3 Initial impressions on what you have submitted are that I don’t have a problem with the traffic generation from such a small site onto an A road; however we will need to explore further the presumption that the speed limit on the Ashford Road can be lowered to 30mph when the site opposite has no frontage development so may not necessarily fit the required driven environment for a 30 limit. I think it would be beneficial to have a meeting to talk about the proposals, mean speeds, location of the proposed access and what can be done to the A28 within reason to assist the speeds/site access vision splays.

Do you have any availability on the 16th, 17th after 11am, 18th to meet and discuss? Beyond that I am free pm on the 24th, or any time on the 25th or 26th (but my diary is unlikely to stay that clear for long). Let me know what suits you.

Sorry to have kept you waiting. I’m guessing you mean east of the site as the photo shows? To confirm an answer to your question I would check the highway definition data anyway, which as you say is based on OS mapping. This shows a separate area of ‘verge’ in front of the property next to the road which is shown as in Highway ownership, so although the dimensions may differ slightly, I am content that the land over which you need the splay etc is highway.

Sorry I have another query regarding this site. You may or may not recall that we had a discussion on site about whether the vegetation and verge in front of the house to west of the site (see attached photo) is within highway land; did you manage to speak to the relevant team within your office to confirm this for definite as the highway definition plan? We obtained highway definition data from KCC but it does not provide us with enough detail to confirm either way; we have obtained topo survey for the site but it doesn’t match up to the highway definition plan (which is OS). From the topo survey we believe that the visibility splay is within highway land but we would just like confirmation from you.

Thank you for the revised drawing, please see below my updated and much reduced comments to match:‐

1, 30mph extension.

As previously discussed, given the mean driven speeds are up to 38mph and the built frontage development in this location is sporadic, relocating the speed limit terminal alone is unlikely to produce the speed reduction to bring it in line with a 30 limit. Obviously being an A road and local distributor, vertical traffic calming measures are not appropriate. As such I would not support the extension of the 30mph speed limit.

2, Visions Splays

Taking the assumption that the bend on the A28 west of the site should be sufficient to prevent eastbound overtaking manoeuvres until vehicles are within the deliverable vision splay, I am content that the splays you have demonstrated (backed up by the driven speed date you have supplied) are sufficient to provide a safe access in this location.

3, Access layout & off site works. With regard to location of the access on the concept layout, the stagger between the proposal and the entrance to Hopes Grove meets the minimum distance standard and affords the best balance of visibility n both directions. Placing the new pedestrian dropped crossing between these junctions is the most suitable location, it affords the best visibility for the A road traffic of pedestrians and no chance of left turning collision danger to pedestrians with drivers exit the side roads.

As touched on previously, given the location of the nearby west bound bus stop and the potential to provide a new footway link from your site to this stop, it would seem appropriate to enable residents of the proposal to access the bus stop without having to cross a busy A road twice. I believe this eastern verge to be highway verge and so would be deliverable as a highway improvement to accompany your scheme proposal.

With the above in mind, I am content that the proposals you have submitted are acceptable from the Highways perspective. Please let me know if you have any further queries.

Hi Tony

I have had a very quick look at this in Joely’s absence, and we can get over 88 metres taking the vis splay to the centre of the carriageway. With a bit of maths I have worked this out to give a G figure 0.29, which looking at MfS 2 and Table 10.1 is nearer to the 0.25g for the absolute figure than the 0.375g desirable figure (the MfS table is incorrect the way it has labelled absolute and desirable – wrong way round). This assumes the 2 second driver reaction time.

I note the tests done by ROSPA in 2001 (page 74) which confirm a Foden truck decelerates at 0.44g. The advice in MfS2 asking for the survey to record actual 85th%ile speeds for larger vehicles has not been undertaken by us, but one would assume buses would always be driving slower than cars and it is reasonable to assume they would require the longest stopping distance, and would not be overtaking at speed on the wrong side of the road. In using 0.29 for all traffic one could assert this would be a reasonable compromise.

Assuming you are open to this I can get a drawing produced and over to you?

Huge apologies. Dealing with Paul and Hannah recently jogged my memory that I never returned to you on this matter.

