But the Tuareg are a minority in Northern Mali and most of them did not support the rebels. So who needs to be reconciled with whom? And what economic solutions will counteract conflict? This Policy Note argues that not only exclusion underlies the conflict, but also a lack of economic opportunities. DIGITAL-ONLY VIEW Al- Qaeda’s Keys to Success MAJ RYAN CK HESS, USAF ver the past 20 years, al- Qaeda has been the most recognizable and infa- mous terrorist organization on the planet. The group has planned and executed thousands of violent attacks, spurred dozens of offshoot affiliate Oand copycat groups, and even created rival Islamic extremist organizations. De- spite all this, and subsequently spending the past 20 years at war with the world’s most effective militaries, the group continues to carry out its operations. More- over, the success of foreign al- Qaeda affiliates illustrate that the group has become a global threat. Analyzing the tools that the organization has used to succeed will give us a better understanding of how to combat al-Qaeda. Perhaps more impor- tantly, it will also help intelligence agencies recognize what strategies the group will likely employ in the future. There are some who argue that al- Qaeda is dying. In this article, I argue that not only is it far from dead, but that the main factors contributing to al- Qaeda’s continued global success are decentralization, effective narratives and propaganda, and the specific targeting of locations with a preexist- ing history of instability and violence. This article will use three al-Qaeda affiliates and allies—al-Shabaab, Ansar al- Dine (AAD), and al-Qaeda in the Indian Subcontinent (AQIS) — to demon- strate each of the above listed success factors. However, before we can discuss how al- Qaeda has achieved their success, we must first define success. If success is to be defined as the completion of each organization’s stated goals, none of them have yet succeeded. -

By its resolution 2295 (2016), the Security Council extended the mandate of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) until 30 June 2017 and requested me to report on a quarterly basis on its implementation, focusing on progress in the implementation of the Agreement on Peace and Reconciliation in Mali and the efforts of MINUSMA to support it. II. Major political developments A. Implementation of the peace agreement 2. On 23 September, on the margins of the general debate of the seventy-first session of the General Assembly, I chaired, together with the President of Mali, Ibrahim Boubacar Keita, a ministerial meeting aimed at mitigating the tensions that had arisen among the parties to the peace agreement between July and September, giving fresh impetus to the peace process and soliciting enhanced international support. Following the opening session, the event was co-chaired by the Minister for Foreign Affairs, International Cooperation and African Integration of Mali, Abdoulaye Diop, and the Minister of State, Minister for Foreign Affairs and International Cooperation of Algeria, Ramtane Lamamra, together with the Under - Secretary-General for Peacekeeping Operations. In the Co-Chairs’ summary of the meeting, the parties were urged to fully and sincerely maintain their commitments under the agreement and encouraged to take specific steps to swiftly implement the agreement. Those efforts notwithstanding, progress in the implementation of the agreement remained slow. Amid renewed fighting between the Coordination des mouvements de l’Azawad (CMA) and the Platform coalition of armed groups, key provisions of the agreement, including the establishment of interim authorities and the launch of mixed patrols, were not put in place. -

Within this inter- Islamist competition, some factions prove to be more robust and durable than others. This research proposes that the adoption of a global identity allows an Islamist group to better recruit and expand their domestic political power across ethnic and tribal divisions without being constrained by local politics. Islamists that rely on an ethnic or tribal identity are more prone to group fragmentation, whereas global Islamists are better able to retain group cohesion by purging their ranks of dissenters. To examine these two processes, I present original field research and primary source analysis to ex- amine Islamist in-fighting in Somalia from 2006–2014 and then expand my analysis to Iraq and Syria, Pakistan, and Mali. It notes that the Expert Advisory Conrnittee (EAC) recormnended an alternative strategy, emphasizing the need to focus, in the first instance, on those areas where onchocerciasis was hyperendemic and on those rivers which were sources of reinvasion of the present OCP area (Document JPC3.3). The CSA endorses the need for onchocerciasis control in the Western extension area. However, following informal consultations, and bearing in mind the prevailing financial situation, the CSA reconrnends that activities be implemented in the area on a scale that can be managed by the Prograrmne and at a pace concomitant with the availability of funds, in order to obtain the basic data which have been identified as missing by the proposed plan of operations. -

