Persons desiring to apply for JTBS can download the application form, terms and conditions from above website and they will have to submit the cost of application form by means of demand draft of `1180/- including GST payable in favour of Senior Divisional Finance Manager, West Central Railway, Bhopal, along with the duly filled application form. Applications can also be obtained in the office of DRM (C)/BPL by paying the cost of application form by means of railway receipt of `1180/- including GST on all working days from 10:00 hours to 16:00 hours (other than last day). Duly filled in applications along with necessary form cost and EMD and enclosures are to be dropped in the box kept in DRM (C)/BPL up to the scheduled time and date as given below:- Last date for downloading of forms 31.12.2019 up to 13:00 hours Last date for submission of forms 31.12.2019 up to 15:00 hours Date of opening of application forms 31.12.2019 at 15:30 hours Hcl E_JTBS_Tender 15 11 2019 5 Eligibility Criteria 1. Applicant should not be under 18 years of age and should be at least Matric pass or equivalent. Age certificate should be submitted along with the application. 2. Applicant should submit a character certificate from District Magistrate/ Additional District Magistrate/Sub District Magistrate/Block Development officer or Tehsildar. However, before appointment as JTBS, the applicant will also have to produce a certificate from the police station serving his/her locality that no criminal case is pending against him/her be. 3. Applicant should submit an Earnest Money of `2000/- in form of DD/BC/Cash/FDR payable in favour of FA & CAO, West Central Railway, Jabalpur with minimum validity of 3 months. 4. For reserve category, relevant current certificate from concerned authorities should be produced. 5. Applicant should submit a solvency certificate regarding financial status for a minimum of `20000/- . 6. Applicant should be residing in the municipal limits of the city/district in which JTBS is being appointed. Terms & Conditions 1. After allotment, JTBS will have to procure UTS terminal and terminal equipment. VDU, key-board, Printer, as per specification provided by the Railway. List of equipment required by JTBS is as under :- (a) Dial up Modems with accessories - 02 Nos. (b) Dumb Terminal - 01 No. (c) Thermal Ticket Printer - 01 No. (d) Report Printer - 01 No. (e) Key board - 01 No. (f) The approximate cost of above mentioned equipments is about `100000/-. 2. After allotment, applicant should be prepared to give `25,000/- refundable security deposit in the form of DD/Cheque in favour of FA & CAO(T), West Central Railway, Jabalpur. This amount is other than the equiment cost mentioned above. 3. JTBS should deposit with Railways the prorata cost of terminal server, main server and installation commissioning charges (connectivity charges) of the equipment at his premises. The approximate present cost is about `20,000/- per JTBS will be borne by JTBS. 4. After allotment, for issue of tickets applicant will have to deposit money in excess of `10,000/- in the system, and JTBS will be able to issue tickets for the money in excess of `10,000/- in his/her account. Thus, a minimum of `10,000/- will always be retained in system. 5. On completion of the contract, pending dues will be adjusted from the security deposit and balance will be returned to JTBS. 6. Not more than one application shall be accepted from any individual. 7. All costs initial as well as recurring including equipments and channels would have to be borne by JTBS. 8. Proposed locations for JTBS should be prominent places and important public place in the city like areas near railway stations, bus stands, markets, hospitals, etc. The Hcl E_JTBS_Tender 15 11 2019 6 premises selected for issue of JTBS tickets should have easy accessibility to all the citizens. 9. Proof of financial standing to mobilize resources to employ the requisite staff and run the unit and previous record, if any. 10. Railway administration reserves the right to cancel this notification and to cancel proceedings on received applications without giving any reason. 11. If the JTBS fails to start working of counter within stipulated period, railway administration reserves the right to cancel the allotment and deposited bank guarantee will be forfeited. 12. If the day of opening of applications is declared holiday, the same will be done on next working day. 13. JTBS will be authorized to issue SECOND CLASS UNRESEVED TICKETS and PLATFORM TICKETS and RENEW SEASON TICKETS (treated as single passenger) only from JTBS counter for which JTBS will be authorized to collect `2/- per passenger as commission, for unreserved ticket and `5/- for season ticket. This amount will be reflected on ticket as commission. 14. JTBS will have to open the UTS counter at his/her premises for 24 hours and should observe the working time of station booking office. 15. GST will also be applicable. 1. Procedure for keeping a record of tickets issued by JTBS:- (i) JTBS will be given UTS terminal for which all the costs initial as well as recurring including equipments and channels would have to be borne by JTBS. (ii) JTBS will be responsible for the safe custody of the ticket rolls. In case of any loss on this account, necessary debits will be raised against him/her as per extant guidelines. (iii) Proper record of tickets rolls issued to the JTBS will be kept by the Commercial department of the station serving the JTBS. (iv) JTBS may submit the account of sale to serving station on daily basis along with value of tickets sold. (v) Proper accountal of UTS ticket stationary may be ensured and checked through surprise checks. (vi) JTBS will be authorized to issue cash ticket only. As a special case JTBS is authorised to sell of unreserved concessional tickets to Senior Citizen. (vii) Refund cases of tickets issued from such private booking agents may be allowed at serving station after verifying accountal of the ticket in the system. (viii) JTBS will submit a daily statement to the Station Master/Station Manager or any other nominated officer indicating the details of tickets sold along with the value. Station Master/Station Manager or any other nominated office will maintain proper record of daily sale of tickets by JTBS. (ix) A consolidated statement of ticket rolls supplied to and details of tickets sold by JTBS will be submitted by Station Master/Manager or any other nominated officer to DCM/Sr. DCM every month. (x) JTBS will not issue ticket from station premises. (xi) JTBS will be authorised to issue only unreserved tickets. Also, JTBS may be allowed to renew season tickets. Each season ticket is to be treated as single ticket/single passenger for the purpose of levy of service charge (commission). Hcl E_JTBS_Tender 15 11 2019 7 2- Check on sale of ticket by JTBS:- (a) Suitable mechanism may be put in place to guard against possibility of any fraud in UTS ticket. (b) A close watch will be kept on the working of JTBS and irregularity, if any, will be reported to DCM/Sr. DCM for taking immediate corrective action. (c) Ticket Checking staff of the division will keep a watch on the tickets issued. In case of any irregularity, immediate action should be taken for information all concerned. (d) Railways may also arrange for other checks by Commercial and Accounts staff on the working of the JTBS as prescribed for City Booking Agencies, Halt Agents and as applicable.
