Understanding Normative Gaps in Transitional Justice: the Serbian Discourse on the Srebrenica Declaration 20101
Journal on Ethnopolitics and Minority Issues in Europe Vol 11, No 4, 2012, 127-156 Copyright © ECMI 2013 This article is located at: http://www.ecmi.de/fileadmin/downloads/publications/JEMIE/2012/Mehler.pdf Understanding Normative Gaps in Transitional Justice: The Serbian Discourse on the Srebrenica Declaration 20101 Daniela Mehler* Friedrich Schiller University The Serbian government has often been accused of “double-speak” in confronting crimes that took place during the Yugoslav war. This behaviour is interpreted as a gap between an underdeveloped domestic norm of facing the past and the international norm of transitional justice. This paper argues that “normative gaps” are no contradiction to the transnational norm socialization process, but to the rule itself. By applying methods of discourse analysis, the 2010 Serbian parliamentary debate on the declaration condemning the 1995 massacre of Srebrenica is used as an extensive case study showing how domestic actors use concepts of facing the past. Keywords: norm socialization, transitional justice, facing the past, Serbia, Srebrenica, conditionality 1. Introduction Until recently, Serbia was not regarded as having confronted its war-time past in an appropriate manner. However, under President Boris Tadić (2004-2012) Serbia made veritable progress in its cooperation with the International Criminal Tribunal for the Former Yugoslavia (ICTY) and symbolic politics. Tadić supported a symbolic policy of facing the past and reconciliation that was warmly welcomed by the international community, although his successor, President Tomislav Nikolić, has since adopted another line. Only days after his electoral success the latter stated that Serbia should be acquitted of a past in which nobody could live. -
Climate As a Factor of Development of Recreational Tourism of North-Eastern Bosnia
Acta geographica Bosniae et Herzegovinae 11; 2019; (23-34) Original scientific paper __________________________________________________________________________________ CLIMATE AS A FACTOR OF DEVELOPMENT OF RECREATIONAL TOURISM OF NORTH-EASTERN BOSNIA Fadila Kudumović Dostović, Semir Ahmetbegović i Željka Stjepić Srkalović University of Tuzla, Faculty of Natural Sciences and Mathematics, Department of Geography Univerzitetska 4, 75000 Tuzla, Bosna i Hercegovina [email protected] [email protected] [email protected] Recreational activities and movements in most regions are characterized by pronounced seasonality, i.e., concentration on the summer and winter season. This primarily refers to the extremely mountainous and coastal regions that are recognizable mainly for ski tourism or bathing tourism. However, the regions without a recognizable "tourist identity" with an attractive natural base and many potentials, especially climate, such as Northeast Bosnia have the opportunity to develop different forms of recreational tourism (sports - recreational, excursion - recreational, health - recreational) in individual parts throughout the year. The favorability of climatic predispositions of Northeast Bosnia is highlighted by the results of analyzes which show that during the year there are neither adverse nor impossible climatic conditions for the development of different forms of recreational tourism. High quality active outdoor activities in the spring and autumn months are usually carried out through -

Serbian Villages of the Srebrenica Region Reduced to Ashes
Milivoje Ivanisevic SERBIAN VILLAGES OF THE SREBRENICA REGION REDUCED TO ASHES SERBIAN VILLAGES OF THE SREBRENICA REGION REDUCED TO ASHES Institute for Research on the Suffering of the Serbs in XX c. Belgrade, 2010. SERBIAN VILLAGES OF THE SREBRENICA REGION REDUCED TO ASHES This presentation of the crimes committed by the Muslims against the Serbian people of Central Podrinje is just a fraction of the entire pogrom of the Serbian population in that region throughout the war. The destruction of Serb settlements and their cultural and religious institutions in that region bear wounds, which have evidently not yet been healed. According to one of the several hundred important documents of the BiH Army in our possession, the following has been stated: “ At the end of January or beginning of February in 1993, within the Zone of Responsibility of the 8th OG (Operating Group, author’s remark), a vast, linked, free territory had been formed, with its centre in Srebrenica, covering 95% of the Srebrenica municipality, 90% of the Bratunac municipality, 60% of the Vlasenica municipality, and 50 % of the territory of the Zvornik municipality. Furthermore, a direct physical link with the liberated villages of the Zepa region was established.” 1 By that time (at the end of January or the beginning of February in 1993), according to the same document, in the above listed municipalities, the Muslims had occupied an area of more than 850 km2 of the entire territory. Their undisputed military success had nearly resulted in the complete extermination of the many Serb settlements in the aforementioned municipalities and had also produced much tribulation amongst the inhabitants of Serb nationality.
