I am very honoured to be invited to write the INTRODUCTION to the 1992 Annual Report for the Penrith District Rugby League Referees' Association.

My relationship with the Association has so far only been a brief one, but I have already learnt much about rugby league in the Penrith district and the role played by your members. The efforts of all referees are to be commended as quite often you are subject to irrational and sometimes offensive conduct by unruly officials and supporters. I sometimes wonder if my company might be dealt with in the same manner!

During the 1992 season, the referees performed at an extremely high level to maintain the Association's role as one of the best in all of . To be a leader on the field, you must be a leader off the field and the Association has no peer in the area of administration. I cannot speak highly enough of the manner in which Gary Haines and Tony Danks carried out their work in the area of sponsorship negotiations.

Sponsorship of any sporting group in these difficult economic times is a decision not to be taken lightly. Every dollar is important and sponsors are looking for a better return on that dollar. Perhaps in the future, sponsors may look for more direct involvement in the promotion of the product. For example, how many members were involved in "moving" home or office during the past 12 months?

I would be interested to hear the views of your members on this issue.

In closing, I would like to take this opportunity to thank the Association for their support and wish all members and their families a safe festive season and a prosperous 1993.

It is with pleasure and pride I make my 1992 report as President of the Association.

Last season I could write about the Panthers great premiership win and I was hoping to be able to say the same again in 1992. Unfortunately, tragedy and injury played a major role and it was not to be - then again, there is always next year.

John Mewett was reappointed as Referees' Coordinator for a third term. John proved with the amount of time he has put into the position that the standard of refereeing continues to improve. This improvement can also be attributed to the work of the Appointments Board members - Peter Kerr, Col Williams and Noel Cahill.

Congratulations John on your achievements this year, especially the entertainment on both Sunday grand final days which was of a high standard. I am sure the members join me in thanking you for the time and effort that went into both days and throughout the season.

The administration of an Association the size of Penrith involves an enormous amount of time, commitment and dedication. In saying this I would like to take this opportunity to thank my fellow Executive members for the effort they all put into the smooth running of the Association. Special mention should be made of Gary Haines and Marc Kerr who both gave most generously of their time in their respective positions and I thank them sincerely on your behalf.

Congratulations to Anthony Goldsmith, Brett Lynch and Michael Warnock on their Junior Representative appointments this season, which reflects well on the development process within our Association. Special mention should be also made of the semi final appointments for Tony and Brett. It is hoped that 1993 will bring even higher awards.

Our grade members scaled new heights in their careers in 1992. Kevin Russell was appointed as a touch judge to a State of Origin match; a Test Match between Australia and Great Britain and just to finish off, a 1st Grade Grand Final - what a season ! Tony Butler officiated as an In-Goal touch judge on the 1st Grade Grand Final. On behalf of the members, I congratulate you both on your achievements.

Our Life Member this season was Peter Browne, without doubt one of the Association's most popular members. This honour was a most fitting reward for all the work Peter has done on behalf of the Association.

To the Social Committee, I extend the Association's thanks for your efforts this year. Our move to Howell Oval for meetings was a great success and certainly

Annual Report - 4 - justified all the extra work involved for the Committee. I have no doubt the members appreciated your efforts.

Terry Walsh in his capacity as Gear Officer maintained a steady supply of jumpers, socks and shorts to all the active referees. The time and effort of not only Terry but his wife Win is much appreciated by the active referees. With our Association being large on numbers, I can foresee many changes to the allocation of gear in 1993.

I again had the opportunity to watch both divisions of the Sunday grand finals this year. The standard of refereeing was a credit to all members who officiated in these games. Congratulations to Ken Evans to his second A Grade Division 1 grand final and Ray Steele on his first A Grade Division 2 Grand Final.

