    Broadcasting Decision CRTC 2009-145 Ottawa, 17 March 2009 Various specialty, pay, pay-per-view, video on demand and, satellite-to-cable undertakings and community-based television programming undertakings Across Canada Administrative renewals 1. The Commission renews the broadcasting licences for the various programming undertakings set out in the appendix to this decision from 31 August 2009 to 31 August 2010, subject to the terms and conditions in effect under the current licences. 2. This decision will enable the Commission to consider the further renewal of various specialty, pay, pay-per-view, video on demand and satellite-to-cable undertaking licences by taking into account the determinations in Regulatory frameworks for broadcasting distribution undertakings and discretionary programming services, Broadcasting Public Notice CRTC 2008-100, 30 October 2008. 3. In addition, this decision will enable the Commission to consider the further renewal of community-based television programming undertakings by taking into account the determinations that will result from its review of the regulatory frameworks for community-based media to be scheduled in November 2009. 4. It will also permit the Commission to consider the renewal of the major conventional broadcasters at public hearings to be scheduled in April 2009 (CTV, Canwest, Rogers, TVA) and September 2009 (CBC/SRC). 5. This decision does not dispose of any substantive issue that may exist with respect to the renewal of these licences and interested parties will have an opportunity to comment at the appropriate time.   • Spiritual Odysseys in Children's Television
    Spiritual Odysseys in Children’s Television The story of Odysseus’ wanderings is part of North American story telling to the point that it can be classified as modern folklore. (Hardwick 2007). Although other aspects of Homer’s Odyssey, such as the Telemachiad and the Phaeacians, have fallen by the wayside, the dangers, temptations, and adventures that Odysseus encounters on his journey home are interwoven throughout much of children’s literature (Norton 2003, Huck & Kiefer 2004). Unsurprising, visually appealing encounters with sirens, Cyclopes, and sentient whirlpools often appear in children’s television. However, these exciting encounters are only the superficial focus of their stories. Instead, children’s television often transforms the myth of Odysseus’ journey into a journey of personal growth for the shows’ young protagonists. It is not uncommon for televised adaptations of the wanders of Odysseus to relegate Odysseus to a secondary role or outright replace him with a younger character. To give a few examples, Duck Tales’ episode “Homer Sweet Homer” sends Odysseus’s nephew, Homer, to retrace his famous relative’s steps with the help of the McDuck family, and Odie, a descended of Odysseus in Class of the Titans, encounters Calypso, Scylla, and Aeolus in the episode “Odie- sey.” These youthful characters act as stand-ins for the young viewers. As a result, Odysseus becomes older relative or father-figure to the young travelers and an object of inspiration. As the heroes make their journeys, they also struggle with their own personal feelings of weakness, failure, or inferiority and aspire to match Odysseus’ accomplishments. Rather than exploring all instances of this phenomenon, the paper will seek to illuminate the personal growth aspects of Television Odysseys through one example, an episode of Martha Speaks called “Truman and the Deep Blue Sea.” Martha Speaks is a television show aimed at children from ages 4 to 7.

The applicant requested authorization to permit Encore’s channels to be provided as an unencrypted service that can be distributed on discretionary analog tiers of broadcasting distribution undertakings (BDUs). Background 2. Encore is authorized to serve western Canada on an encrypted discretionary basis. It provides programming that is packaged by theme for delivery by BDUs to their subscribers on multiplexed program channels. Encore’s channels consist primarily of feature films copyrighted at least five years prior to the year of their exhibition on the service. Encore Avenue Ltd., the licensee company, is indirectly owned by Corus Entertainment Inc. (Corus). 3. Introduction 1. The Commission received applications by various licensees, all controlled by Corus Entertainment Inc. (Corus), to amend the broadcasting licences for nine national, English-language specialty programming undertakings so that they may be made available for distribution in high definition (HD) format until the end of their licence terms. A list of the application numbers, licensees and the names of the specialty programming undertakings to which this decision applies are set out in the appendix to this decision. Intervention 2. The Commission received one intervention from an individual opposing the applications. The intervention as well as Corus’s reply is available on the Commission’s website at www.crtc.gc.ca under “Public Proceedings.” 3. The intervener opposed the applications on the grounds that the applicants have not indicated when HD programming would become available. He noted that other specialty services that have received the same authorization have not yet launched HD versions of their services. 4. In reply, Corus indicated that it is pursuing concrete measures with the objective of launching HD versions of the services as soon as possible. However, Corus submitted that it cannot specify a date for the launch of HD services because of practical considerations such as the necessity of negotiating carriage with a variety of terrestrial and direct-to-home broadcasting distribution undertakings (BDUs).
