Geneva, 24 September 2015 Colin Whittington General Manager AVON Products Manufacturing, Inc. Calamba Premier International Park South Luzon Expressway Barangay Batino, Calamba Laguna 4027 Philippines Sent by email to [email protected] ; [email protected] and fax: + 63 6942268 IndustriALL Global Union Calls on AVON Products Manufacturing to stop harassing union officers and reinstate fair working conditions at plant in the Philippines Dear Mr. Colin Whittington, I am writing this letter to you as Secretary General of IndustriALL Global Union, representing more than fifty million workers in the mining, energy and manufacturing industries in some 140 countries, including the Philippines, to call on AVON Products Manufacturing to stop harassing union officers and reinstate decent working conditions at the manufacturing plant in the Calamba Premiere Industrial Park, Barangay Batino, Calamba City, Laguna, Philippines. Note that the Avon Products Manufacturing Inc. Employees Union (APMI-EU) is a member of the Confederation of Labor & Allied Social Services (CLASS)-TUCP, which is affiliated to IndustriALL Global Union. We are aware of the good industrial relations your company and the Avon Products Manufacturing Inc. Employees Union (APMI-EU) have established over the years. Nevertheless, we are deeply concerned by recent developments that are undermining the legitimate rights of workers at the plant. We strongly deplore your current practice of replacing permanent workers, who have either retired or resigned, with contract workers who are subject to substandard and precarious working conditions; your company is even failing to make the social security contributions of the contract workers. Even though there has been a consultation mechanism in place for many years, which is part of the collective bargaining agreement, your company has not consulted the union on important matters related to programs and policies, which have an impact on workers, lately.

  • Building the Capacity of City Disaster Risk Reduction Management Office (Cdrrmo): a Planned Change Proposal for the City of Calamba
LPU- Laguna Journal of Arts and Sciences Vol. 2 No. 3 September 2016 V BUILDING THE CAPACITY OF CITY DISASTER RISK REDUCTION MANAGEMENT OFFICE (CDRRMO): A PLANNED CHANGE PROPOSAL FOR THE CITY OF CALAMBA Kay Losabia Faculty, College of Arts and Sciences Abstract This study is an assessment of the current state of the City Disaster Risk Reduction Management Office (CDRRMO) of the City of Calamba, Laguna. The study employed a four-stage methodology framework using document reviews, surveys, Key Informant Interviews (KIIs), Focus Group Discussions (FGDs) and actual observation. The CDRRMO was assessed in five (5) dimensions, namely: (1) Disaster Management; (2) Technical Capacity; (3) Institutional Capacity; (4) Training Capacity; and (5) Financial Capacity. Based on the findings (current state and the key challenges), the researcher conclude that the level of capacity of the CDRRMO with regard to the implementation of their plans, programs, and activities on DRRM are satisfactory. These planned change strategies aim to provide a framework that is relevant, and strategic for a resilient, equitable and sustainable community over the next three (3) years and beyond. Keywords: planned change, capacity building, disaster risk reduction INTRODUCTION Disaster risk management has been defined as the systematic process of using administrative directives, organizations, and operational skills and capacities to implement strategies, policies and improved coping capacities in order to lessen the adverse impacts of hazards and the possibility of disaster (UNDISR, 2007). The past few years have shown the increasing intensity of a number of natural disasters that have struck both developed and developing countries around the world. In 2010, the United Nations International Strategy for Disaster Reduction (UNISDR) reported a total of 373 natural disasters which hit different countries.
