Objective: In today's world, road and transport have become an integral part of every human being. Everybody is a road user in one shape or the other. The present transport system has minimized the distances but it has on the other hand increased the life risk. The aim is: • To impart essential knowledge about roads and traffic to school children • To make them familiar with the rules of road and their importance • Today's children are tomorrow's adult. Teaching them the right way to commute and using public spaces at an early age will lead to responsible behaviour in the future and help in reducing number of accidents, incidents of road rage etc • It will inculcate discipline while on playground, in library, assembly ground, labs etc. 2. Guidelines: 1. Two students, preferably a boy and a girl from each section of all classes should be appointed as traffic wardens. 2. These students will automatically become members of the Youth and Eco Club (YEC) already set up in schools under Samagra Shiksha, thereby ensuring convergence of activities. The Physical Education teacher will be the Nodal Officer for Traffic Wardens and should disseminate the necessary instructions to students. 3. These students should be provided badges with nomenclature like- TW-IX A (Traffic Warden of IX A) TW-VIB (Traffic Warden of VI B) 4. The badges can be colour coded like the traffic signal colours of Green, Orange and Red for various classes/section/wings/Blocks etc 5. The Traffic Wardens should be provided whistles, caps, fluorescent jackets, pointers, Stop/Go signboards etc. for inculcating a sense of pride in them for responsibly taking up the task of following traffic rules in right earnest 6. The Traffic Warden's shall monitor and regulate the arrival and dispersal of students in school. 7. They shall also regulate the movement of their respective classes while going or coming back from the Morning Assembly , playground, library, labs etc 8. The YEC shall draft a School Safety Manual for their schools with detailed guidelines for ensuring accident free school environment. 9. Every Wednesday, the Traffic Warden's shall address the assembly by rotation on Traffic Rules, safety concerns, road signages, travel markings, traffic signals etc to acquaint them with the language of road. 10. The Traffic Wardens can also be assigned free periods to orient students in traffic rules and impress upon them the importance of following rules. 11. Traffic signals can be set up inside the school , at the crossing of paths to enable the children to learn by doing the school corridors can have yellow line markers to indicate lanes, zebra crossings in front of rooms, up and down markers on the stairs etc to teach traffic rules. 12. The school can coordinate with Delhi Traffic Police, DMRC personnel to conduct sessions to sensitize the students in the right etiquettes of commuting/road safety rules. 3. Suggested activities: i. The Traffic Warden shall be deployed at the school gate at arrival and dispersal time to regulate the traffic to enable school children to cross the road safely. ii. The school can contact the Road Safety Cell of Delhi Traffic Police to conduct 'Traffic Drill' for these traffic wardens. The Cell even organises training for these children at the various traffic training parks. The proposal of the same is attached as well. During these Covid times, the schools can request traffic authorities to conduct virtual classes about road safety education. iv. The school can organise visits to the Traffic Training Parks of Delhi Traffic Police by contacting the above mentioned details to impart road safety education in a practical way and learn about traffic rules. v. The schools can visit the Delhi Traffic Police website to go through the literature on Road Safety for preparation of School Safety Manual. https://delhitrafficpolice.nic.in/literature-students Do's and Dont's for Children: While Walking to School: • Always walk on the footpath. On roads without footpath, walk on the extreme right hand side of the roads. • Do not be impatient. Do not rush or run on the road. • Cross only at Zebra crossings, traffic signals, subways, foot over-bridges. Where such facilities do not exist, look for a safe place to cross. • At the signal lights, cross only on a clear green signal. If an intersection is controlled by a policeman or traffic warden, cross only when he signals you to do so. • While crossing one-way streets, remember that the traffic will usually be moving in a number of lanes and at higher speeds. Do not cross unless all lanes are clear. • Running across the road is a bad idea, as you may slip and fall. While going by bus • Leave home well in time, so that you won't have to run to catch the bus. • At the bus stand, always follow the queue. Board the bus only after it has come to a halt, without rushing in or pushing others. • While in the bus, shouting or making a noise is definitely bad manners. Such behaviour can also distract the driver. • Always board and alight at a bus stop and never at a red light crossing or unauthorized bus stop. • Always hold onto the handrail if standing in a moving bus, especially on sharp turns. • Do not sit, stand or travel on the footboard of the bus. • Do not put any part of your body outside a moving or stationary bus. • Always adhere to the bus safety rules. 4. The list of schools where funds for Traffic Warden in schools is allocated by Ministry of Education is placed from Annexure I . 7. All the Heads of concerned schools mentioned in lists placed at Annexure I will initiate the activities of the 'Traffic Warden in schools' as and when schools reopen, complying with Covid-19 Guidelines regarding social distancing, sanitization etc or conduct virtual classes with Traffic Police and submit a compiled report of the activities undertaken w.r.t 'Traffic Warden in schools' along with photographs and video clippings and a copy of the School Safety Manual to the concerned DURCCs of their respective district through mail by February,2021. 8. The DURCCs are hereby directed to compile the reports of their respective districts and forward the same to SS, HQ by 15th March, 2021 Positively. 9. The 'Traffic Warden in schools' Reports received from the Districts shall be compiled at SS-HQ level and the compiled State Level Report shall be uploaded on the Shagun Portal, MHRD after approval of Principal Secretary (Education) /Chairman, EC-UEEM.
