    Western Europe Great Britain National Affairs J_ HE YEAR 1986 WAS marked by sharply contrasting trends in political and economic affairs. Notable improvement took place in labor-industrial relations, with the total of working days lost through strikes the lowest in over 20 years. By contrast, the total of 3.2 million unemployed—about 11 percent of the working population—represented only a slight decline over the previous year. Politically, Prime Minister Margaret Thatcher's Conservative government made a remarkable late-year recovery, following some early disasters. The year began with two cabinet resignations, first that of Defense Secretary Michael Heseltine, soon after that of Secretary of Trade and Industry Leon Brittan. The two ministers had clashed over conflicting plans for saving the ailing Westland helicopter company. Following this controversy, the government retreated, in the face of opposition on patriotic grounds, on plans to sell Leyland Trucks to the General Motors Corpora- tion and Leyland Cars to the Ford Motor Company. Another threat to the govern- ment was the drop in the price of North Sea oil from $20 a barrel in January to $10 in the summer, although it recovered to $15 by the end of the year. Early in the year, public-opinion polls showed the Conservatives having 33 per- cent support, compared to Labor's 38 percent, and the Social Democratic/Liberal Alliance's 28 percent. By the end of the year the respective percentages were 41, 39, and 18. Although several Tory victories in local elections in September and October appeared to signal an upward trend, the recovery was perhaps due less to the Conservative party's achievements than to opposition to the defense policies of Labor and the Social Democratic/Liberal Alliance.

    2002 On January 3, Palestinian security authorities in the West Bank city of Hebron descended on the offices of the weekly newspaper, Hebron Times, and ordered its immediate closure, according to CPJ. No official reason was given, but staff from the newspaper alleged that the PNA was responding to US "pressure" to close the paper, which has frequently criticised Israel and the United States' Middle East policies. According to information obtained by RSF, since the beginning of 2002, with some exceptions, the GPO has not renewed press cards for Palestinians working for international media organisations. This decision, which affects journalists living in the Occupied Territories who work in Jerusalem as well as those who both live and work in the Occupied Territories, is said to be for "security reasons“. Without press cards, Palestinian journalists are at the mercy of the Israeli security forces, who have the authority to refuse them access. For example, Awad Awad, a Palestinian photographer for Agence France-Presse (AFP) in Ramallah, was unable to enter Jerusalem on January 14. He was stopped at a checkpoint because he did not have an Israeli press card. On January 15, 29 media organisations in Israeli and Palestinian Authority territories, including Reuters and RSF, issued a joint statement expressing concern and urging the government of Israel to renew accreditation of Palestinian journalists. The new regulation, which went into force on January 1, appears to be designed to prevent fair and balanced coverage of the Israeli-Palestinian conflict, coming on the back of a year in which Palestinian journalists had largely been prevented from entering Israel due to the "security situation".

    National Resilience, Politics and Society Volume 1, No. 1, Spring 2019, pp. 53-80 DOI: https://doi.org/10.26351/NRPS/1/3 Realism versus Utopianism in Civics Textbooks Hadar Lipshits Abstract The three basic subjects in civics in Israel are: a Jewish state, democracy, and the system of government in Israel that combines its Jewish and democratic character. The issue in general and the civics textbooks in particular, have become subject to controversy in recent decades. A quantitative and qualitative study of the three authorised textbooks in Israeli schools revealed a common liberal tendency, albeit with significant differences between them. One defines democracy as an imperfect form of government, while the others define it as a humanistic and liberal worldview and a system of government whose laws are just and moral. The realistic textbook presents Israel as imperfect, like all democracies, while the utopist textbooks present Israel as democratic only to the extent that it is a utopia. This paper proposes that the realistic approach be preferred in order to create a consensus for teaching the subject, and to train the citizens of the future for the reality of Israeli democracy.
