Un an plus tard, quels enseignements avons-nous tirés de cette mobilisation ? Ce fut un grand moment d’unité mais aussi hélas de division, sou- Iligne Alain Finkielkraut dans l’entretien où il dresse le bilan amer d’une désillusion. Car on a accusé « l’apartheid social » d’être responsable de la dérive islamiste, et les intellectuels qui refusent cette grille de lec- ture sont traités de suppôts du Front national. Alain Finkielkraut, fils d’immigrés, parle de l’héritage dont ont bénéficié, grâce à l’école, les vagues d’immigration précédentes : « Nos parents étaient heureux, à travers leurs enfants, d’entrer de plain-pied dans une civilisation, dans une aventure nationale. » Les terroristes ont frappé, au nom d’Allah, les dessinateurs de Char- lie Hebdo car ils avaient représenté et donc offensé le Prophète. Mais qu’en est-il réellement de la querelle de l’islam et des images ? Comme le rappelle Alain Besançon, l’iconoclasme est d’abord biblique. Les chrétiens, en revanche, se servent des images tout au long du Moyen Âge pour leur fonction pédagogique. Le Dieu de Calvin, lui, « n’enseigne pas par des simulacres » et le père de la Réforme déplore que « l’esprit de l’homme soit une boutique perpétuelle et de tout temps pour forger les idoles ». DÉCEMBRE 2015-JANVIER 2016 5 Malek Chebel insiste : « La haine de l’image est un emprunt et non une invention propre à l’islam. » Mais si le « combat homérique » se poursuit à ce sujet depuis la chute du califat, c’est parce que « l’inter- diction d’une image est une façon détournée de pousser au suicide toute la création », sous la pression des intégristes. De l’image-idole à la représentation interdite, Jean-Pierre Naugrette explore quant à lui le pouvoir d’une image à travers celle, désormais emblématique, du petit Aylan. Tariq Ramadan et Jean-Paul Brighelli débattent dans nos colonnes ; le premier voudrait qu’on « assume l’expérience qui consiste à être totalement occidental et musulman » ; le second le refuse : « Nous avons une dette culturelle à l’égard de la pensée arabe mais nous n’en avons pas à l’endroit de l’islam. » Depuis les attentats de janvier dernier, l’islamisme prospère et continue son œuvre de mort en Syrie et en Irak. Mais comment devient-on un bourreau ? Comment de jeunes Français « sans his- toires » se transforment-ils en coupeurs de têtes fanatiques, vantards et zélés dans les rangs de Daesh ? Existe-t-il un lien entre ces barbares et les bourreaux nazis, khmers, hutus ou Jeunes-Turcs ? Quelle est la réalité sociologique, idéologique et psychologique de ces hommes ? Johann Chapoutot, Claude Lanzmann, Didier Epelbaum, Alexandre Del Valle et Manuel Carcassonne (à propos du livre choc de Martin Amis, la Zone d’intérêt (1)) apportent leur éclairage. Alors qu’en Alle- magne, nous relate Eryck de Rubercy, la philosophe Bettina Stangneth, dans Eichmann vor Jerusalem, dresse un édifiant portrait d’Eichmann à l’aide d’archives inédites. Loin du bureaucrate scrupuleux, incarnant la « banalité du mal » décrite par Hannah Arendt, c’était un fanatique, vantard et zélé. Valérie Toranian 1. Vous-même avez dit « Je suis Charlie, je suis policier, je suis juif ». Quels enseignements «a-t-on tiré de ce sursaut national ? Alain Finkielkraut Au grand dam d’Emmanuel Todd et d’Alain Badiou, le 11 janvier fut un grand moment d’union nationale. Tout un peuple est descendu dans la rue pour défendre non seulement la Répu- blique mais la civilisation française. À travers les victimes de l’Hyper Casher et les journalistes de Charlie Hebdo, c’est la France qui était visée, une forme de vie, un mode de présence sur terre, le rejet de tout anti- sémitisme, une tradition de la satire et du scepticisme : Voltaire, bien sûr, mais aussi Montaigne, qui écrivait « c’est mettre ses conjectures à bien haut prix que d’en brûler un homme tout vif ». Les Français l’ont ressenti, toutes sensibilités confondues : les beaufs et les bobos ont chanté la Marseillaise à l’unisson. Je dis volontairement les « beaufs » parce que Cabu a ainsi caricaturé une certaine partie de la France. Eh bien, cette partie-là a pleuré Cabu. On s’est rassemblé pour répondre à la violence de l’islamisme radical. « Allah akbar », « Nous avons vengé le Prophète », ont hurlé après le carnage les frères Kouachi et ce cri a 8 DÉCEMBRE 2015-JANVIER 2016 DÉCEMBRE 2015-JANVIER 2016 grand entretien frappé les esprits. Ce qui devrait vraiment nous faire peur est tellement terrifiant qu’on préfère se rabattre sur la bonne vieille bête immonde de papa. Bergson disait : « Sur dix erreurs politiques, il y en a neuf qui viennent du fait qu’on croit encore vrai ce qui a cessé de l’être. » Valéry, dans le même sens, disait