I also extend a vote of thanks to the Junior League for their support throughout the season. As problems did arise now and again, it was a pleasure to be able to discuss and resolve them to the satisfaction of all parties. I would also like to acknowledge the support the Association received from Don Feltis and offer our congratulations on his appointment as Chief Executive of Panthers.

In closing, I would sincerely thank the Association's sponsor -Carmen Removals and Storage and Carmen Furniture for their generous support in 1992. Without this support, our development programs would be more long term.

May I take this opportunity to wish all members and their families the very best for Christmas and the 1993 season.

It is my privilege and pleasure to present for consideration and adoption the 26th Annual Report and Balance Sheet of the Penrith District Rugby League Referees' Association Inc.

After the outstanding success the Penrith district enjoyed in 1991 with the capture of the Winfield Cup, which complemented the Association's Silver Jubilee year perfectly, the 1992 season was one that we all looked forward to with a great deal of anticipation. That anticipation was buoyed with the knowledge we already had our sponsorship arrangements in place for the new season.

I cannot speak highly enough of the support given to the Association by our sponsors - Carmen Removals & Storage and Carmen Furniture. The support extends beyond the financial aspects of the agreement. Both organisations are leaders in their respective fields and controlled by people who are not only quality business people but good friends as well. On behalf of all members, I thank them for their support in 1992.

Despite the disappointment of the Panthers failure to defend their premiership crown, the season still had a number of outstanding results for the Association. The most outstanding achievement of all belongs to Kevin Russell.

In 1991, Kevin was appointed as a touch judge to the President's Cup Grand Final. 1992 loomed as a year to go forward but, I am not sure Kevin realised what lay ahead for him. He was appointed as a touch judge to the State of Origin match; followed this with appointment to the Australia versus Great Britain Test and topped it all with the Winfield Cup Grand Final. Congratulations to Kevin on a record which may never be beaten for many, many years.

Once again, the rugby league season began with a general shortage of referees. Despite the concerted efforts in recruiting and developing new members, there always seems to be the problem of retaining referees. The efforts of our Coaching Directors, John Jordan and John Skinner, reached new levels of excellence in 1992.

A total of 43 candidates were successful in obtaining their mini/mod ticket - an outstanding achievement and we are indebted to both men for their efforts. Several candidates succeeded at the international level and we must now turn our attention to this area as a prime target for seasons ahead.

It is also appropriate for me to acknowledge the work being performed by Denis Braybrook at the NSWRL Coaching and Development Academy to recruit and develop new referees.

Annual Report - 6 - The 1992 season was an opportunity for the Association to consolidate in a number of areas and to further pursue the innovative ideas introduced over the past few years.

I am sure all members will agree the commitment and efforts of the Development Panel deserve special mention. Each and every Saturday, a hardy group would ensure our new and inexperienced referees were looked after and given every form of assistance whilst on official duties. The advice they were given certainly assisted these members as they progressed throughout the year.

The Development Panel is an excellent forum for the advancement of referees and we must continue to adopt and utilise the very best of resources to ensure the Association is able to meet the high expectations of other bodies.

Congratulations to the Appointments Board and Advisory Panel members who also worked very hard throughout the year on behalf of the Association. It is often said refereeing is a job nobody wants, so I am at a loss to think where the role of these dedicated people would fit into that argument.

Overall the 1992 junior league season was a very successful one for all concerned. The crowds at both Saturday and Sunday grand finals were treated to rugby league of the highest order and the referees certainly played their part. Despite some protests, rugby league was a clear winner. Congratulations to all premiership winning sides with special mention to Cambridge Park and Lower Mountains on winning their respective A Grade titles.

The Association's graded members flew the flag proudly for the Penrith district. Apart from Kevin Russell, Tony Butler and Tony Danks officiated in first grade with Tony Butler being appointed as an in-goal touch judge to the Winfield Cup grand final. Peter Filmer, Tom Peet and Phil Battin all performed with distinction and 1993 presents new opportunities for them.

