    CHESHIRE EAST COUNCIL REPORT TO PORTFOLIO HOLDER – FINANCE Report of: Head of Communities Subject/Title: Transfer of Assets for community use Date of Meeting: 13 th April 2015 Portfolio Holder: Councillor Peter Raynes 1.0 Report Summary 1.1 As a Residents First Council, Cheshire East is building on the success of the work undertaken to date by transferring assets to Town and Parish Councils, allowing communities to take control and be responsible for the delivery of services at a local level to maximise community benefits. 1.2 In September 2011, Cabinet approved a list of 49 possible asset transfers, referred to as the Appendix ‘A’ list. To date, 37 (2 to complete soon) of those 49 asset transfers have successfully been completed, resulting in a raft of benefits being realised to further improve service delivery at a local level. The 12 outstanding assets are still being considered by the relevant Town and Parish Councils, and work continues to progress these. 1.3 The main aim of transfers is to strengthen our communities, allowing them to deliver local services. Transferring the assets has realised cost savings to the Council, but more importantly, it has enabled buildings to remain open and become sustainable. It has increased use by local communities, providing a wider range of services and activities, and attracted additional grant funding to improve local facilities. 1.4 Asset transfers strengthen our work to develop Community Hubs, working with local communities to identify the right places from which to deliver the right services at the right times. 1.5 In 2011, further asset transfer requests were reserved for consideration and placed on an Appendix ‘B’ list to be approved by the Portfolio Holder on a case by case basis.

For the avoidance of doubt, this document does not constitute a legal contract. Once this agreement is in place it should minimise the administration for the council, providing just one channel for information and support regarding face-to-face fundraisers, as nominated ‘gatekeepers’ only have to deal with one organisation, the IoFCD, instead of dealing with each individual charity and fundraising organisation separately. 2 Statement of Conformity All fundraisers will abide at all times by the relevant elements of the Fundraising Regulator’s Code of Fundraising Practice, and Rule Books, or face the appropriate penalties.     Cheshire East Council Community Governance Review Part One: Report Section 1: Introduction Background and methodology Between 28th October 2019 and January 31st 2020 Cheshire East residents and other stakeholders were invited to provide comments and views on how effective they felt current governance arrangements were and if they felt changes, if any, were required and why. The comments and views received will form part of a review of town and parish council governance arrangements across the Cheshire East Borough. The overarching purpose of the review is in accordance with the 'Department of Communities and Local Government and Local Government Boundary Commission for England guidance on Community Governance Reviews’ [LGBCE Guidance] to “ensure that community governance arrangements continue to reflect local identities and facilitate effective and convenient local government.” The Council has also undertaken some preliminary analysis of each of the town/ parish council wards within the borough including details of current electorate and councillor representation, together with electorate growth forecasts that take account of expected future house-building. The council has also received a small number of requests from parish councils to review their specific governance arrangements. The online survey was promoted via a media release, on the council’s website and on social media platforms. Paper copies were sent to libraries and key contact centres and an engagement event with town and parish councils was held. Overall 276 responses were received either via the online/ paper survey or sent by e-mail. The aim now is to review and assess all the preliminary analysis conducted alongside the comments and views received.

It was queried what the wording on the postal voting paper would say. Lindsey Parton – Outlined the wording on each of the three voting papers. She explained that this was a form of consultation, along with the representations which were expected to be received, and was not a binding ballot. The feedback would have to be measured and there would be a summary of the voting papers received. 2. It was suggested that the voting paper for Wilmslow was “slightly skewed” and it was considered that the wording on each of the three voting papers should be the same.

    Report for Nantwich Town Council Finance Committee Item 5 th Date of Meeting: 28 January 2021 Budget/Precept – Consideration of Resident correspondence 1. Purpose of Report To consider concerns received and raised during the last meeting of the town council on 14th January 2021. 2. Background During the last meeting of the town council two members of the public presented written statements raising concerns on the process taken by the town council in preparing its budget and the resulting level of precept. In raising their concerns comparisons were made by the residents with other neighbouring Cheshire East Town Council budgets and precept levels. In addition, concerns were raised about the financial management of the Civic Hall, asking that this is addressed before further consideration is given to taking on additional services from Cheshire East. 3. Considerations The Clerk has researched the six Town Councils detailed by one of the residents; Congleton, Knutsford, Sandbach, Alsager, Crewe and Macclesfield, paying particular attention to budget and precept levels, services provided, number of staff employed, Town Hall/Civic Hall costs. 3.1 Congleton Town Council The only information available is up to 2020/21, with the current precept of £923,674. There is other income listed from devolved services; from Cheshire East Council for Streetscape services of £366,702, and external streetscape service income of £15k, Town Hall expected income of £125,000. The total budget for 2020/21 was £1.4m. The council tax base for Congleton during 2020/21 was 10,342.75 almost double to that of Nantwich’s tax base of 5,486.86.
