National Heritage Areas Congress Has Designated 55 National Heritage Areas (Nhas) to Recognize the Unique National Significance of a Region’S Sites and History
^ NATIONAL PARK SERVICE National Heritage Areas Congress has designated 55 National Heritage Areas (NHAs) to recognize the unique national significance of a region’s sites and history. Through local and regional partnerships with the National Park Service (NPS), these large lived-in landscapes connect heritage conservation with recreation and economic development. 2019R1096 WEST VIRGINIA LEGISLATURE 2019 REGULAR SESSION Introduced House Bill 2320 BY DELEGATES ROWE AND PLYES [Introduced January 11, 2019; Referred to the Committee on Political Subdivisions then Government Organization] Intr H.B. 2019R1096 1 A BILL to amend and reenact §2-2-1a of the Code of West Virginia, 1931, as amended, relating 2 to the establishment of a special memorial day to be known as Juneteenth honoring 3 human rights and the end of slavery in the United States; and encouraging all counties 4 and municipalities in the state to do the same. Be it enacted by the Legislature of West Virginia: ARTICLE 2. LEGAL HOLIDAYS; SPECIAL MEMORIAL DAYS; CONSTRUCTION OF STATUTES; DEFINITIONS. §2-2-1a. Special memorial days. 1 (a) The Governor shall, by proclamation, declare the week beginning with the Sunday 2 before Thanksgiving as a special memorial week to be known as Native American Indian Heritage 3 Week. 4 (b) The first Tuesday after the first Monday of November is designated Susan B. Anthony 5 Day and shall only be a legal holiday in all years ending in an even number. The Governor shall 6 annually issue a proclamation calling on all schools, civic organizations, government departments 7 and citizens to undertake activities on the designated day and surrounding days to pay tribute to 8 the accomplishments of Susan B. Anthony in securing the civil and political rights of all Americans, 9 including securing equal voting rights for women. 10 (c) The Governor shall, by proclamation, declare the week during which December 7 falls 11 to be a special memorial week, to be known as Pearl Harbor and Military Appreciation week, 12 honoring all West Virginians who fought in World War II and all other military conflicts and shall 13 encourage all municipalities in the state to do the same. -
An Evaluation of 12 National Heritage Areas
AN EVALUATION OF 12 NATIONAL HERITAGE AREAS In 2016, the National Park Service will celebrate its 100th birthday. By any objective measure, the past century has been a resounding success for the National Park Service as it has evolved into the most effective natural and historic resource preservation institution in the world. But despite its past success, future challenges abound. Not the least of these will be in the area of funding. In August of 2011, Congress enacted legislation that will reduce government-wide federal spending by more than $1 trillion over the next decade. Like other federal agencies and departments, this action will necessarily constrain federal funding of the National Park System. At the same time, the American public has not shown any sign of tiring of their national parks or desiring reductions in park opportunities. This is especially true in growing urban areas. To meet these seemingly incongruent realities, the National Park Service will be required to appreciably expand its current use of public-private partnerships. National Heritage Areas are a model for how such partnerships can create dynamic, business-oriented approaches to our nation’s preservation and conservation opportunities and needs. National Heritage Areas, some of which have been in operation for more than two decades, are grassroots, community- driven organizations that enhance local economic development by bringing to life historic preservation, natural resource conservation, recreation, and heritage tourism projects at a fraction of the cost of a traditional national park. By working in conjunction with local business and civic leaders, National leveraging these dollars four-fold and undertaking the timely implementation of projects in a more Heritage Areas have significantly compounded the effectiveness of federal tax dollars by routinely entrepreneurial environment. -

West Virginia Department of Transportation Policy: Attendance, Leave, and Overtime Issued by the Secretary of Transportation Policy No: DOT 3.10 Issue Date: 09/01/2003 Revised: 09/23/21 1.0 PURPOSE The purpose of this policy is to establish the attendance, leave, and overtime policy for the West Virginia Department of Transportation (DOT), excluding the Parkways Authority. The WV Division of Personnel rules, policies, and guidelines do not apply to DOT agencies. This policy discusses DOT guidelines associated with work schedules and attendance, overtime classification and pay, and both authorized and unauthorized leave policies. In any case where questions or confusion arise, contact the Human Resources Division for further guidance. 2.0 SCOPE This policy applies to all DOT employees, except for Parkways Authority employees, since all employees must abide by attendance, leave, and overtime guidelines. The DOT employs several categories of personnel with varying degrees of eligibility for leave and overtime. This policy applies to permanent employees unless otherwise provided. For a quick reference to determine whether an employee is eligible for a certain kind of leave or overtime compensation, see Appendix A, at the end of this Chapter. 3.0 DEFINITIONS 3.1 Agency Head: The chief manager of the agency i.e., the Commissioner, Director, etc. 3.2 CFR: Code of Federal Regulations. 3.3 Covered Employees: Employees that work under the rules and regulations of the state Division of Personnel. 3.4 DM or DD: District Manager or Division Director. 3.5 Excess Hours: Work hours paid in excess of 40 in a workweek, computed at the employee’s hourly rate for the pay period in which the hours occur. -