Not to be outdone, Penrith was well represented in the Junior Representative fixtures by Anthony Goldsmith, Brett Lynch and Michael Warnock.

The exchange programs continued in '92 with members of the Association venturing far and wide in the pursuit of a game of rugby league. To the Executive and members of the lllawarra, Group 18 and Victorian associations, I say "thank you" on behalf of the members, who were afforded the very best of hospitality on their visit to your districts.

The active members of the Association were provided with new tracksuits during the year courtesy of sponsorship funds. Despite a few problems with supply, the new clothing certainly adds a new dimension to our off field appearance.

On the social scene, this season certainly took on a lower profile compared to the events of 1991.

- 7 - Annual Report '92 Nonetheless, the Social Committee deserve our gratitude for their tireless efforts throughout the year. The Ladies Night was a great success and the venue at St Marys Leagues Club was first class. The Committee also provided for the members with barbeques after training and convivials at meetings. There is no rest for the wicked though as the Presentation Night and Christmas Tree are still to come.

To Terry Walsh and his Social Committee, thank you.

The Penrith Junior League unquestionably is the largest in New South Wales and the administration of such a large organisation is not an easy task. Bill Hubbard and his team have done a remarkable job and the Association is grateful for their efforts and support during 1992.

If there is an area of concern it probably relates to the attitude of a minority of officials who adopt a win at all costs approach and want to take out their frustration on the referees. Perhaps it is time the Association, in conjunction with the Junior League, put into effect a Code of Behaviour which made these officials think twice before they spoke their very own brand of the Queen's English!

The performances of our members were again recognised at Presentation Night with John Skinner receiving the Jack Harris Merit Award for a second time and Ray Steele a very popular winner of the Bob Kandelas Referees' Referee Trophy. Congratulations to all award winners in 1992 and all members can set their sights on emulating their peers next year.

1992 was a year when the Executive were called upon to make some very tough decisions in the best interests of the Association. It certainly makes the job of decision making easier when you receive the support of the vast majority of members. A special thank you to all members who provided the support and camaraderie which ensured the Association retained its position as one of the best in New South Wales.

Each year the Association strives to improve its performance both on and off the field. The success of those endeavours is only made possible by the contributions of several people. I would like to personally thank the following for their assistance and support during 1992.

* The Development Panel members who gave valued advice and assistance to all Saturday referees.

* Bill Hubbard and the officials of the Penrith District Junior Rugby League.

* The Principal and Staff of St Dominic's College for once again providing rooms for the conduct of coaching classes.

* The lllawarra, Victorian and Group 18 Associations for the hospitality afforded to our members during their visits to your districts. We are most appreciative of the friendships being forged.

* To my fellow Executive members for your contributions and total support in a year when some tough decisions had to be made.

It is indeed a pleasure to present to the members my Treasurer's Report and Financial Statement for 1992.

This season saw an unprecedented amount of monies spent on our members. Sponsorship funds allowed the active members to be supplied with new tracksuits. Meetings were moved to Howell Oval to create a more convivial atmosphere and the money raised from drink sales enabled the Association to have post meeting convivials.

On the social scene the Ladies Night was a great success and all members would agree the venue was an excellent choice. BBO's were held at various times throughout the year and the Social Committee organised all the catering for meeting convivials. Members were also catered for on both Sunday grand finals, which were a great success. The Association spent in excess of $14000 this season on social functions, yet some members seem to think this is not enough and expect more!

Congratulations to Terry Walsh and the Social Committee on a great job this season, with special thanks to Graeme "The Barman" Priest who made my job much easier.

1992 saw no increase in approved match fees from the NSWRL, but with the transfer of under 15's to Saturdays and touch judges for under 14's, the fee account was up by 19.5% on last season. Allocation of fees by computer again proved successful but all members must realise with over 200 games played every weekend, the failure to report changes to the Appointments Board can prove very frustrating at the end of the season.

