Recommendations

1. Rather than dismissing a state government as uninterested in adoption, policy implementers should actively show interest in helping states to address the peculiar challenges that constrain adoption. For instance, rather than first insisting on the FSSHIP, the NHIS and HMOs could engage with states that have existing financial risk protec- tion measures to propose and implement strategies or products that show how public funds may be better utilized through insurance. Such products may enhance the acceptability of the FSSHIP and the willingness to make contributions to it.
