Chair Savaglio hopes that County Democrats chose Vice-Chair Lissa Savaglio Loudoun Democrats will pull together to be their new Chair replacing Alfonso Nevarez and turn out to canvass, phonebank, who stepped down for personal reasons. Chair Savaglio is committed to keeping the membership informed and has asked Communications to return to publishing a monthly newsletter. We're still shaking off the dust so please bear with us as we restart the newsletter! Letter From the Chair Thank you so much to all the members of the Loudoun County Democratic Committe for your passion, awareness, and engagement. This is our year to take back the House, Senate, and all offices up and down the ballot. It won't be easy but it can be done. In short, the Republicans are coming for us and we must be ready. They are just getting started and you haven't seen anything yet. While I struggle to imagine how Trump can go any lower in terms of his weaponized racial appeals, it's hard to imagine that all of this doesn't get worse -- MUCH worse -- as voters begin to start paying more attention and making decisions about which candidate they will support. The other party has shown that there is no bottom here. There is nowhere they will not go if they think it helps their chances of winning. More than 40% of eligible voters did not vote in 2016. Republicans are relying on turning out those disaffected voters with their racially charged appeals. We need to show our support for everyone in our community, to counter their fear, and to let them know that they are valued and we will stick up for them. Please volunteer, join, and contribute at the next Outreach meeting on August 4th, at the V Social Eatery, 12:30 PM, or join our County-wide canvass with us on August 24th and 25th. You have all heard the slogans: “When We Vote We Win,” “Stronger Together,” and “Build Bridges Not Walls.” These are more than slogans, these are truths. Truths that you and I believe in, and our work turns these truths into action. When we do that, when we stick together for our common goals, we will win. This year marks the 99th anniversary of that vote and in honor of the occasion, a special canvass is being planned for August 24th and 25th. Plans are not yet firm but details will be released soon. Call to Order and Opening Remarks Delegate Christopher K. Peace, Chair Delegate Peace started the meeting and asked that the members introduce themselves. He welcomed the Commission’s new Senate member, Senator William Carrico. Delegate Peace informed the Commission that Delegate Keam was participating electronically. II. Update on Virginia’s Regional Special Education Programs John Eisenberg, Assistant Superintendent for Special Education and Student Services, Virginia Department of Education Delegate Peace stated that in 2015, the Virginia Commission on Youth completed a two- year study investigating the use of public funds for private educational placements of students with disabilities. The Commission had requested that the Department of Education analyze Virginia’s Regional Special Education Programs and provide the Commission with an update of their findings. Delegate Peace introduced John Eisenberg and thanked him for presenting on the findings from the Department’s study. Mr. Eisenberg presented on Virginia’s Regional Special Education Programs including the findings from the Department’s study. He then outlined three options the Department had developed to revise Virginia’s Regional Special Education Programs. Mr. Eisenberg then responded to questions from Commission members about the three options. He stated that Option 1 would require legislation but not additional funding because existing funding would be utilized.

    DRAFT-RF 08/11/2017 Issue: Opioid Crisis and Medicaid Expansion Dirty Needle Exchange Programs Work to Reduce Harm. Republicans don’t support legislation connecting people to addiction treatment. Governor McAuliffe has declared the opioid addiction crisis a public health emergency in Virginia. In early 2017, he worked with Democrats and Republicans alike to pass a bill to reduce the damage of the epidemic by helping people find treatment. Bill HB 2317 allows local health departments to administer harm reduction programs in parts of the state with high rates of HIV and hepatitis. These programs will exchange dirty syringes for clean ones, offer testing for hepatitis C and HIV, and connect people to addiction treatment. Republican delegates, Bob Marshall (HD13), James LeMunyon (HD67), Randy Minchew (HD10), and a slew of other Republicans voted against the bill. Republican delegate, Tag Greason (HD 32) refused to support the bill and didn’t bother voting. The Republican majority in the House of Delegates also prevented the expansion of Medicaid, denying 400,000 eligible Virginians access to Substance Abuse Services. It’s time to vote for Democrats to reverse these heartless policies and start putting in place effective programs like these and Medicaid Expansion to help people get treatment.     New Legislator Bios HD 2: Jennifer Carroll Foy -D (Dudenhefer) I wanted to take this opportunity to tell you my story because I think you deserve to know more about me and what I believe. When I was growing up, my grandfather always said, “If you have it, you have to give it.” Those words stuck with me when I was at VMI; they were the reason I served as a foster parent; and they are a guiding principle I live by as a public defender. Giving back has been, and must continue to be, the foundation of Virginia. That is why I’ve made it my life’s work. When I was at Virginia Military Institute (VMI), I knew I had to defy the odds and graduate in order to have the opportunity to give back. I enrolled in the third class of female cadets to attend the historically all-male college. On my first day, they shaved my head and said, “Welcome to VMI.” My best male friend bet me a dollar that I wouldn’t last a year. Well, I won that bet and graduated with a degree in English. I know the deck seems stacked against us. Washington is a mess and politicians prefer gridlock over results. But every time I look my kids in the eyes, or walk into work as a public defender, I know we have to fight toward a fairer, stronger, and more just Virginia. I’m running for delegate to continue to give back to the community that has given me so much.