Sponsorship again proved very handy and it is only with the continued support of commercial organisations that we can continue to provide members with all the benefits they have received not only this season but over the past few seasons. Negotiations are continuing with CARMEN to renew sponsorship for 1993 and both parties are very keen to maintain our current arrangement.

Under such a tight economy at the moment, several measures were implemented last season to curb expenditure in 1992. The purse strings were loosened a little but we MUST continue to keep expenditure under close scrutiny in the seasons ahead to ensure we can support the Association with current investments in the event of failing to secure a sponsor.

Annual Report - 14 - SOCIAL SECRETARV

It is with great pleasure that I present my first report as Social Secretary.

This season saw us move the meetings venue to Howell Oval Cricket Club. I believe this move went a long way to improving camaraderie within our ranks. The ability to cater for our post meeting convivial resulted in the Association saving money by the sale of drinks to offset the cost of food.

The Ladies Night was again the highlight of our social calendar. The venue was excellent and I would like to express my appreciation for the support the Social Committee received from the management and staff of the St Marys Leagues Club. A special thank you also to Marc Kerr for his assistance.

Several BBO's were held after training and convivials were also held after the Sunday grand finals. In summary, the members were well and truly looked after in 1992.

I would like to take this opportunity to thank the Social Committee for their assistance which ensured the social activities were always of the highest order. In particular, my gratitude to Graeme Priest, Peter Butler, Keith French, Mark Wilson and Chris Green.

I feel very proud to have worked with such a great committee which received excellent support from the members.

- 17 - Annual Report '92 RECRUITMENT

The 1992 season was a most rewarding one for the Association in the recruitment of new members.

The initial shortage of referees eased greatly following the success of candidates in gaining their mini/mod ticket. Overall a total of 43 candidates passed the mini/mod exam during 1992. Unfortunately, the same degree of success was not reflected in the number of candidates who gained their international ticket.

The lack of success at this level was not due to any lack of commitment by the coaching staff but rather the number of candidates who attended the coaching classes. This is an interesting statistic which should be reviewed initially by the Association and then referred to the NSWRL Coaching and Development Academy to see if similar instances were occurring elsewhere.

The Association should encourage all those members who hold a mini/mod ticket to progress to the next level and gain their international ticket during the 1993 season.

Our thanks to all those members who assisted us during the year, in particular Peter Kerr, and to the Principal and staff at St Dominic's College for the use of rooms once again.

One of the most important attributes of those who win the Jack Harris Merit Award is having the right attitude. Factors which display this attitude are:-

* You must love what you are doing. You should have a desire to make a difference in Association and you should have a passion for hard work.

* You must be a positive communicator in that you are a good listener and that all the comments you make about other members and the Association are positive and for the benefit of others. You should demonstrate tact and interpersonal skills by treating fellow members with dignity, fairness and respect.

* You should have a vision for yourself and the Association and you must constantly strive towards that vision. You should lead by example and demonstrate humility in that you recognise your place in the scheme of things.

* You must demonstrate a good sense of humour. No matter how frustrating the situations becomes at times, smile and continue with your task.

The Jack Harris Merit Award winner this year has displayed admirably all of the qualities mentioned above. He is a "Quiet Achiever'', who has assisted numerous members to attain their goals both on and off the field. By taking a positive approach to each of the challenges he has faced, this member has demonstrated integrity, trust, respect, sensitivity, understanding and competence in all that he does.

Season 1992 has been an extremely successful and fulfilling one for the Junior Branch. All members performed at a level admired by their peers and appreciated by players and their supporters. All members should be congratulated on these efforts.

Good results lead to other things, namely increased membership, and this year has seen an outstanding number of new junior members. There were 27 successful newcomers in '92 swelling the junior membership to a record high number. Such figures could not be possible without the time, dedication and patience of the Coaching Directors, John Jordan and John Skinner. We cannot express clearly enough our appreciation of their efforts.

