oversee and direct the veterinary services program to insure that the research plans involving the use of laboratory animals are supported, and that all local, state and federal policies and regulations are implemented and adhered too regarding the housing and care for the animals. As the Biosafety officer, my main responsibilities and duties concern the oversight of the safe operations of a newly constructed Biosafety Level 3 laboratory that provides space for several infectious disease research projects. My responsibilities and duties as the Director of the Biosafety Level 3 Laboratories are to supervise the Biosafety Level 3 Laboratories Manager, and to insure that the laboratories are functional and provide a safe working

1 environment for the customers. Other duties include serving as an advisor on infectious disease research and on the response to intentional and natural disease outbreaks. Principal Investigator of the Global and Food Security Research Strategy: Climate Resilience, Nutrition, and Policy – Feed the Future Innovation Lab for Rift Valley Fever Control in Agriculture grant funded by the USAID.

2002 –July 2008 Professor/Associate Director Biodefense & Emerging Infectious Disease Research Center for Biodefense and Emerging Infectious Diseases, and Associate Director of the Western Center of Excellence of for Biodefense and Emerging Infectious Disease Research, University of Texas Medical Branch (UTMB), Galveston, Texas.

Organize the UTMB Center for Biodefense and participated in the preparation of NIH applications for the establishment of a Regional Center of Excellence (RCE) for Biodefense and Emerging Infectious Disease Research and for the construction of a National Biocontainment Laboratory. Both awards were made to UTMB which led to the recognition of this university as a center of excellence for biodefense and emerging infectious disease research. As a professor and researcher, I played a major role in the management of the RCE research program using a model similar to that of the NIH’s extra-mural research program. In addition, I was the Director of a Biomedical Research Program that was focused on the development of prophylaxis and therapeutics for bioterrorist and emerging zoonotic viral diseases (SARS, Yellow fever, monkey-pox, West Nile, Crimean-Congo hemorrhagic fever). Other activities included teaching in the medical school and mentoring medical and graduate students. 2000 – 2002 Director United Naval Medical Research Center (NMRC) Overseas Infectious Diseases Research Program Included research at 3 overseas and one U.S. based medical research laboratories, together designated as the Echelon 4 Laboratories. As special assistant/advisor to the Commanding Officer of NMRC, responsible for oversight, including both administrative and scientific requirements of NMRC and the Echelon 4 Laboratories. This entails the coordination and the execution of administrative and scientific tasks that interface between the Echelon 4 Laboratories and the NMRC and higher authorities. Monitor and track taskings from higher authority to ensure that Echelon 4 laboratories were aware and met the appropriate deadlines, and coordinated and advised on both administrative and scientific responses from the Echelon 4 laboratories for submission to higher authority, to include NMRC, Bureau of Medicine and Surgery, US State Department, National Institute of Health, Center for Disease Control and Prevention, United States Assistance for International Development, and other agencies within the government, the private sector and academia. 1993 – 2000 Scientific Director Administrative and Scientific Research Departments U.S. Naval Medical Research Center Detachment (NAMRID), Lima, Peru Responsible for directing and managing the entire research program on militarily relevant infectious diseases applicable to Central and South America, including the management of funds ($6 to $8 million/year) overall planning, and execution of the research program, and for the overall coordination of research activities. Performed administrative and technical tasks in collaboration with relevant WHO regional office units and country governments to award financial support for medical research projects to designate and re-designate WHO collaborating centers, and to award research training grants and/or visiting scientist grants. Convened and participated in research review committee meetings, and collaborated with relevant WHO regional office units and country governments as required to review, evaluate, and monitor the progress and results of on-going research programs. Assisted and advised WHO Regional Office Director, division chiefs and staff, and national governments on the Organization's administrative and technical policies related to the negotiation and implementation of collaborative research and technological services. Served as secretariat of Regional and Global medical research advisory body meetings, scientific working group meetings, scientific per review meetings, and prepared background and final reports for these meetings. Served as consultant for the development and strengthening of the infrastructure and function of the national government's medical research promotion and development system. Designed and established an operational framework for the acquisition, transformation, and analyses of medical research data generated by scientific studies and/or technological service-related activities. 1981 – 1982 Research Microbiologist Division of Virology, Department of Arboviral Entomology U.S. Army Medical Research Institute of Infectious Diseases Ft. Detrick, Frederick, Maryland Supervisor of one professional staff member and four medical laboratory technicians; Principal Investigator of a field arbovirus research program and of Dengue Virus- Aedes aegypti vector competence investigations. Arbovirus field research was conducted to elucidate the ecology of selected viruses of the California encephalitis serogroup viruses on the Delaware Maryland Virginia (DelMarVa) Peninsula. Dengue virus- Aedes aegypti studies

