10 Cleaning Up the Energy Sector Victory is when we won’t buy any Russian gas. —Prime Minister Arseniy Yatsenyuk1 Ukraine’s energy sector is well endowed but extremely mismanaged. Since Ukraine’s independence, it has been the main source of top-level corruption, and its prime beneficiaries have bought the state. This long-lasting policy has undermined national security, caused unsustainable public costs, jeopardized the country’s balance of payments, led to massive waste of energy, and capped domestic production of energy. It is difficult to imagine a worse policy. In- stead, conditions should be created so that Ukraine can develop its substantial energy potential and become self-sufficient in coal and natural gas.2 The solution to these problems is no mystery and it has been elaborated in a large literature for the last two decades. To check corruption energy prices need to be unified. That means raising key prices four to five times, which will eliminate the large energy subsidies and stimulate energy saving, while also stimulating domestic production of all kinds of energy. To make this politi- cally possible, social compensation should be offered to the poorest half of the population. The energy sector suffers from many shortcomings, and most of these need to be dealt with swiftly. Otherwise, new rent-seeking interests will evolve, and soon they will become entrenched and once again impossible to defeat. Yuriy Vitrenko, who was named CEO of Naftogaz in late April, told RFE/RL on June 9 that he was behind many of the company's reform initiatives since 2014. Vitrenko's comments came following a day of meetings in Washington with officials from the State Department and Energy Department, among others, and a day before addressing U.S. energy industry investors. Ukraine's Cabinet of Ministers, of which Vitrenko was a member in his capacity as acting energy minister, came under harsh criticism after it temporarily dismissed the supervisory board of Naftogaz on April 28 in order to fire longtime CEO Andriy Kobolyev. The body then appointed Vitrenko to replace Kobolyev. The United States, which has pushed reforms of the once notoriously corrupt company for years and viewed Kobolyev's efforts positively, sharply criticized the decision as "calculated." Vitrenko said that Washington reacted as it did because of existing concerns over Ukraine's reform agenda and because Naftogaz had emerged as a "symbol" of the nation's reform progress. -

What began as a series of diplomatic overtures between the Tsipras government and Moscow quickly turned more serious once rumors began to swirl around Greece’s potential participation in Russia’s Turkish Stream pipeline which, as a reminder, will allow Russia to bypass Bulgaria by piping gas through Turkey, then through Greece, Serbia, and Hungary straight to the Austrian central hub. In short order, it leaked that Moscow was set to advance Greece $5 billion against the future potential profits from the pipeline, a payment which we characterized as a get-out-of-Troika- jail free card and although conflicting reports emerged thereafter regarding just how soon money would actually be flowing from Moscow to Athens, discussions around the pipeline continued to move forward when Gazprom chief Alexei Millervisited Greece late last month to discuss “current energy issues of interest.” That visit proved more than Europe could bear, and so the European Commission promptly filed antitrust charges against the Russian gas giant in an absurdly transparent attempt to punish the Kremlin for interfering in negotiations between the EU and its Aegean debt serf. Now with negotiations between Athens and creditors still fraught with uncertainty, and with the IMF now reportedly at odds with the rest of the Troika over appropriate bailout terms, another interested party is stepping into the melee because, as NY Times reports, fresh off a humiliating political defeat at the hands of China’s Asian Infrastructure Investment Bank, Washington is in no mood to see the birthplace of Western civilization co-opted by a Russian natural gas firm. -

POLICY BRIEF FALTERING FIGHTBACK: ZELENSKY’S PIECEMEAL CAMPAIGN AGAINST UKRAINE’S OLIGARCHS Andrew Wilson July 2021 SUMMARY Ukraine’s president, Volodymyr Zelensky, has declared a “fightback” against oligarchs. Zelensky is motivated by worries about falling poll ratings, pressure from Russia, and a strong desire for good relations with the Biden administration. The fightback campaign has resulted in action against some oligarchs but, overall, it is incomplete. The government still needs to address reform issues in other areas, especially the judiciary, and it has an on-off relationship with the IMF because of the latter’s insistence on conditionality. The campaign has encouraged Zelensky’s tendency towards governance through informal means. This has allowed him to act speedily – but it risks letting oligarchic influence return and enabling easy reversal of reforms in the future. Introduction On 12 March this year, Ukraine’s president, Volodymyr Zelensky, released a short appeal on YouTube called “Ukraine fights back”. He declared that he was preparing to take on those who have been undermining the country – those who have exploited Ukraine’s weaknesses in particular, including its frail rule of law. He attacked “the oligarchic class” – and named names: “[Viktor] Medvedchuk, [Ihor] Kolomoisky, [Petro] Poroshenko, [Rinat] Akhmetov, [Viktor] Pinchuk, [Dmitry] Firtash”. He proceeded to address the oligarchs directly, asking, “Are you ready to work legally and transparently?” The president went on, “Or do you want to continue to create monopolies, control the media, influence deputies and other civil servants? The first is welcome. The second ends.” Ukrainians have heard this kind of talk before. Zelensky’s predecessor, Poroshenko, also made ‘de- oligarchisation’ a policy pledge.