Throughout the season the Junior Branch figured prominently on the appointments for Sunday fixtures and the most pleasing aspect of this was the number of new juniors who were regularly running "touches". This not only shows an eagerness to be involved but also an opportunity to learn more through experience from which we will all benefit.

The majority of juniors were rewarded for their efforts with appointments to Saturday grand finals. The level of appointment was certainly justified following the good work throughout the year. Members of the Junior Branch also received appointments as touch judges to Sunday grand finals.

In July, two of our members, Matthew Brennan and Brendan Egan were chosen to represent the Association on the annual Group 18 exchange. Although the weather was none too favourable, a good time was had by all and the experience gained invaluable.

I would like to thank the Senior Executive for their help and guidance throughout the season and the work they have done for the betterment of the Association. A special mention to Peter Browne and Marc Kerr for their assistance with appointments and fees and to Mrs Walsh for the provision of gear.

Finally I would like to thank my fellow Executive members - Peter Vromans, Malcolm Brown and Simon Payne. In particular a special thank you to Simon for his help as Assistant Secretary who filled in for Peter on several occasions. Without your help the season would not have run so well for the juniors.

Annual Report - 30 - SECRETARY'S REPORT

At the end of another season, the Junior Branch is able to look back on their efforts with a considerable amount of pride.

The 1992 season saw many 27 new faces join the junior branch adding a great deal of promising refereeing talent to the Association's ranks. Great thanks must go to John Skinner and John Jordan for their consistent coaching and ongoing work with the junior members.

Once again two of our members had the honour of participating in the Gold Coast exchange with Group 18. Congratulations to Brendan Egan and Matthew Brennan on their selection who represented Penrith with distinction.

Thanks must go to John Mewett, Appointments Board and Advisory Panel for their assistance during the year, especially in regards to their help with the new juniors towards the end of the season. Noel Cahill consistently helped at training throughout the year and this was much appreciated.

Members of the Junior Branch performed at a very high level throughout the season and were rewarded with appointments to grand finals on Saturdays and some were fortunate to be appointed as touch judges to Su.nday grand finals. Junior referees also participated in the Panther Trophy, Royce Simmons Shield and St Clair Knockout. The Development Panel members again did a terrific job ably assisting the juniors and I thank them on your behalf.

I would also like to take this opportunity to thank the Senior Executive for their assistance and support.

Congratulations to Matthew Brennan for receiving the Junior Merit Award, Troy Priest for the Most Improved Junior and Paul Carter for the Encouragement Award.

A special thank you to my Executive colleagues - Brendan, Simon and Malcolm. In particular, my appreciation to Simon Payne who filled in for me at meetings when studies kept me away.

I hope it was an enjoyable year for everyone and valuable for your experience. Everyone keep safe over Christmas and I look forward to seeing you next year.

- 31 - Annual Report '92 MICHAEL GRADY MERIT AWARD

The 1992 season was a very good one for the Junior Branch and the selection of a winner of the Michael Grady Merit Award was a very difficult task indeed. The task was not made any easier by the large increase in numbers during the year.

The members of the Committee took into account several factors in determining the winner for 1992. It was essential to consider the member's contribution to the promotion of the Junior Branch, commitment to refereeing and most importantly, pride in being a member of the Association.

Several members came into consideration for the Merit Award and anyone of three or four members would have been deserving winners for 1992. After a lot on consultation, consideration and deliberation, the Committee decided a fitting recipient would be MATTHEW BRENNAN.

Matthew attended meetings, refereed on Saturdays and Sundays and was rewarded with appointment to the Under 12 Division 3 grand final. He was also selected to represent the Association as part of the Group 18 exchange.

Matthew is a good listener and received many favourable reports for his performances during the season. Most importantly his manner both on and off the field is a credit to the Junior Branch and the Association.

Congratulations Matthew, and to all juniors - the rewards are certainly there if you are prepared to put in the effort.
