Note 13. Other Postemployment Benefits The long-term expected rate of return on pension plan investments was determined using a building- block method in which best-estimate ranges of expected future real rates of return (expected returns, Plan description net of pension plan investment expense and inflation) are developed for each major asset class. These ranges are combined to produce the long-term expected rate of return by weighting the expected future The West Virginia Other Postemployment Benefit Plan (the OPEB Plan) is a cost-sharing, multiple- real rates of return by the target asset allocation percentage and by adding expected inflation. The target employer, defined benefit other post-employment benefit plan and covers the retirees of State agencies, allocation and best estimates of arithmetic real rates of return for each major asset class are summarized colleges and universities, county boards of education, and other government entities as set forth in the in the following table: West Virginia Code Section 5-16D-2 (the Code). The financial activities of the OPEB Plan are accounted for in the West Virginia Retiree Health Benefit Trust Fund (RHBT), a fiduciary fund of the Weighted State of West Virginia. The OPEB Plan is administered by a combination of the West Virginia Public Long-term Average Employees Insurance Agency (PEIA) and the RHBT staff. OPEB Plan benefits are established and Expected Expected Real revised by PEIA and the RHBT management with approval of their Finance Board.