3 were conducted to determine the influence of temperature on vector efficiency. In addition, research was conducted to clarify the mechanism of transovarial transmission employing Aedes aegypti and Sindbis viruses as models. These studies were conducted in collaboration with scientists of the Department of Tropical Public Health, Harvard University, and with the Department of Medical Entomology, Cornell University.

Short-term consultant for the World Health Organization for strengthening viral disease diagnostic capability and epidemiological surveillance of viral diseases. Advised staff of the Ministry of Health, Sri Lanka, on the development and implementation of an epidemiological surveillance program for communicable diseases. Assisted with the development of a medical research laboratory including the procurement of equipment including training personnel to perform basic diagnostic techniques for arboviral diseases, and the designing and initiating a research program to elucidate the ecology and epidemiology of arboviruses in rural and urban areas of Sri Lanka; in March, 1982, unavailable for requested consultant services by the WHO due to U.S. Government mission obligation. 1977 – 1980 Assistant Chief, Department of Virology U.S. Army Medical Component Armed Forces Research Institute of Medical Sciences, Bangkok, Thailand. Supervised five technical assistants, advised two graduate students, and was Principal Investigator of research projects involving 20 professional and technical level personnel. Conducted research on the ecology and epidemiology of dengue viruses in a lower socio- economic human population of Bangkok, Thailand. The primary objective was to determine the physical and biological factors that contributed to the transmission of these viruses to man. Emphasis was placed on the seasonal population density of Aedes aegypti, and the seasonal variation in genetic and vector capability of Aedes aegypti which included both horizontal and vertical transmission studies. Laboratory investigation was conducted to develop and assess techniques for isolating dengue viruses from humans and mosquitoes. In addition, studies were conducted to determine virulence markers of dengue viruses and to identify human leukocyte sub-populations that supported the replication of dengue viruses. Served as advisor for two graduate students who received MS degrees, and performed administrative and managerial tasks related to the accomplishment of research activities. 1974 – 1977 Chief, Arboviral Ecology Section Department of Entomology Walter Reed Army Institute of Research, Washington, D.C. As Section Chief, supervised two professional (Ph.D. degrees) and three technical assistants. As such, was responsible for designing and executing research programs on the ecology of arthropod-borne viruses throughout the world. Research was directed at the role of humans and other mammals, birds, and invertebrates in the maintenance and dissemination of these viruses. Investigation included field and laboratory studies aimed at assessing the importance of transovarial transmission as a maintenance mechanism for arboviruses, and the role of vertebrates as reservoirs, and arthropods as potential vectors of California encephalitis group arboviruses. Also served as advisor for one graduate school student who received a Ph.D. degree. 1969 – 1974 Graduate student Departments of Veterinary Science, Entomology and Wildlife Ecology University of Wisconsin, Madison, Wisconsin Research conducted as part of requirements for M.S. and Ph.D. degrees on the epizootiology and epidemiology of selected California encephalitis group arboviruses to determine the mechanism responsible for the maintenance of these viruses in human, arthropod and animal populations. Conclusively demonstrated that an arbovirus was transmitted transovarially by a mosquito for the first time; now considered to be the most significant discovery during the past two decades in the field of medical entomology. Other experience required as a graduate student included: (1) teaching selected laboratory exercises in Medical Entomology, Wildlife Diseases, and Insect Pathology classes, (2) preparing research proposals for submission to financial granting agencies, (3) writing and publishing scientific articles, and (4) supervising

4 technical assistance. 1966 – 1969 Department of Virus Diseases Walter Reed Army Institute of Research, Washington, D.C. Research conducted on the ecology of Eastern and Western equine encephalitis viruses including field and laboratory investigations aimed at identifying arthropod vectors and vertebrate host of these viruses. In addition, served as supervisor of two technical assistants.