From its vast plains, snow-covered mountains, deep forests and strange rock formations, to soaring skyscrapers and a thunderous cultural scene, the USA is a collage of extremes. Nothing can prepare you for your first glimpse of Manhattan’s unforgettable skyline, your first ride in a yellow cab, the ubiquitous hamburger joints, yawning expanses of prairie, the sweet strains of New Orleans jazz, or the neon-lit excesses of Las Vegas. -

Heritage Areas: Background, Proposals, and Current Issues Updated July 22, 2019 Congressional Research Service https://crsreports.congress.gov RL33462 Heritage Areas: Background, Proposals, and Current Issues Summary Over more than 30 years, Congress has established 55 national heritage areas (NHAs) to commemorate, conserve, and promote important natural, scenic, historic, cultural, and recreational resources. NHAs are partnerships among the National Park Service (NPS), states, and local communities, in which the NPS supports state and local conservation through federal recognition, seed money, and technical assistance. Unlike lands within the National Park System, which are federally owned and managed, lands within heritage areas typically remain in state, local, or private ownership or a combination thereof. Supporters of heritage areas argue that NHAs protect lands and traditions and promote tourism and community revitalization. Opponents, however, contend that NHAs may be burdensome or costly and may lead to federal control over nonfederal lands. There is no comprehensive statute that establishes criteria for designating NHAs or provides standards for their funding and management. Rather, particulars for each area are provided in the area’s enabling legislation. Congress designates a management entity, usually nonfederal, to coordinate the work of the partners. This entity typically develops and implements a plan for managing the NHA, in collaboration with other parties. Once approved by the Secretary of the Interior, the management plan becomes the blueprint for managing the area. NHAs might receive funding from a wide variety of sources. Congress typically determines federal funding for NHAs in annual appropriations laws for Interior, Environment, and Related Agencies. NHAs can use federal funds for many purposes, including staffing, planning, and executing projects. -

The protocol provides a benchmark for NHAs to complete future economic impact studies. FAYETTE COUNTY COMMISSION JANUARY 6, 2017 COURTHOUSE FAYETTEVILLE, WV 25840 Present: MATTHEW D. WENDER, DENISE A. SCALPH, JOHN G. BRENEMEN The Fayette County Commission met in a regular session on Friday, January 6, 2017. President Wender called the meeting to order at 9:03 a.m. President Wender welcomed John Brenemen as the new commissioner. Deborah Berry, County Administrator, presented the organizational order for the Commission to approve and sign. Commissioner Scalph motioned to retain Matthew Wender as President for 2017. Commissioner Brenemen seconded. Unanimous decision. President Wender motioned for Denise Scalph as Purchasing Agent for 2017. Commissioner Brenemen seconded. Unanimous decision. Commissioner Scalph motioned for Deborah A. Berry, County Administrator, Renee Harper, Park Director, Joe Crist, Fire Coordinator, and Kevin Walker, OEM Director, to be authorized to make purchases up to $600.00 without prior County Commission approval. President Wender seconded. Unanimous decision. The Commission signed the order. Sheriff Mike Fridley appeared before the Commission. He stated that the Sheriff’s department is down six deputies and he is asking to hire three. Two of the six vacancies are slated for courthouse security. Sheriff Fridley stated that the road office will stay open on Tuesdays and Thursdays until 6:00 p.m. for two weeks on a trial basis. Sheriff Fridley described new security measures – cameras in the parking lots and courthouse. Explained that the grant received for 1 these measures were for judicial use only but they were able to justify that judges are everywhere in the courthouse. Sheriff Fridley also described a plan for vehicle monitoring which would also show cost savings. -
