Joint statement calling for sanctioning of Chinese and Hong Kong officials and protection for Hong Kongers at risk of political persecution We, the undersigned, call upon the Government of Canada to take action in light of the mass arrests and assault on civil rights following the unilateral imposition of the new National Security Law in Hong Kong. Many in Hong Kong fear they will face the same fate as the student protestors in Tiananmen Square, defenders’ lawyers, and millions of interned Uyghurs, Tibetans, and faith groups whose rights of free expression and worship are denied. We urge the Government of Canada to offer a “Safe Harbour Program” with an expedited process to grant protection and permanent residency status to Hong Kongers at risk of political persecution under the National Security Law, including international students and expatriate workers who have been involved in protest actions in Canada. Furthermore, Canada must invoke the Sergei Magnitsky Law to sanction Chinese and Hong Kong officials who instituted the National Security Law, as well as other acts violating human rights; and to ban them and their immediate family members from Canada and freeze their Canadian assets. Canada needs to work closely with international allies with shared values to institute a strong policy toward China. It is time for Canada to take meaningful action to show leadership on the world stage. Report of the Canada–United States Inter-Parliamentary Group Canadian/American Border Trade Alliance Conference Ottawa, Ontario, Canada May 6-7, 2019 Report DELEGATION MEMBERS AND STAFF From 6-7 May 2019, the Honourable Wayne Easter, P.C., M.P., and Mr. Brian Masse, M.P., respectively Co-Chair and Vice-Chair of the Canadian Section of the Canada– United States Inter-Parliamentary Group (IPG), led a delegation to the 2019 spring meeting of the Canadian/American Border Trade Alliance (Can/Am BTA or BTA) in Ottawa, Ontario. Other delegates were the Honourable Robert Black, Senator; the Honourable Dennis Dawson, Senator; Mr. Vance Badawey, M.P.; Mr. Colin Carrie, M.P.; and Mr. Kerry Diotte, M.P. Mr. Easter and Mr. Masse spoke to the BTA delegates. The delegation was accompanied by Ms. Miriam Burke, Executive Secretary to the Canadian Section, and Mr. Alexandre Lavoie, Advisor to the Canadian Section. THE EVENT The Can/Am BTA, a coalition of businesses, public-sector organizations and individuals with an interest in bilateral trade and tourism, holds two meetings each year: in the spring in Ottawa and in the fall in Washington, D.C. Its mission is to maximize commercial activity and ensure continued growth in cross-border trade, as well as efficient and productive border-crossing capabilities. Attendees at this event included private-sector representatives involved in a number of tourism, transportation and trade-related activities, as well as representatives of a variety of U.S. and Canadian federal departments. DELEGATION OBJECTIVES FOR THE EVENT The IPG’s Canadian Section has a long association with the BTA, and members of the Canadian Section sometimes attend both its fall and spring meetings. -

Quantitative measurement of parliamentary accountability using text as data: the Canadian House of Commons, 1945-2015 by Tanya Whyte A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Graduate Department of Political Science University of Toronto c Copyright 2019 by Tanya Whyte Abstract Quantitative measurement of parliamentary accountability using text as data: the Canadian House of Commons, 1945-2015 Tanya Whyte Doctor of Philosophy Graduate Department of Political Science University of Toronto 2019 How accountable is Canada’s Westminster-style parliamentary system? Are minority parliaments more accountable than majorities, as contemporary critics assert? This dissertation develops a quanti- tative measurement approach to investigate parliamentary accountability using the text of speeches in Hansard, the historical record of proceedings in the Canadian House of Commons, from 1945-2015. The analysis makes a theoretical and methodological contribution to the comparative literature on legislative debate, as well as an empirical contribution to the Canadian literature on Parliament. I propose a trade-off model in which parties balance communication about goals of office-seeking (accountability) or policy-seeking (ideology) in their speeches. Assuming a constant context of speech, I argue that lexical similarity between government and opposition speeches is a valid measure of parlia- mentary accountability, while semantic similarity is an appropriate measure of ideological polarization. I develop a computational approach for measuring lexical and semantic similarity using word vectors and the doc2vec algorithm for word embeddings. To validate my measurement approach, I perform a qualitative case study of the 38th and 39th Parliaments, two successive minority governments with alternating governing parties.
