PARISH MAGAZINE MARCH 2 0 2 0 50p What the Ipswich Road roundabout can teach us about Lent For those who need to travel regularly around the Ipswich Road rounda- bout, the (I’m assured) impending completion of the roadworks must be a cause for celebration. When there are distractions, obstacles, and frus- trations making our daily lives more difficult, it’s easy (and quite natural) to become obsessed, dejected, angry - or all three! At the heart of Lent is the idea that – unlike the Ipswich Road roadworks – we have it within ourselves to remove some of the distractions, obsta- cles and frustrations in our lives that get between us and God’s love for us. Actually, that’s not quite right: we don’t do this ourselves – through our own power alone – but by asking for God’s assistance. And making that prayer for God’s help is itself part of the solution. We follow in a very long tradition of people asking God for assistance! “Hear, O Lord, when I cry aloud, be gracious to me and answer me!” “Lord, I believe; help my unbelief!” Instead of trying to remove those things which distract us from, or ob- struct, God’s love by obsessing about them and allowing them to loom ever larger, we should bring them to God and accept his help. When we do this, we turn our face to God, we reach out to God: we repent! So maybe the real danger each Lent isn’t the obstructions and distrac- tions in themselves, but thinking we can deal with them without God, rather than reaching out for God? When we reach out, we avoid the temptation to treat self-denial as if it is some ‘holy’ act of self-harm (which God never wants for us).

    The Bishop’s Chaplain The Bishop of Chelmsford seeks to appoint an Anglican priest to act as Chaplain to assist him in his diocesan role. The Post The role of Bishop’s Chaplain encompasses spiritual, liturgical, executive, pastoral, research and communication responsibilities. The role requires someone with clarity of thought, ability to work on complex issues with tact and diplomacy, an eye for detail as well as an appreciation of wider issues, excellent administrative and interpersonal skills and the capacity to manage and prioritise their workload according to the Bishop’s work agenda. The Chaplain will advise and be a sounding board to the Bishop and work collaboratively with other members of the team. The person appointed will need to be resilient and dependable, impartial and good humoured and have emotional and spiritual intelligence to navigate a varied, challenging and fulfilling ministry. The Chaplain will be paid a salary which will be the equivalent of an incumbent status stipend, be in receipt of a non-contributory Clergy Pension and be provided with a house free of rent and Council Tax in close proximity to Bishopscourt in order to carry out their duties more effectively. There is a national Bishop’s Chaplains’ network which provides peer support. The post is subject to Enhanced DBS (Disclosure and Barring Service) Clearance.     Serving with Accountability - 2019 2015 was the first year that we tried to incorporate the ‘serving with accountability’ dimension of ‘Transforming Presence’ alongside a slimmed down format for the Archdeacons’ Articles of Enquiry. As you know, the vision expressed in ‘Transforming Presence’ makes spirituality and evangelism two clear priorities in the life of the church, along with the need to re-imagine ministry. Nevertheless. there needs to be some means whereby this is joined together – hence the importance of serving with accountability. Every PCC is being invited to do a ‘self-audit’ in the light of the themes of ‘Transforming Presence’. The set of questions below will help you in that task. It is not intended that PCCs should cover all nine in any one year, but you may wish to look at the two or three areas where the church is doing well or to identify any weaknesses that are felt to be a hindrance to the church's mission. You should aim to consider each of the nine questions at some point over the next few years. Once you have conducted this year’s exercise, please let us have some notes of your discussions. It would be good if you could also review last year’s response as well, so that progress can be celebrated and new challenges identified.     Dear friends in Christ, Taking action to change climate change Two years ago when I visited our partner diocese of Marsabit in Kenya it had not rained for over 18 months. Bishop Qampicha drove me across the diocese, close to the border with Somalia. We passed dried up rivers where I saw an elephant digging for water with its trunk in the river bed. I visited villages where the water hole had been empty for months. We went to a reservoir where many people gathered with their animals, but I was told there was probably only enough water left there for another two months. People were travelling vast distances to come to it. Fighting regularly broke out, fuelling already anxious and volatile tribal tensions. We came across nomadic people who had abandoned the lifestyle of centuries to settle by the edge of the one tarmac road that went through the area. They showed us the skeletons of their animals that had died. They now spent their days by the side of the road waiting for the little aid that was available to fill their containers with water. I was witnessing a whole way of life disappearing, and with it, violence was escalating: scarcity of water was the reason. Everywhere we went children hailed us as we drove by. At first I thought they were just pleased to see us. This is true of children everywhere in the world. Then I saw they were shaking upturned empty plastic bottles. Yes, they were pleased to see us: they knew we had water on board.

    COST OF MINISTRY 2020 The Church of England in Essex and East London Diocese of Chelmsford FOREWORD FROM BISHOP STEPHEN It costs £22.1M to support mission and ministry in the Diocese of Chelmsford. When we received a subsidy from the National Church of £3.1M we were able to pass this on to parishes. This meant that even though many parishes faithfully paid 100% of the parish share we asked from them, this was less than the actual costs of providing a priest. All this has changed. The subsidy we received is disappearing. In parallel, we have a rising deficit. We now have to pay the entire cost of ministry. And we are no longer able to subsidise most parishes, albeit we remain committed to financially supporting parishes in deprived areas. This is one of the reasons we have been forming Mission and Ministry Units. MMUs enable us to ensure a sustainable ministry in each place. Each MMU can have at least one stipendiary priest and hopefully a number of self-supporting clergy and licensed and authorised lay ministers. But all this has to paid for. This is why our new share scheme is based upon a cost of ministry model. This booklet is designed to help you understand how the finances of the diocese work and particularly the cost of a stipendiary priest. Paying for this must be the responsibility of the parishes working together in their Mission and Ministry units.