que quand un homme ou une communauté sont saisis de circonstances pressantes et qu’ils doivent affronter l’état des choses en tant qu’il ne s’est jamais présenté, leur premier réflexe est de solliciter des précédents, de se souvenir d’abord. Il compte 18 articles qui représentent environ deux mètres linéaires. Fondé en 1983 par Antoine et Simone Veil, le Club Vauban, dont le nom fait référence au domicile parisien des époux Veil, se veut un lieu de rencontre entre personnalités politiques appartenant à la majorité et à l’opposition, autour de petits déjeuners ayant lieu une fois par mois, ou lors de colloques organisés ponctuellement. Cette coopérative de réflexion, « non pas clandestine mais discrète » s’efforce, selon ses fondateurs, « de regrouper les élus convaincus de la nécessité, en dépassant le clivage structurel de l’échiquier politique français, d’ouvrir le dialogue pour mettre en relief les profondes convergences qui, sur les principaux sujets de société, transcendent la ligne de démarcation électorale ». Toujours selon Antoine Veil, la collectivité est « l’une des caractéristiques du Club Vauban » car pour ses membres, « les démarches collectives sont préférables aux démarches individuelles » dans le cadre de « la bipolarisation qui résulte [des] institutions et [du] système électoral » (préface d’Antoine Veil pour Modernité de la politique, Paris, Quai Voltaire, 1992).     Ukraine: Thinking Together Kyiv, 15-19 May Manifesto This is an encounter between those who care about freedom and a country where freedom is dearly won. This year Ukraine has seen protests, revolution, and a counter-revolution from abroad. When millions of people gathered to press for the rule of law and closer ties to Europe, the Yanukovych regime answered with violence. Vladimir Putin offered the Ukrainian government money to clear the streets and join Russia in a Eurasian project. Yanukovych criminalized civil society, which only broadened the protests. Then the police began to kill the protestors in large numbers. This brought revolution, a shift of political power to parliament, and the promise of free elections. Russian authorities reacted by invading Crimea, sending provocateurs into eastern Ukraine, threatening to dismember the country, and suppressing Russian civil society. Ukraine today, like Czechoslovakia in 1938, is a pluralist society amidst authoritarian regimes, a fascinating and troubled country poorly understood by its neighbors. It is also home to an extraordinary tradition of civil society, and to gifted writers, thinkers, and artists, many of whom, reflecting on the Maidan, have raised in new ways fundamental questions about political representation and the role of ideas in politics. In the middle of May, an international group of intellectuals will come to Kyiv to demonstrate solidarity, meet their Ukrainian counterparts, and carry out a broad public discussion about the meaning of Ukrainian pluralism for the future of Europe, Russia, and the world. The Maidan and reactions to it, in Ukraine and abroad, raise classical and contemporary questions of politics and ethics.

With the completion of ratification by the Czech Republic on November 3, 2009, all 27 EU member countries have ratified the document, and it is expected to come into force on December 1, 2009. The Lisbon Treaty reforms the EU’s governing institutions and decision-making process to enable the EU to operate more effectively. The treaty grew out of the proposed “constitutional treaty” that foundered after French and Dutch voters rejected it in referendums in 2005. The Lisbon Treaty seeks to give the EU a stronger and more coherent voice with the creation of a new position, President of the European Council. This individual will chair the activities of the 27 EU heads of state or government, working to facilitate consensus and ensure policy continuity, guide the strategic direction of policy-making, and give the EU greater visibility on the world stage. Additionally, the Lisbon Treaty creates the new position of High Representative of the Union for Foreign Affairs and Security Policy, a de facto EU foreign minister who would be supported by a new EU diplomatic service. The Lisbon Treaty makes changes to the EU’s internal decision-making mechanisms.

The recent attacks aimed at various Western countries have proven that the radicalization of Islamism is now closely tied to the issue of terrorism. This recent radicalization is a common feature in Western societies which find themselves challenged by homegrown as well as international terrorism. The challenge requires countries to find a way to implement efficient counter-terrorist measures.
