GOVERNMENT AND OUTER BUDGET SECTOR AGENCIES NOTICES WODONGA CITY COUNCIL Notice of Making of a Local Law Meeting Procedure Local Law 2019 Notice is given pursuant to section 119 of the Local Government Act 1989 that Wodonga City Council, at its meeting held on 13 May 2019, resolved to make Meeting Procedure Local Law No. 1 of 2019. The Meeting Procedure Local Law 2019 will come into effect on the day following the day on which this notice is published in the Victoria Government Gazette. The purpose and general purport of the Local Law is to: (a) regulate and control the procedures governing the conduct of meetings of the Council and of Special committees appointed by the Council; (b) regulate and control the election of the Mayor, the Deputy Mayor (if one is appointed by Council), and the chairpersons of any Special committees; (c) regulate and control the use of the Council’s seal; (d) promote and encourage community participation in the local government system; (e) provide a mechanism through its formal meeting procedure to ensure effective and efficient Council decisions are made in a manner which acknowledges the role of local government within the Australian system of Government; (f) provide for the administration of the Council’s powers and functions; and (g) provide generally for the peace, order and good government of the municipal district. Appointment Arrangements All members, including the Deputy Chairperson, are appointed on a part-time sessional basis. The appointment of the Chairperson is on a part-time annual basis. 2. Period of Appointment All persons, including the Chairperson and Deputy Chairperson, are appointed to the Council of the Victorian Institute of Teaching (the VIT) from 1 June 2019 until 31 May 2022 (both dates inclusive). 3. Duties and responsibilities of the position The Council of the VIT is responsible for the management of the affairs of the VIT and the exercise of the powers of the VIT. The Chairperson performs specific duties under Part 2.6 and Schedule 2 to the Education and Training Reform Act 2006 (the Act). 4. Termination Arrangements Section 2.6.62(1) of the Act states that a member of the Council may resign in writing to the Chairperson. Under section 2.6.62(2) of the Act, the Governor in Council may at any time remove a member appointed by the Governor in Council from office. 5. Payment Provisions Eligible Council members (see clause 3(1) of Schedule 2 of the Act), including the Deputy Chairperson, will be remunerated at the sessional rate of $382 per day. The Chairperson will be remunerated at the rate of $40,706 per annum. To avoid doubt, the Chairperson (including an acting Chairperson) is not entitled to any additional payment of the sessional rate applicable for ordinary members (including the Deputy Chairperson) of the Council. 6. Termination Arrangements Clause 2(3) of Schedule 2 to the Act, stipulates that the office of a member becomes vacant if the member becomes bankrupt, is found guilty of an offence which is, or which would if committed in Victoria be, an indictable offence or is absent from three consecutive meetings of the Board without the leave of the Chairperson or in the case of the Chairperson without the Minister’s leave. 5. Payment Provisions Clause 3(1) of Schedule 2 to the Act states that a member or acting member of an authority, other than a member who holds a full-time Government office, or a full-time position in the public service, teaching service or with a statutory authority (other than a university) is entitled to receive the remuneration and fees that are fixed in the member’s instrument of appointment or are fixed from time to time by the Governor in Council for that member. 6. Superannuation Obligations Superannuation will be paid in accordance with the Superannuation Guarantee (Administration) Act 1992. 7. Travel and Personal Expenses arrangements Each of the appointees referred to in this Order may be reimbursed for reasonable out of pocket expenses such as travelling, accommodation, meals and other incidental expenses associated with attendance at meetings, overnight absence from home or absence from the normal work location in the course of field duties. Such reimbursement will be in accordance with relevant policies of the Department of Education and Training. 8. Leave Arrangements There are no leave provisions for this part-time statutory position. 9. Prior Service Prior service is not applicable for long service or leave entitlement.