I appreciate that the % of the whole for HGV content is below 5%, however the design speed data in table 10.1 MFS2 states that all vehicles above 60kph should have the slower deceleration rates applied (likewise the 2 second reaction time). When explaining in Para 10.1.8 that HGV/Buses need not be assessed separately when below 5% content of overall traffic, it also states that this is subject to consideration of local circumstances. In this case being the A28 and the primary distributor road for the local rural area, we would expect to see the most robust assessment.

For argument sake, if we were to take the view that overtaking when heading eastbound is unlikely due to the bend west of the proposal site, does taking the splay to the centre of the road rather than the nearside kerb help much in terms of the achievable distance?

5 Thanks for your email and comments.

Having had a look into point 2 in your email and the ATC speed results, I can confirm that despite the fact it is an A road, the HGV percentage is less than 5% (the average over a week in both directions is 3%). As such, according to MfS2 the deceleration value of 4.41m/s2 (0.45g) can be applied in this instance.

We have applied a higher perception‐reaction time of 2s as a worst case scenario (in theory this should be 1.5s but 2s demonstrates a worst case scenario given the observed speeds).

Based on all of the above, we stand by the fact that the visibility splay required to the west (70m) can be achieved.

Your additional comment regarding the footway to the west of the site will be considered as part of the overall design.

Thanks for the extra info. To follow up on what we have previously discussed in turn:‐

1, 30mph extension. You will recall that although in a village setting, that I was uncomfortable with the prospect of simply extending the existing 30mph speed limit farther to the north due to the existing measured speeds, mixed (not fully built up) street scene frontage and the existing road geometry making it difficult to retrofit any speed reduction measures. Given the mean driven speeds are up to 38mph, relocated speed limit signing alone is unlikely to produce the speed reduction to bring it in line with a 30 limit (and obviously being an A road and local distributor, vertical traffic calming measures are not appropriate). I would not want the limit extended but driven environment remaining unchanged, thus with no gateway into the 30 limit as is now, we could see higher driven speeds carried through farther into the village than at present (I hope that makes sense, please call me if not).

As things stand, I would not support the extension of the 30mph speed limit. If you can come up with measures to slow speeds on the A28 road sufficiently to accompany the application then I would of course revisit this, however considering the bend to the west of the site, even an extra traffic splitter island would be extremely challenging. 6

2, Visions Splays The methodology used to justify your vision splays is unfortunately slightly flawed. The use of IGN2 is based on MfS1, this is only applicable for speeds up to 60kph. Even taking the reduction from your 85th%ile speeds to wet weather speed from 65.8 to 61.8kph, this is still too high and the formula purely for MfS2 should be used. Although you have correctly applied the higher 2 second reaction time, above 60kph the deceleration value of 0.25 should be used (this is an A road carrying HGV’s, so the provision should be the desirable value rather than reduced). This returns the required splay of 94m to the west of the site which you cannot achieve. The westbound speeds are lower and being under 60kph the calculation for the eastern splay is fine.

3, Access layout & off site works. With regard to location of the access on the concept layout, the stagger between the proposal and the entrance to Hopes Grove meets the minimum distance standard and placing the new dropped crossing between these junctions is the most suitable location, the best visibility for the A road and no chance of left turning collisions with drivers exiting the side roads.

With regard to the footway extending along the entire frontage, I think perhaps this would be unnecessary. To the west of your site these are no pedestrian facilities on the south side of the road and it would seem foolish to steer pedestrians farther in this direction then for them to cross closer to the bend. It would be more sensible to have pedestrian facilities to the east of the proposed access only, linking in to the associated dropped crossing.

When on site we discussed the location of the nearby bus stop and the potential to provide a new footway link from your site to this bus stop. It would seem far more appropriate to enable residents of the proposal to access the bus stop without having to cross a busy A road twice than provide ~40m of new footway that doesn’t go anywhere. I believe this eastern verge to be highway verge and so would be deliverable as a highway improvement with your scheme proposal.

Taking account of the important points above however, these last few issues may be irrelevant.

When we discussed this on site you rightly pointed out that this the 30mph extension is specifically mentioned within the local plan allocation for the site. Considering my reservations regarding this I asked around back at the office. It would seem that KCC Highways originally objected to this housing allocation site in the LP specifically because the required visibility was not achievable and the site deemed not appropriate when ABC were putting the LP together.

This is perhaps unusual and no doubt puts your client in an unfortunate position. I’m afraid that because the site cannot achieve the required visibility splays we would not support any upcoming planning application.
