With their depth of expertise and complex problem-solving skills, these graduates are well placed to create opportunities while addressing challenges across sectors. PhD-holders also benefit society in other ways, generating new knowledge during their studies and advancing understanding across disciplines. Furthermore, these graduates have high expectations of themselves and want to make a difference. Despite their value, PhD grads are increasingly confronted with roadblocks on their entry into the labour market. While there has always been some variation across academic disciplines, many graduates traditionally moved into the professoriate. This path still exists but is available to fewer individuals. In the last decade, there has been a decrease in the number of assistant professor positions while the number of people graduating with PhDs in Canada has steadily increased. At the same time, expected increases in the number of high-quality industry and public sector jobs have not materialized. New graduates may face extended periods of temporary employment, underemployment, or unemployment, whether they are attempting to enter academia, or the public or private sector. The difficulties facing PhDs raise important questions about the nature of PhD education in Canada and how to ensure the potential of PhD graduates is fully realized. The Panel’s report seeks to spark a conversation about these issues by detailing the challenges faced by PhDs as they begin their careers, key factors contributing to these challenges, and promising practices to address them. The Panel recognizes that many of the challenges facing PhD graduates as they transition to the labour market are formed by their experiences during their studies. Degrees of Success considers how a range of stakeholders can influence those experiences at various stages in PhD students’ development. These include universities, governments, employers, as well as the students and graduates themselves. When the CCA was asked to undertake this assessment, and while the Panel deliberated, the challenges facing PhD graduates in Canada did not include entering a labour market drastically altered by a pandemic. Its long-term effects on the economy and society remain uncertain in many ways, and a near-absence of data means that this aspect could not be explored by the Panel. SHEEHAN* ABSTRACT This paper relates the changes that have occurred in historiography over the last couple of decades to the present state of writing on the history of higher education in Canada. The existing bibliography has laid the groundwork and the 'new' history offers the means by which the complex relationships between society and institutions of higher learning can be synthesized. A few examples of the kinds of questions that need to be asked and of some assumptions that need analysis are given. By looking at all phases of universities - professors, students, women, administrative and academic matters; by using quantitative as well as qualitative research techniques; by consulting government, church, local and business sources as well as university material; and by analyzing and critiquing the newer historians of higher education can help Canadians understand the traditions and mores of individual institutions as well as the collective impact of higher education on the society. For further information, readers may wish to explore the additional resources listed on page 9. What Is Academic Freedom? American higher education relies on the fundamental value of academic freedom. Academic freedom protects college and university faculty members from unreason- able constraints on their professional activities. It is a broad doctrine giving faculty great leeway in addressing their academic subjects, allowing them even to challenge conventional wisdom. Under principles of academic freedom, a faculty member may research any topic. He or she may raise difficult subjects in a classroom discussion or may publish a controversial research paper. WESTERHEIJDEN* <Abstract> Comparing and contrasting reforms of governance arrangements in higher education systems in Europe (the United Kingdom and the Netherlands provide two very different examples) with those in Japan, the paper focuses on the consequences of state-level governance reform for shared governance in the university. It gives a systematic comparison based on the ‘autonomy scorecard’ and applies notions from the ‘governance equalizer.’ The paper considers major New Public Management (NPM) governance reforms in the three countries. It shows that universities remain mostly autonomous in the UK, while ‘post-NPM’ mixed governance predominates in Japan and the Netherlands, with each country affecting institutional autonomy differently. In all cases, institutional autonomy increased in some respects and diminished in others. Concise comparisons are made for four dimensions (organisation, finance, staffing and education) and per underlying indicator. Executive heads’ (Presidents’) appointments and quality control over education are taken as strategically important indicators for shared governance within institutions. Managerial and external guidance grew more strongly in the two European countries than in Japan, though academic self-governance declined in all three.     Academic Freedom and Professorial Speech in the Post- Garcetti World Oren R. Griffin* I. INTRODUCTION Academic freedom, a coveted feature of higher education, is the concept that faculty should be free to perform their essential functions as professors and scholars without the threat of retaliation or undue admin- istrative influence. The central mission of an academic institution, teach- ing and research, is well served by academic freedom that allows the faculty to conduct its work in the absence of censorship or coercion. In support of this proposition, courts have long held that academic freedom is a special concern of the First Amendment, granting professors and faculty members cherished protections regarding academic speech. As early as 1957, in Sweezy v. New Hampshire,1 and as recent as 2006 in Garcetti v. Ceballos,2 the Supreme Court has grappled with clari- fying academic-freedom protections. In Garcetti, the Supreme Court held that when public employees make statements in the course of performing their official duties, they are not insulated by the Constitution from em- ployer discipline.3 Pursuant to Garcetti, it becomes plausible that a facul- ty member’s expression or speech, at least at a public college or universi- * Oren R. This study focuses on how institutional management decisions on operational matters are affecting this experience, rather than on teaching and learning activities. We appreciate that many surveys and discussions of the student experience include aspects of teaching and learning, but here we aim to distinguish between the two. We conceptualised our study in terms of ‘the student journey’, which we divided into these components: the application experience – covering the interactions between potential students and the institution, up to the point of arrival; the academic experience – students’ interactions with the institution associated with their studies, excluding for these purposes teaching and learning processes; the campus experience – student life not directly connected with study, which may include activities away from the actual campus (insofar as one exists); the graduate experience – the institution’s role is assisting students’ transition to employment.