A long border with Mauritania extends from the north, then juts west to Senegal. In the west, Mali borders Senegal and Guinea; to the south, Côte d'Ivoire; to the south-east Burkina Faso, and in the east, Niger. The country straddles the Sahara and Sahel, home primarily to nomadic herders, and the less-arid south, predominately populated by farming peoples. The Niger River arches through southern and central Mali, where it feeds sizeable lakes. The Senegal river is an important resource in the west. Mali has mineral resources, notably gold and phosphorous. Peoples Main languages: French (official), Bambara, Fulfulde (Peulh), Songhai, Tamasheq. Main religions: Islam (90%), traditional religions (6%), Christian (4%). In the film, the US soldiers enter the hostile zone of Mogadishu, Somalia, while attempting to arrest the very militia leaders thought to be benefitting from the disorder of armed conflict. -

69972 Options for Preparing a Sustainable Land Management (SLM) Program in Mali Consistent with TerrAfrica for World Bank Engagement at the Country Level Introduction Public Disclosure Authorized 1. Background and rationale: 1. One of the most environmentally vulnerable areas of the world is the drylands of sub-Saharan Africa, particularly the Sahel, the Horn of Africa and Southeast Africa. Mali, as with other dryland areas in this category, suffers from droughts approximately every 30 years. These droughts triple the number of people exposed to severe water scarcity at least once in every generation, leading to major food and health crisis. In general, dryland populations lag far behind the rest of the world in human well-being and development indicators. Similarly, the average infant mortality rate for dryland developing countries exceeds that for non-dryland countries by 23% or more. The human causes of degradation1 and desertification2 include direct factors such as land use (agricultural expansion in marginal areas, deforestation, overgrazing) and indirect factors (policy failures, population pressure, land tenure). The biophysical impacts of dessertification are regional and global climate change, impairment of carbon sequestation capacity, dust storms, siltation into rivers, downstream flooding, erosion gullies and dune formation. The social impacts are devestating- increasing poverty, decreased agricultural and silvicultural production and sometimes Public Disclosure Authorized malnutrition and/or death. 2. There are clear links between land degradation and poverty. Poverty is both a cause and an effect of land degradation. Poverty drives populations to exploit their environment unsustainably because of limited resources, poorly defined property rights and limited access to credit, which prevents them from investing resources into environmental management. -

Four priorities for better governance The 2013 elections helped to restore constitutional order in Mali and marked the start of a period of hope for peace, stability and development. The challenge is now to respond to the Malian people's desire for improved governance. The new government must, therefore, strive to ensure equitable development, increase citizen participation, in particular women's political participation, while improving access to justice and promoting reconciliation. INTRODUCTION Almost two years after the March 2012 coup d’état, the suspension of international aid that followed, and the occupation of northern Mali by armed groups, the Malian people now have a new hope for peace, development and stability. The recent presidential elections in July and August 2013 and parliamentary elections in November and December 2013 were a major step towards restoring constitutional order in Mali, with a democratically elected president and parliament. However, these elections alone do not guarantee a return to good governance. Major reforms are required to ensure that the democratic process serves the country's citizens, in particular women and men living in poverty. The Malian people expect to see changes in the way the country is governed; with measures taken against corruption and abuses of power by officials; citizens’ rights upheld, including their right to hold the state accountable; and a fairer distribution of development aid throughout the country. A new form of governance is needed in order to have a sustainable, positive impact on both the cyclical food crises that routinely affect the country and the consequences of the conflict in the north. -

A fact that has been exploited by the violent Islamists, through their provision of services such as health care and employment. Islamist groups have also gained support from local populations in situations of pervasive vio- lence, including sexual and gender-based violence, and they have offered to restore security in exchange for local support. Marginality serves as a place of resistance for many groups, also northern women since many of them have grievances that are linked to their limited access to public services and human rights.
