2020-19 Clinical Drug and Alcohol Testing June 30, 2020 The following are questions for Bid 2020-19 Clinical Drug and Alcohol Testing Revisions= Questions from Vendors & Answers from Portage County 1. Can you provide information on where the testing for this contract will be taking place? Will testing be conducted on the spot in the drug court? Answer: Drug testing occurs in our Day Report Program offices on county property and is supervised by Drug Court personal. 2. Who collects the urine specimens for the Adult Drug Treatment Court? Are specimens collected at the Court facilities? Can you confirm the selected vendor for the subject RFP is not required to collect specimens? Answer: Drug Court personal supervise the collection. This RFB does not require the vendor to collect specimens. 3. How many locations will the samples need to be picked up from? What are the addresses? Answer: One. 1500 Strongs Ave (basement of Law Enforcement Center) Stevens Point, WI 54481 4. We have noted that GC/MS confirmations are listed as a separate line item in the price matrix. Is it acceptable to provide confirmations by LC-MS/MS only? If so, can total estimated LCMSMS and GCMS totals be combined on the LCMSMS price line? Answer: Yes. 5. Can you please list the drugs that the County wants included for each panel? a. The 10 panel from line 1 of the price matrix b. The 5 panel from line 2 of the price matrix c. The 5 panel hair test from line 8 of the price matrix d. The rapid oral fluid test on line 10 of the price matrix Answer: a. Amphetamine, Barbiturates, Benzodiazepine, Buprenorphine, Cocaine, Methadone, Marijuana, Methamphetamine, Opiates, Phencyclidine, Oxycodone, plus EtG b. THC, Opiates, Methamphetamine, Amphetamine, Cocaine, plus EtG c. Amphetamine/Meth, Cocaine, Marijuana, Phencyclidine, Opiates d. Amphetamine, Buprenorphine, Benzodiazepine, Cocaine, Methamphetamine, Methadone, Opiates, Oxycodone, Phencyclidine, Marijuana 6. For lines 1 and 2 of the price matrix, the 5 and 10 panel tests are described as Lab Screen/Quantitation. What is expected for Line items 1 and 2? Can you confirm these are screen only panels? What is the intended meaning of “Quantitation?” Answer: All tests must include the following specimen validity test for all test panels: 1. Creatinine RFP add#1 2020-19 2. pH 3. Specific Gravity Quantitation means to confirm the presence of a specific drug identified by a drug test. Results are reported as the specific levels of substances detected in urine. 7. What is the positivity rate for the 5 and 10 panel screen tests? What is the positivity rate for the 5 panel hair testing? Answer: 5 panel and 5 panel hair testing were never used last year. In 2019, 13% of 10 panel tests were positive excluding positive tests for prescription medications. 8. How many tests have been performed for antihistamine substances over the last year? How many tests for Methylphenidate? How many Naltrexone tests? How many tests for the over the counter amphetamines? How many tests for Tapentadol? How many Dextromethorphan? Answer: Drug Court doesn’t ask for specific testing for medications. If a panel test is positive for possible prescribed medication(s), a confirmation test is conducted. 9. Who is the current vendor for these services? Answer: Options Lab Inc. 10. What is the County currently paying for these services? Answer: We are not prepared to answer this question during an active procurement of these services. 11. Is there a copy of the current contract available to view? Answer: Almost the exact same procurement was run back in 2017 with Procurement Document transitioning into the Contract. 12. Does the Adult Probation Department require litigation support and/or expert witness testimony? How many testimonies are required per year? Is telephonic/Skype testimony acceptable? Answer: Once the participant is terminated from the program, Drug Court staff does not participant in the revocation hearing. It is unknown what occurs during the revocation hearing including if and who they call for witnesses. 13. Can you provide a list of the CPT codes the current vendor is billing for the testing? Answer: We do not have those codes. Our current vendor handles all the insurance billing. 14. Do you provide your current vendor with all of the necessary information for each patient to bill insurance including the diagnosis codes, the ordering provider name, title and NPI, the date the specimen was collected? How is that provided? Answer: We only provide the date the specimen was collected. Our current vendor handles all the insurance billing. pg. 2 RFP add#1 2020-19 15. In the event of a medical records request or audit, do you give your current provider with the office visit notes supporting the medical necessity of the drug tests ordered? The treatment plan (plan of care) and if necessary, a letter from the ordering provider indicating the need for the testing? Answer: When an insurance company is requesting more information, verification, etc., our current vendor will provide our Drug Court Coordinator a form that needs to be filled out with information requested by the insurance company. Once the form is completed, the Coordinator will return the form to our vendor and the vendor will provide that form to the insurance company. 16. In addition to completing Attachments A, B and C, are you looking for a narrative to be submitted as part of this RFB? Answer: No 17. Do you provide demographic information to the current vendor for each sample tested? How will you ensure the demographic information is available for each test? Answer: The chain of custody form provides the participants name, date of birth, and gender. pg. 3 .
